Housing Tenure Choice and Housing Expenditures in the Czech Republic

Choosing between rented housing and homeownership, the so called housing tenure choice, is a key decision made by each household. Therefore housing economists often seek an answer to the question which factors have an impact on this decision. The paper investigates potential tenure choice determinants using an econometric model based on the sample data. Results of the analysis, making use of the investigation of EU-SILC in the CR, have testified to the fact that tenure choice is affected by the factors similar to those in other countries – household income, marital status of the household head and household size (persons per household). By contrast, the influence of other demographic characteristics of the household head (gender or age) has not been confirmed. The econometric model has also made it possible to evaluate potential impact of these factors on housing related expenses of households. In addition to the logical influence of household income, tenure choice decisions are significantly influenced by household size and residence in Prague, particularly in the rented housing sector.

Performance Management and Performance Appraisal: Czech Self-Governments

Abstract Managing and measuring performance became an important part of administrative reforms motivated by the New Public Management ideology. However, a badly implemented system designed for measuring and managing performance may distort the behaviours of actors. The goal of this paper is to outline the preliminary picture of the current situation of performance management generally and particularly of performance appraisal at the level of the Czech local and regional self-governments. The presented data, despite the fact that our field research covers only a non-representative samples of the “best” self-government bodies, show first that performance and quality management is not a neglected area in the Czech Republic. Its practice is rather decentralized, and the central government focuses on methodical support and coordination rather than on being strict and requiring certain tools to be implemented. The core problems revealed by the interviews are that the implementation of new instruments is usually based on a trial-and-error approach in its beginnings and that the implementation is award- and project-driven. Our preliminary data clearly indicate that the performance-appraisal situation is even more problematic - they indicate that performance-appraisal systems are introduced in only a limited number of self-government authorities. The set of criteria used in the evaluation is problematic, and the objectives of the performance appraisal are unclear for managers. As a general rule, a performance-appraisal system is not directly linked with implemented performance management and especially not with a payment system.

Housing of Seniors in the Czech Republic: Challenges for Social Services

ABSTRACT The article focuses on the housing market, the behavior and motivations of senior households to move or to stay in place. Knowing if and why seniors decide to move at retirement is a critical factor for the establishment of social service policies in terms of their structure, location, and provision. This study uses secondary data based on information about Czech households collected by the Czech Statistical Office (CSO). The data are annually collected via sample surveys of the income and living conditions of households (EU-SILC). The sample covers more than eight thousands of households. Analyzed data cover the period 2007–2012 when the abolishment of rent regulation in the Czech Republic took place. It is hypothesized that an impact like this might increase the willingness to move and reveal the factors which underlie the decisions of particular households. The results indicated that most Czech households that decided to move during the study period were driven by the increased financial burden of housing. Other factors, including the availability of social services and public utilities within the current location, played only minor roles. It seems that Czech senior households act in a very pragmatic and rational manner when deciding whether to stay in place or move, with the majority of households preferring not to move. Social policies should, therefore, concentrate on providing services for the current locations rather than on the construction of new social housing.
