Toward an infrastructural critique of urban change: Obsolescence and changing perceptions of New York City's waterfront

This paper examines the interlinkages between changing infrastructural regimes on a macro-level and changing cultural imaginaries, stagings and experiences of cities. New York Citys waterfront serves as a case study to examine how the transition from the Fordist era to a so-called post-industrial era has fundamentally been a large-scale infrastructural realignment to facilitate global production networks which has brought with it new understandings and experiences of the city. This analysis puts a particular emphasis on the unevenness of these transformations and argues that the functional specialization of spaces has reinforced and rendered invisible social inequalities in multiple ways: through the displacement of work, the attribution of value through discourses of sustainability, and the relocation of environmental and social costs. In lieu of a conclusion, this paper makes the case for an infrastructural critique of urbanization processes.

Die Kommunalpolitik geniest in den Vereinigten Staaten von Amerika als Versuchsraum der Demokratie hohes offentliches Ansehen. Auch wenn sich die Vielfalt kommunalpolitischer Strukturen im Laufe des vergangenen Jahrhunderts weitgehend erhalten hat, bergen jedoch Kompetenzverlagerungen neben einem Steuerungsverlust die Gefahr, die Funktion der Kommunalpolitik als Ort demokratischer Partizipation und als Legitimationsquelle demokratischer Politik zu unterlaufen. Auf eine Erlauterung der wichtigsten Strukturen und Prozesse der kommunalen Ebene folgt ein Uberblick uber die historischen Entwicklungstendenzen der Kommunalpolitik im Kontext einer sich wandelnden foderalen Ordnung.

A Paradoxical Relationship? Regionalization and Canadian National Identity

Regionalization tendencies have often been regarded, in academic and political debates, as a serious challenge for Canadian federalism and the national unity of Canada. This article argues that regionalism—and increased regionalization processes in the context of neoliberal globalization tendencies—is not a contradictory force that threatens federalism and national unity, but that it is and has historically been a decisive feature of Canadian civic nationalism from the beginning of the nation-building project. As a consequence, and for better or worse, processes of devolution under the current politico-economic regime will stabilize Canadian national unity rather than undermine it: regionalization can strengthen civic nationalism in Canada by adding a cultural dimension as a vehicle that negotiates between individual citizens, identity groups, and state institutions. Regionalisms—such as Québécois nationalism—are malleable structures of belonging and provide institutional frameworks (e.g., informal constitutions) and forums of dialogue that enrich the political culture of federalism. We conclude that increased regionalization can help to strengthen Canadian (and other forms of) civic nationalism by preventing them from slipping into monistic unitarism.

Grey Zones of the Market

Beginning in the late 1970s, the restructuring of public services in general and the reform of education systems in particular has been the object of policy initiatives in most North Atlantic countries. Following the legitimation crisis of the Fordist-Keynesian mode of regulation, national governments have sought to prioritise the market as an instrument for economic distribution and accumulation (Bonal 2003). The objective of minimising public expenditures under the constraints of fiscal austerity as well as under the impact of a new free-market orthodoxy have led to a re- casting of the role of the state in the provision and funding of public services (Dale 2000). The creation of a ‘small, strong state’ - to view unfold from afar the new ethos of choice, freedom, and competitiveness - has produced its own contradictions (Gamble 1988, Sassen 2006). Particularly in those fields where the neoliberal ideal of free markets could only be approximated by “quasi-markets” (Levacic 1995), schisms between public rhetoric and social reality become most obvious.

Vertrautheit und Fremdheit pragen gleichermasen das Bild der USA in der deutschen Offentlichkeit und genau das scheint es so schwierig zu machen, die USA zu verstehen: Pop Culture und Fast Food, Hollywood-Filme und Musikindustrie, in den Grosstadten und auf allen Fernsehkanalen sind die USA auch in europaischen Landern standig prasent. Tea Party, Waffenrechte und Rassismus sind die andere Seite der Medaille, die die USA in ihren sozialen und politischen Auspragungen sowie historischen Entwicklungslinien auf Distanz zu Europa bringen.

Stadt- und Regionalpolitik: Globale Ströme und lokale Verankerung

Infolge von Suburbanisierungs- und okonomischen Restrukturierungsprozessen haben sich die globalen Stadte Nordamerikas – New York City, Los Angeles und Chicago – im Laufe des 20. Jahrhunderts zu Stadtregionen ausgedehnt, deren Einzugsgebiete existierende Gerichtsbarkeiten und politische Zustandigkeiten sprengen. Dieser Beitrag befasst sich historisch einordnend mit der Frage, inwiefern globale Stadtregionen und deren gesellschaftliche Akteure eine eigenstandige Politik und eigene politische Institutionen entwickelt haben, um diesen neuen Realitaten adaquat zu begegnen. Mit Blick auf die drangendsten okologischen und sozialen Probleme ist dies bislang nur sehr eingeschrankt der Fall.

Dieser Artikel erlautert die Entwicklung gesellschaftlicher Ungleichheiten in den Vereinigten Staaten von Amerika im Laufe des 20. und 21. Jahrhunderts. Er leistet einen Uberblick uber die statistischen Details und die entscheidenden Faktoren und Dynamiken wachsender sozio-okonomischer Ungleichheiten und bespricht deren Auswirkungen auf politische Prozesse in den USA. Wir argumentieren, dass die neuen Ungleichheiten nur erklart werden konnen, wenn jungere neoliberale Entwicklungstendenzen zusammengedacht werden mit ungelosten strukturellen Problemen des demokratischen Systems in den Vereinigten Staaten.
