The Execution of the Federal Budget for 2016

The RF federal budget for 2016 was executed with a deficit of 3.4% of GDP. This figure is significantly higher that the corresponding index for 2015 (2.4% of GDP), but still lower than the projection in the most recent version of the Law on the Federal Budget for 2016 (3.7% of GDP). The plunge of total federal budget revenue did not exceed 0.7 p.p. of GDP (as compared with 2015) due to the increased non-oil and gas revenue component. The year-end expenditure for 2016 jumped by 0.3 p.p. of GDP, due in the main to the additional allocation, in November, of Rb 739.7bn to national defense.

English Abstract: The paper considers methodological approaches to assessing the impact of interbudgetary regulation instruments on the economic development of regions, the impact of the main characteristics of interbudgetary relations at the national level and the regional level on the indicators of the economic development of regions.

Russian Abstract: Вопросы бюджетной консолидации, сокращения бюджетного дефицита и долговой нагрузки становятся все более актуальными для целого ряда стран, особенно для стран Европейского союза. В настоящее время в России как на федеральном, так и на субнациональном уровне вопросы долговой нагрузки не стоят настолько остро. В то же время замедление темпов экономического роста, некоторые проблемы с ненефтегазовыми доходами федерального бюджета, увеличение разрыва между доходами и расходами на региональном уровне делает все более актуальным исследование факторов успешной бюджетной консолидации. В настоящей работе представлен анализ вопросов, касающихся изучения влияния степени децентрализации бюджетной системы на процессы бюджетной консолидации. В первом разделе представлены как теоретические аргументы в пользу позитивного или негативного влияния децентрализации на долговую политику, так и обзор эмпирических работ зарубежных авторов, посвященных анализу корреляционных связей с использованием эконометрического инструментария. Во втором разделе на основе работ экспертов ОЭСР отдельно рассмотрены вопросы измерения уровня децентрализации и степени финансовой автономии субнациональных органов власти. English Abstract: Budget consolidation and reduction of budget deficit are now becoming more urgent issues for a number of countries, especially for the European Union members. Though, today debt ratio is low at both federal and subnational levels in Russia, economic slowdown, problems with oil and gas related revenues of the federal budget, increase in the gap between revenues and expenditures on the region level, make research of budget consolidation determinants urgent. The current work analyzes the relationship between fiscal decentralization and budget consolidation. The first section presents theoretical arguments for both positive and negative relationship between fiscal decentralization and debt policy and the review of foreign empirical papers that study such relationship employing econometric approach. The second section is based on OECD experts’ research and devoted to quantitative estimation of fiscal decentralization and fiscal autonomy of subnational governments.
