Theoretical Framework About Relational Capability on Inter-Organizational Cooperation

Fernanda Salvador Alves; Andréa Paula Segatto; Eduardo De-Carli

The inter-organizational cooperation (IOC) is based on the use of consensual ways to seek a common goal. It requires a strategic vision of organizations to enable purchases and allocate resources to improve the performance and create learning. In addition, IOC may be able to pool resources, skills and values looking for maintaining competitiveness. The organizations must develop ‘Relational Capabilities’ (RC) for their cooperative success. Such skills are learning, involving structural interaction, development of specific assets and cooperative behavior. Authors present a typology of dimensions and characteristics to understanding the construct. From these aspects, the research proposes a theoretical framework for understanding and allowing the assessment of the RC construct, in the IOC. To elaborate it, the studies mentioned above were regrouped by similarities, in the pursuit of joint and complementary, to develop a new framework of components from the dimensions proposed. The results were five dimensions: coordination, cultural, knowledge, technology and coadaptation, which were formed by components. It is possible to believe that the evaluation of RC in inter-organizational relationships can identify factors that influence the success of alliances that should be improved or developed by empirical disclosure of the results. Therefore, the partnership objectives are met as full as possible.

The technological cooperation university-industry constitutes arrangements with increasing interest. The distinctive nature of the parties involved parts makes it important for one to complement the interests of the other. Therefore, it is a fundamental aspect that there should be a precise exchange of information between the company and academia. In this context, studying the communication process is highly relevant in order to achieve a satisfactory relationship between the partners involved in the agreement. The aim of this study is to characterize the communication process in a technological cooperation between university-industry during the phases of cooperation development. The study consists of qualitative research of a descriptive-exploratory nature, which made use of multiple studies. The cooperation cases under study involved agreements between companies and the Federal Universities of Parana, and the results of the analyses show exchanges of specific messages for each phase of the cooperative process and a variety of medias that were adapted to the messages. Although the insertion of more modern ways of communication can be seen, conventional means of communication are still in use. The interface structures are highlighted, a characteristic feature of the type of agreement under study. The cooperations involved in the study resulted in benefits for both parties; nevertheless, there were sings of interference throughout the process.

Analysing ICT and Development from the Perspective of the Capabilities Approach: A Study in South Brazil

Taiane Ritta Coelho; Andréa Paula Segatto; José Roberto Frega

Certain international agencies propose that Information and Communication Technology (ICT) allows development to be reached more efficiently and quickly. While there are success stories galore, there is acknowledgement of not all investments in ICT bringing positive effects towards development. Following the Capabilities Approach, this paper discusses how the use of ICT can promote a more effective development by studying the case of Sudotec (association for technological and industrial development), a non‐profit organization that saw in ICT the opportunity to change the local scenario. The results revealed positive effects of the use of ICT in social, economical and cultural spheres, but not presenting political effect.

Carlos Cesar Garcia Freitas; Andréa Paula Segatto

Technology is embedded in such a way in society, shaping lifestyles, that it is no longer possible to treat it as an isolated phenomenon of social dynamics, restrained by a reductionist discussion of scientific technical nature. Therefore, planning and controlling it is a political issue, claimed by the movement of the Science, Technology and Society in favor of a more democratic involvement in decisions concerning the scientific technological context. In this sense, the present article aims to discuss the relation between Science, Technology and Society (STS) and the proposal of Social Technology (ST), using as theoretical basis the Critical Theory of Technology. To do so, the results obtained with the realization of a descriptive bibliographic research whose are analysis is guided by describing the components of ST and its implication to the proposal from STS, in order to confirm its adherence to the last one. As main results, ST has great potential to aggregate to STS and in its critical proposal, there are the following advantages: emancipation of the individual, social construction process, appreciation of learning, respect for local culture, social demands as origin and purpose, ownership of technology, sustainability, democratization of knowledge, social change and multiplicity of solutions.

This article aims to propose a theoretical framework that contemplates, from a structurationist perspective on technology, the understanding between technology transfer, knowledge transfer (technological or not) and social practices constituted from the use of technologies within organizations, in order to serve as an analytical intake to the dynamics between these themes. As knowledge, when comprehended as a technological resource, is inherently dynamic, situational, based on human agency and likely to be disseminated by technology transfer processes and by social practices, the “technologies-in-practice” perspective from Wanda J. Orlikowski is adopted here to help constructing the argument for this mentioned framework, stressing some of its underlying methodological implications, as well as the nature of its scientific and epistemological contribution to the relation between technology and institutions.

The Dilemma of Industry-University Cooperation Processes within Technology Transfer Offices: Evidence from Three Brazilian Case Studies

Eduardo De-Carli; Marcos Ferasso; Andréa Paula Segatto; Fernanda Salvador Alves

This research aimed to identify facilitators and restrictive factors on Technological Transfer by comparing case studies of the Brazilian Technology Transfer Offices (TTO). The research was carried by a comparative case studies based on interviews with Directors and selected documentation. The three case studies’ results revealed, regarding the restrictive factors, that the federal universities showed an initial cooperation process through their TTO, whereas the state university presented facilitator factors about better-structured cooperative processes and generated returns to the institution. Federal universities showed restrictive factors from a legal framework and changeable professors’ profile and personal interests more dedicated to research and lectures in graduate courses than I-U partnerships. This research evidences the importance of national policies towards technology transfer via industry-university in developing countries.
