Negotiating from Mars to Venus: gender in simulated international negotiations

Gender analysis has emerged as an important conceptual approach to the study of decision making and conflict resolution in the international arena. Although scholars and practitioners within the field of international relations have debated the effect of gender on the negotiation and decision-making process, little systematic evidence to support their assertions has taken place. This article examines a set of data from the GLOBALED PROJECT that provides insights into the different ways men and women perceive world affairs and interact in a negotiation setting. In particular, the authors examine differences in the negotiation styles of all-female, all-male, and mixed-gender groups when negotiating over international or global issues. Findings from the GLOBALED PROJECT, a computer-mediated study of gender differences in decision-making and negotiation skills, show that there are indeed significant differences between the approaches used by various gender groupings. Although much work remains to be done in this area, this research indicates that some of the impressionistic and anecdotal characterizations of the different ways men and women approach negotiations and decision making are indeed well-grounded when examined through systemic evidence.

ICT for Development: Are Brazilian Students Well Prepared to Become Global Citizens?.

The way globalization is present in our lives today provides an array of opportunities and requires individuals to acquire new knowledge and skills in order to become active and responsible citizens in their societies and in the world. This study suggests that Brazilian students demonstrate that they are using information and communication technologies (ICT) in socially valued ways to be informed about what is happening in the world, to communicate with people all over the world and to promote social justice and inclusion. These Brazilian students, and future leaders, appear to be using ICT in order to face the challenges offered by the globalized world, possessing the appropriate knowledge and skills to be global citizens. Les TIC pour le développement : les étudiants brésiliens sont‐ils bien préparés à devenir des citoyens du globe ? La façon dont la globalisation est présente dans nos vies aujourd’hui offre un large éventail de possibilités et exige des individus qu’ils acquièrent de nouvelles connaissances et compétences pour devenir des citoyens actifs et responsables dans leurs sociétés et dans le monde. La présente étude essaie de montrer que les étudiants brésiliens font la preuve qu’ils savent utiliser les technologies de l’information et de la communication de façon socialement positive pour s’informer sur ce qui se passe dans le monde, pour communiquer avec d’autres personnes dans le monde entier et pour promouvoir la justice et l’intégration sociales. Ces étudiants brésiliens, futurs leaders, semblent utiliser les TIC pour faire face aux défis d’un monde globalisé en possédant les connaissances et les compétences appropriées pour être des citoyens du monde. Die Globalisierung ist in unserem Leben angekommen und liefert uns ein Angebot an Möglichkeiten—aber auch die Notwendigkeit, uns neues Wissen und Qualifikationen zu erwerben, um in unserer Umgebung und der Welt aktiv und verantwortungsvoll zu agieren. Dieser Beitrag geht darauf ein, dass brasilianische Studenten demonstrieren, dass sie Informations‐ und Kommunikationstechnologie (IuK) in gesellschaftlich anerkannter Weise nutzen, um über das Geschehen in der Welt informiert zu werden, mit Menschen auf der ganzen Welt zu kommunizieren, um soziale Gerechtigkeit und Aufnahme in die Gesellschaft. Diese brasilianischen Studenten und zukünftigen Führungskräfte scheinen die IuK zu benutzen, um den Herausforderungen, die die globalisierte Welt bietet, mit dem erforderlichen Wissen und den Fertigkeiten von “Global Citizens” entgegenzutreten. Las TICs para el desarrollo: están bien preparados los estudiantes de Brasil para convertirse en ciudadanos del mundo? El modo en que la globalización ahora está hoy en día presente en nuestras vidas ofrece un amplio abanico de oportunidades y exige que los individuos adquieran nuevos conocimientos y competencias para convertirse en ciudadanos activos y responsables en su medio social así como en el mundo. El presente estudio indica que los estudiantes brasileros demuestran que están utilizando las TICs de manera socialmente positiva para informarse sobre lo que está occurriendo en el mundo, para comunicar con otras personas en el mundo entero y para fomentar la justicia y la integración social. Esos estudiantes brasileros y futuros líderes están aparentemente utilizando las TICs de modo que puedan responder a los desafíos de este mundo globalizado, a través del dominio de los conocimientos y competencias adecuados para ser ciudadanos del mundo.

Communication: Educating for global awareness: implications for governance and generational change

The appropriate role for the United Nations in international dispute resolution is a matter of high profile discussion and controversy. During the prelude to the war in Iraq, US President George W. Bush repeatedly stated that, while he would like the UN Security Council (UNSC) to sanction military intervention in Iraq, he did not feel it was necessary. Others, most notably French and Russian diplomats, argued that the UNSC served a vital and valuable role in political–military affairs and should be empowered to authorize military action or to prevent unilateral military actions. In the end, Bush stated that the US would (and it ultimately did) move unilaterally, without UNSC action sanctioning military intervention. Bush’s answer to a question at a press conference on 6 March 2003 was characteristic of the administration’s view: ‘I’m confident the American people understand that when it comes to our security, if we need to act, we will act. And we really don’t need United Nations approval to do so.’ He tempered his remarks slightly in response to a follow-up question, but still showed his ambivalence to the value of the UN relative to US national interests: ‘I want the United Nations to be effective. It’s important for it to be a robust, capable body. It’s important for its words to mean what they say. [But] as we head into the 21st century ... when it comes to our security, we really don’t need anybody’s permission.’ These sentiments were echoed to a large degree in American public opinion regarding the UN. A 2002 survey by the Chicago Council on Foreign Relations (CCFR) found that only 33 per cent of those surveyed had a very favorable opinion of the UN, with the largest segment of respondents mostly indifferent toward the organization. In addition, when asked ‘Do you think the United States taking leadership (of military actions in Afghanistan) was the right thing to do or do you think that the UN should have led this effort instead?’ 80 per cent of the respondents felt US leadership was the right choice. Experimenting with global governance: understanding the potential for generational change

The appropriate role for the United Nations in international dispute resolution is a matter of high profile discussion and controversy. This paper begins with this ambivalence about the appropriate role for the United Nations in the world and examines several sets of issues that relate to the future of support for the UN within the US and the prospects for global governance more generally. First, we briefly review two thematic strands in previous and contemporary scholarship:(1) arguments for increased global governance in contemporary world affairs, driven by perceptions of the changing nature of the political, social, economic and military challenges in the contemporary world system. This debate is also put in the context of the relevance of public support for global governance institutions; and (2) why it is valuable to study how the current generation of adolescents perceive issues of global governance and the impact that their views may have on that nexus in the coming years. We then move to an analysis of data generated from an experimental study of American adolescents and their attitudes toward global governance.

Pese a eso, la gran cantidad de informacion disponible diariamente crea la necesidad de que las personas adquieran nuevas habilidades para localizar, analizar y transmitir esa informacion. Este estudio comparativo utiliza un cuestionario online para definir caracteristicas de ciudadania global e identificar el uso de las tecnologias de la informacion y comunicacion (TICs) en 258 alumnos en Brasil y en Estados Unidos. Tambien fueron examinadas diferencias de sexo y los resultados informan como la globalizacion, la ciudadania y el uso de las TICs estan reflejados en las percepciones de varones y ninas en los dos paises. El concepto de nuevo desarrollo de la lectura y la escrita envuelve habilidades que los individuos deben tener para participar efectivamente y estar incluidos en esa sociedad tan diversa y desigual en la que vivimos.
