Enterprise architecture model for implementation knowledge management system (KMS)

This research focuses on the design of enterprise architecture (EA) model for the knowledge management system (KMS). The research was motivated by the many failures in implementating of KMS as well as the lack of studies on EA associated with the implementation of KMS. This study uses interpretative and socio-technical approach with soft system methodology and TOGAF as a framework. The result shows that the availability of IT infrastructure does not maximize the implementation of KMS, therefore there is a need of a new holistic EA that accommodates all of the technological and socio perspective.

e-Livestock as a new paradigm in e-Government

e-Government allows the government to improve services to public sector using the information technology. Various paradigms of e-Government has emerged and studied. This paper proposes a new paradigm in e-Government called e-Livestock. This paper provides a definition of e-Livestock and describes how do e-Livestock as an e-Government system. This paper also describes how the application of e-Livestock in the relationship between Government (G), Business (B) and Citizens (C). Various suggestions regarding future works that can be carried out related to e-Livestock are also given in this paper.

e-Government Ethics : a Synergy of Computer Ethics, Information Ethics, and Cyber Ethics

Ethics has become an important part in the interaction among humans being. This paper specifically discusses applied ethics as one type of ethics. There are three applied ethics that will be reviewed in this paper, i.e. computer ethics, information ethics, and cyber ethics. There are two aspects of the three applied ethics that were reviewed, i.e. their definition and the issues associated with them. The reviewing results of the three applied ethics are then used for defining e-Government ethics and formulating the issues of e-Government ethics. The e-Government ethics position, based on the previous three applied ethics, is also described in this paper. Computer ethics, information ethics and cyber ethics are considered as the foundations of e-Government ethics and several others applied ethics could enrich the e-Government ethics.

Initial Model of Indonesian e-Government Grid Services Topology

Information and Communication Technology (ICTs) is growing rapidly due to human needs for communication and fast access to information. This brought a new awareness around the world to create good governance and clean government. This is known as public management reform, called e-Government (e-Gov). Interoperability is a key issue in implementing an e-Government system. Grid-based services for interoperability (e-Government Grid) could be a solution for resource sharing and interoperability of e-Gov systems. This research is the result of Indonesian government e-Government policy study and modelling an intial e-Government Grid Services Model Topology in Indonesia which aims to create good and clean governance.

Mental health knowledge management: critical success factors and strategy of implementation

Purpose This paper aims to recommend implementation of the knowledge management (KM) strategy for a mental health organisation, an area that has, to date, limited attention in literature based on the factors that influence KM success. Design/methodology/approach A mixed-methods research was conducted to identify the organisational culture, resources, enablers and the influential factors of mental health knowledge management (MHKM). The data were collected in five referral mental hospitals and were analysed using quantitative, qualitative and triangulation methods. Findings The organisational culture has become a great barrier. Forty-three influential factors were identified. Otherwise, based on culture, resources, enablers and strengthen, weakness, opportunities and threaten (SWOT) analysed were adopted to propose ten of the critical success factors and were recommended into an implementation strategy. Research limitations/implications The paper has proven that KM is a new and emerging discipline in Indonesia, especially on mental health care. This will contribute to the governmental policy of KM implementation and enforce the quality of services. Practical implications This result has the potential to leverage interdisciplinary KM research. It supports a mental health organisation in applying KM. Originality/value This study is probably the first to analyse factors that are of influence in an MHKM initiative programme.

A Systematic Review of Recommender System for e-Portfolio Domain

The aim of this study was to improve the state of the art recommendation techniques in thee-Portfolio domain.A Systematic Review method is used inthis literature review, with the following steps: (a) Identification of recommendation focus that influences the implementation of e-Portfolio; (b) Identification of recommendation techniques in e-Portfolio environment; (c) Synthesizing the literature; (d)Make comparing in the recommendation focus andtechniques for the implementation of the e- portfolio; and (e) Discuss the result and future research. The process of inclusion and exclude literature obtained from 5 electronic databases, with the amount of literature that met the initial stages as many as 5805 articles, up to 107 papers obtained are eligible. Then from 28 the papers, performed synthesize to produce recommendation focus and techniquesin the e-portfolio of the most widely implemented The results of this study is to find that recommender system may suitable for thee-Portfolio domain is a focus on personalization based on hybrid technique and collaborative filtering.

The Relationships of Soft Systems Methodology (SSM), Business Process Modeling and e- Government

e-Government have emerged in several countries. Because of many aspects that must be considered, and because of there are exist some soft components in e-Government, then the Soft Systems Methodology (SSM) can be considered to use in e-Government systems development process. On the other hand, business process modeling is essential in many fields nowadays, as well as in e-Government. Some researchers have used SSM in e-Government. Several studies that relate the business processes modeling with e-Government have been conducted. This paper tries to reveal the relationship between SSM and business process modeling. Moreover, this paper also tries to explain how business process modeling is integrated within SSM, and further link that integration to the e-Government.

The welfare classification of Indonesian National Civil servant using TOPSIS and k-Nearest Neighbour (KNN)

Public services to citizen should be improved and developed to achieve better government and satisfying citizen as its main beneficiary. The quality of public services is mainly depended on government employee or civil servant as actor who is conducted all process of services and is supported by many factors. One of significant factors which influences to employee to give better public services is ensuring welfare of civil servant. To formulate policy or regulation to support welfare of civil servant, stakeholders needed the classification of welfare status of civil servant. This research attempted to define welfare criteria and classify civil servant data based on welfare measurement by utilizing Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and k-Nearest Neighbours algorithm (k-NN). This research used qualitative approach and quantitative approach in three governmental organizations, i.e. National Civil Service Agency (BKN; Badan Kepegawaian Negara), Ministry for Administrative and Bureaucracy Reform (KemenPAN&RB; Kementrian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi) and National Institute for Administration (LAN; Lembaga Administrasi Negara). As the result, fifteen welfare criteria of civil servant is identified, i.e. current functional position, marital status, current structural position, health allowance, functional allowance, location of office, credit score, job performance, position allowance, appreciation, structural allowance, current age, number of children, year of work, and month of work. This is also successfully classified welfare status of civil servant by using k-NN with 80.87% accuracy prediction.

Knowledge management strategy of government human capital management

Knowledge management implementation in government human capital management aims to improve individual and organizational knowledge. These knowledge used by every organizational entities to do the government human capital management process. Organizational performance can be measured by looking at the level of customer satisfaction. There are many problems in implementing KM in the organization. This research intends to formalize the strategy implementation of knowledge management in government human capital management. Interviews conducted to discover the data related to strategic plan and risk in three government ministries. Gap analysis, risk analysis, expert judgment and reliability test are used to analyze the data. Research findings that strategic matrix consist of three categories. There are people (6) strategies, process (7) strategies and technology (2) strategies. while for the roadmap strategy contains risks and recommendations from each of the criteria. There are people (31) risks and recommendations, process (27) risks and recommendations and technology (4) risks and recommendations.

Metadata development for ethnophytomedicine resources using metadata analysis approach

This paper present recommendation of metadata element set for ethnophytomedicine resources from scientific journal publication to support the sharing and reuse among stakeholders. Ethnophytomedicine itself is traditional knowledge of local people about use of native medicinal plant. Development of metadata has been through utilizing four approaches, i.e. domain-analysis, derivation analysis, system-centric analysis, user-centric analysis and resource-centric analysis. To complete domain-analysis, we analyzed result of interview with two experts and documents that describe and review of ethnophytomedicine. In derivation analysis, the candidate elements derived from three existing related metadata standards. Moreover, to gather candidate elements in user-centric analysis, we interview the identified stakeholders of ethnophytomedicine resources. In system-centric analysis, we explored 11 systems related to ethnophytomedicine domain. The last phase, all candidate elements from derivation analysis, system-centric analysis and user-centric analysis were mapped into available information on ethnophytomedicine resources. Based on resource-centric analysis as last phase of research, we found 26 metadata elements for ethnophytomedicine resources that divided into four major sections, i.e. literature, plant, plant utilization and knowledge source.
