Risiko Gesundheit. Eine Einführung

Gesundheit bezeichnet einen der zentralen Werte in unserer gegenwartigen Gesellschaft: Sowohl das offentliche wie auch das personliche Interesse an Gesundheit hat in den vergangenen Jahrzehnten deutlich zugenommen. Aber auch wenn (zumindest in den westlichen Industriestaaten) die durchschnittliche Lebenserwartung seit Ende des 19. Jahrhunderts enorm angestiegen ist und das System der gesundheitlichen Versorgung sich deutlich verbessert hat, so heist dies doch nicht, dass das Leben heutzutage (zumindest subjektiv) weniger riskant und die Gesundheit weniger gefahrdet ware. Im Gegenteil kann man mit Bezug auf Luhmann (1991, 1993) sagen, dass es mit der Mehrung des medizinischen und epidemiologischen Wissens sowie entsprechender Informationen auch zu einer Ausweitung der Entscheidungsmoglichkeiten und -notwendigkeiten kommt – und damit zugleich zu einem Mehr an Risiken, sich in gesundheitlicher Hinsicht richtig oder falsch zu entscheiden. Diese Entwicklung wird zugleich aber noch dadurch gefordert, dass immer mehr Probleme einer medizinischen Losung zugefuhrt und immer mehr Verhaltensweisen als gesundheitsschadlich bezeichnet und bekampft werden: Hinter jedem Zipperlein wird die Manifestation, zumindest aber der Beginn einer ernstzunehmenden Krankheit vermutet, immer ofter werden eigentlich gesunde Prozesse (etwa Alterung oder Menopause) problematisiert und medizinalisiert und jede noch so lustvolle Tatigkeit wird vor dem Hintergrund ihrer immanenten Gesundheitsrisiken taxiert.

Sportliche Wettkampfe und Gesundheit stehen seit jeher im Widerspruch zueinander. Die Legende des Boten Feidipides, der 490 v.Ch. nach der Schlacht von Marathon bis nach Athen lief, um dort – kurz bevor der tot zusammenbrach – vom Siege zu berichten, zeugt davon. Dieser (historisch nicht verburgte) ‚Marathonlauf‘ inspiriert den Wettkampfsport bis heute und signalisiert zugleich, dass fur den sportlichen Sieg der Ruin der Gesundheit in Kauf genommen werden muss.

An Alternative to Contemporary Forms of Drug Control

This article analyzes the main concepts utilized in non-repressive drug control models. After discussing three models of cannabis control used in the Netherlands, Switzerland and the German federal state of Schleswig-Holstein, the authors present an alternative model that is based on the German foodstuffs law.

Devices of Lie Detection as Diegetic Technologies in the “War on Terror”

Although lie detection procedures have been fundamentally criticized since their inception at the beginning of the 20th century, they are still in use around the world. In addition, they have created some remarkable appeal in the context of counterterrorism policies. Thereby, the links between science and fiction in this topic are quite tight and by no means arbitrary: In the progressive narrative of the lie detection devices, there is a promise of changing society for the better, which is entangled in a fictional narrative provided by many cinematic and literary examples. By drawing on the concept of “diegetic technologies” formulated by David Kirby, we want to highlight the role of science fictional narratives in the historical development and current application of lie detection procedures. We therefore aim to use this conceptual frame to analyze the role of prevention-oriented mind reading procedures, which are developed for or already used in the “war on terror” with reference to their fictional predecessors. One virulent factor has to be highlighted in this context: The fictional engagement with possible new lie detection practices is in itself creating a legitimating ground for future security technologies.

Do Not Disturb! How the demand for more safety and its increasing indifferences towards marginalized drug users and dealers have been successfully transferred into political programs

The developments of private protection initiatives, that Irmgard Eisenbach-Stangl describes for Austria, are also a familiar phenomenon in Germany. However, there are some significant differences. ‘Bürgerwehr’-appearances developed mainly because of a general ‘fear of crime’ and the desire of residents to protect their property and families. What they are afraid of is often called ‘crime’, but when asked more closely, it is rather a mixture of fear of strangers, darkness, media images, and lifestyles that differ from theirs. This can also be seen in their activities. In 2000, forty residents in Rahlstedt, a big quarter in the east of Hamburg, founded an initiative called ‘Mehr Sicherheit für Rahlstedt e.V.’ (More Safety for Rahlstedt). Their activity involved patrolling their neighbourhoods in the evening, armed with flashlights and mobile phones to look out for anything (or rather anybody) suspicious. Under suspicion is every person, unknown to their neighbourhood, looking foreign to them or—from their point of view—is not properly dressed and, because of that, a potential danger to their homes. They see themselves as a complement to the police, not a substitute, even though they initiated their activities because they believed that the state forces could not protect them sufficiently. This has been a common development throughout Germany, but initiatives like the Rahlstedter are rare; a huge security industry has been gradually unfolding and taking over most of the private activities.
