Controle social e políticas públicas: a experiência dos Conselhos Gestores

This paper examines the exercise of social control in Brazil, from the general debate that prompted him, as well as the internal context that led to the creation of institutionalized spaces for your application. The objective is to evaluate the exercise of social control through the Public Policy Management Councils. Through studies conducted by other researchers in Public Policy Management Councils, in the three levels of government, and empirical study, we found that the way it has happened to the exercise of social control in these forums, much moves away from what is expected by law. From this table, we bring contributions to the understanding of this fact and to the advancement of social control itself, understood as a necessary and a high level of democratization of public management in Brazil.Este trabalho analisa o exercicio do controle social no Brasil, a partir do debate geral que o estimulou, bem como do contexto interno que culminou na criacao de espacos institucionalizados para a sua aplicacao. Por meio de estudos realizados por outros pesquisadores em Conselhos Gestores de Politicas Publicas nos tres niveis governamentais – municipal, estadual e federal – e de estudo empirico, constatou-se que a forma como tem acontecido o exercicio do controle social, nesses foruns, em muito se distancia daquilo que se preve em lei. A partir deste quadro, procuramos trazer contribuicoes para o entendimento desse fato e para o avanco do proprio controle social, entendido como um patamar elevado e necessario de democratizacao da gestao publica brasileira.

Teorias organizacionais e materialismo histórico

As teorias organizacionais aparecem frequentemente na literatura especializada como criacoes isoladas e autonomas dos seus autores, desarticuladas das demais dimensoes da realidade. Este artigo, ao contrario, tem por objetivo apresentar essas teorias como integrantes dos diversos momentos do desenvolvimento do capitalismo no seculo XX. Entende-se que essas teorias procuram dar respostas que garantam o atendimento das necessidades do sistema, a cada ciclo historico. Buscam atender as determinacoes do capitalismo, oferecendo solucoes, no nivel da empresa, a cada desafio colocado. Enfim, sao elas proprias uma historia. Como metodo de conhecimento, trabalhamos com o materialismo historico e dialetico, considerando que as ideias sao precedidas da materialidade, e esta materialidade se expressa no pensamento como um todo , contraditorio e em permanente movimento, a semelhanca da propria realidade. Como procedimento, percorremos as principais formulacoes teoricas e procuramos demonstrar suas relacoes com as condicoes economicas e politicas dadas, expondo o dialogo que essas teorias travam com as outras dimensoes do desenvolvimento capitalista. Adicionalmente, nos e dado perceber que, enquanto uma historia, as teorias organizacionais sao tambem uma expressao reduzida e subjacente do conflito de interesses entre patroes e empregados.

Cursos de Administração: a dimensão pública como sujeito excluído

This article analyzes the presence of comprehensive knowledge on public administration in a business administrators education. It is believed that the expansion in Administration education, in Brazil, has provided university education with a very significant role in the professional practice and in the promotion of citizenship. It is also shown how, over the years, the importance of the public sphere has grown in the economic domain and the relations between sectors have increased. The associations between the private sector and the State, through grants, partnerships, and non-State public arrangements have been developed, in addition to what has been historically established, as the States role, such as public policies and the promotion of development. In this environment, public knowledge and ethos are a need regarding a business administrators education. By means of this preamble, methodologically, the curricula of 16 undergraduate courses of the most significant Higher Education institutions were examined, located in Brasilia, Rio de Janeiro, and Sao Paulo, besides a documentary analysis of the guidelines and resolutions from the Ministry of Education (MEC) and the National Council for Education in the Administration Field. The results reveal a poor attention paid to such relevant aspects, both by MEC and the institutions.

Braverman, o Estado e a “administração consensual”

This article aims to discuss the States role, in the sphere of capitalist economy, by means of the chapter addressing this theme, from the book Labor and monopoly capital, by Harry Braverman. First, the text analyzes and updates the four angles or dimensions pointed out by Braverman, regarding the State’s role: consumption, internationalization of capital, social security, and provision of basic services. Subsequently, it identifies other dimensions that were not highlighted by the American theorist and, then, advances towards contemporaneity, raising three new functions that emerged from the general crisis of the 1970s and 1980s and from the crisis that began in 2008. The study is conducted through bibliographic research and referral to technical documents, in addition to journals. The conclusion is that the State’s role in face of the contemporary capitalism rose to a degree where the boundaries between public and private have been disappearing under a new State’s nature. This new nature, marked by close ties between governments and companies, includes abandoning the distinction between public and private value, it drives the transformation of all values on commodity and makes obsolete the debate about intervention and the State’s size.
