Observation of the ionization waves in a plasma produced by radio frequency in a magnetic mirror

Antonio José Balloni; S Aihara; P H Sakanaka

A system consisting of a Multiple Mirror device and a radio frequency generator of 600 W were designed and constructed to study characteristics of plasma produced and heated by radio frequency waves. By using Langmuir probes, the authors have detected large spatial variations of density and temperature along the axis of symmetry of the system. These spatial variations have characteristics similar to those striations waves found in glow discharges, in the presence of an electric current.

SECURITY IN INFORMATION SYSTEMS: SOCIOTECHNICAL ASPECTS

Edison Luiz Gonçalves Fontes; Antonio José Balloni

This work considers the sociotechnical approach that must be addressed when implanting and having maintenance of the information security of an organization. In general, only the technical aspects are considered by the IT professionals. These technical aspects generates in the organization in the day by day, a security process that seems as a set of distant rules and, because of this, the security process (the rules) will not be internalized by the users. To consider sociotechnical aspects means both making a complete approach for the security subject as well increasing the chances for the existence of a continuous process, following and protecting the information resources during the growing stages and moments of difficulties in the organization.

Governance, Sociotechnical Systems and Knowledge Society: Challenges and Reflections

Antonio José Balloni; Paulo Henrique de Souza Bermejo

This paper objective presenting some challenges and reflections about Governance, Knowledge Society and Sociotechnical Systems. Based on the Action Network Theory, Theory of Constraints and others techniques, questions are pointed and discussed in a systematic and innovative way. Points like the synergism and collaborative ecosystem research efforts, organizations knowledgeable and organization as a living being, the involvement of people and others IT resources on the questions, and others are discussed considering actual questions, challenges and future perspectives. Concluding, governance is pointed to offer normative goals of sustainability upon existing socio-technical systems and, to imply connecting and synchronising changes among the knowledge society actors.

Organizational Ecosystems: Interaction and Alignment Towards Innovation

Adalberto Mantovani Martiniano de Azevedo; Ana Karina da Silva Bueno; Antonio José Balloni; Moacir de Souza Dias Neto; Marco Antonio Silveira

The decrease in the time required for the introduction of innovations in the marketplace, the increasing technological complexity of these innovations, the requirement of diverse competencies for its development and the high costs implied in the introduction of new products and processes in the marketplace have made unviable the single development of innovations in any public or private organization individually, especially those small and medium-sized (De Pellegrin et al 2007). Because of this, multiorganizational arrangements have often had the role of joining competences and resources of heterogeneous organizations aiming to develop conjointly costly and complex innovations. In most cases, the organization of these arrangements are integrated to sectoral development policies headed off by State entities, who consider the introduction of innovations as a safe path to competitive insertion of regional and national industries in the markets of high added value products and with the potential of generating high-level jobs.

Informational analysis involving application of complex information system

Clébia Ciupak; Adolfo Alberto Vanti; Antonio José Balloni; Rafael Espin

The aim of the present research is performing an informal analysis for internal audit involving the application of complex information system based on fuzzy logic. The same has been applied in internal audit involving the integration of the accounting field into the information systems field. The technological advancements can provide improvements to the work performed by the internal audit. Thus we aim to find, in the complex information systems, priorities for the work of internal audit of a high importance Private Institution of Higher Education. The applied method is quali-quantitative, as from the definition of strategic linguistic variables it was possible to transform them into quantitative with the matrix intersection. By means of a case study, where data were collected via interview with the Administrative Pro-Rector, who takes part at the elaboration of the strategic planning of the institution, it was possible to infer analysis concerning points which must be prioritized at the internal audit work. We emphasize that the priorities were identified when processed in a system (of academic use). From the study we can conclude that, starting from these information systems, audit can identify priorities on its work program. Along with plans and strategic objectives of the enterprise, the internal auditor can define operational procedures to work in favor of the attainment of the objectives of the organization.

Cézar Volnei Mauss; Claudecir Bleil; Antonio José Balloni; Adolfo Alberto Vanti

This study aimed at demonstrating why public organizations need to standardize and flexibilize their way to release accounting information to provide administrators with improved quality, timeliness, reliability, and, above all, a reduction in their costs to evince financial information. In this sense, we analyzed a standard formatting language calledeXtensible Business Report Language (XBRL), with the purpose of verifying its applicability to evince and scale information in public administration. It is qualitatively confirmed that XBRL is a formatting language capable of standardizing and flexibilizing information for its users, and also of providing a series of management analyses when combined withBusiness Intelligence

An evaluation of the management of the information systems and technologies in hospitals (GESITI-hospitals): the north-eastern planning region in Bulgaria

Bistra Vassileva; Antonio José Balloni

This paper aims to assess the penetration level and the key management issues during the implementation of information systems and technologies (IST) in hospitals. To meet these goals we conducted a study using prospective questionnaire provided by the GESITI project (GESITI, 2013a, 2013b). The results helped us to summarise the challenges in IST management in Bulgarian hospitals as well as to identify the critical points during the IST implementation there. Several recommendations and implications for future research were defined at the end of the study. The aim of the paper is to present the managerial situation in hospitals in the north-eastern planning region in Bulgaria with a focus on IST implementation situation there.

The evaluation of hospital information systems forms the topic of this article, the aim of which is to map the technology park that exists in public and charitable hospital organizations in the Brazilian state of Santa Catarina and to identify the way in which their administrators manage their information systems. This study is part of the research project entitled GESITI/Hospitalar Nacional (the acronym stands for the management of information systems and technologies in Brazilian hospitals), which is being undertaken by the Renato Archer Information Technology Center (CTI), a unit belonging to the Ministry of Science and Technology (MCT). In terms of the methodology, the nature of the study is qualitative-quantitative, exploratory, involving multiple case studies. The data collection techniques consisted of structured interviews and analysis of documentation. The evaluation that was carried out shows that people and technology are mutually influenced and that contextual variables are drivers in the configuration of information technology and its management in the hospitals studied.

The Use of Information Technology in Public Hospitals in the City of Rio de Janeiro

Saulo Barbará de Oliveira; Antonio José Balloni; e Favio Akiyoshi Toda

The application of Information Technology (IT) at the medical-hospital services sector, especially in Brazil, reveals yet slow and incipient, due, especially to the particular characteristics from this sector. This article presents results from research aiming at analyzing the application, use and investments in IT in five public hospitals from the municipality of Rio de Janeiro. The field data were collected using a questionnaire applied to the executives directly connected to the management of infrastructure and IT of such hospitals. The analysis of data was by means of descriptive statistics. The research identified weaknesses and problems relative to planning, selection, implementation and use of such management technology and tools at the researched hospitals. It was also possible to identify the hospitals which better use and take better advantage of resources and easiness of this technology so as to facilitate the routine and work processes from their doctors, patients and directors.
