This paper is aimed at discussing a new economic representation for the nature of resources scarcity represented by the passage of an empty world to a full world where natural capital is the scarce and limiting factor of economic development. It is also considered an evaluation of the role of natural capital as a provider of useful ecosystem services to human welfare. In addition, it is pointed out the implications that this fact holds for the economic science in terms of the need for a new development model referred to as full world economics or green consensus, whose main objective would be the preservation and efficient allocation of natural capital. It is argued that this new interpretation of the nature of scarcity has relevant implications either for redefining the purposes of economic policy and for the definition of sustainability in economics.

Considering that the economic valuation of ecosystem services is a useful approach to support the conservation of natural areas, we aimed to estimate the monetary value of the benefits provided by a protected area in southeast Brazil, the Serra do Cipó National Park. We calculated the visitors willingness to pay to conserve the ecosystems of the protected area using the contingent valuation method. Located in a region under intense anthropogenic pressure, the Serra do Cipó National Park is mostly composed of rupestrian grassland ecosystems, in addition to other Cerrado physiognomies. We detected that per capita income, the household size, the level of interest in environmental issues and the place of origin influenced the likelihood that individuals are willing to contribute to the conservation of the park, as well as the value of the stated willingness to pay. This study conveys the importance of conserving rupestrian grassland and other Cerrado physiognomies to decision makers and society.

Refl exao sobre o debate acerca da teoria e pratica das politicas de Pagamento por Servicos Ambientais (PSA). Parcela signifi cativa da literatura aponta que a teoria convencional (abordagem coaseana) nao e aderente as experiencias concretas de PSA. Partindo desta constatacao, o presente trabalho pretende responder duas questoes: por que esta incompatibilidade entre teoria e pratica acontece?; de que maneira a fundamentacao teorica sobre PSA poderia ser ampliada de modo a permitir seu uso na compreensao da dinâmica concreta? As respostas oferecidas sao baseadas na analise detalhada das descricoes disponiveis sobre tres casos internacionais e cinco casos nacionais. Os resultados obtidos corroboram o argumento inicial e subsidiam a proposicao de uma abordagem teorica mais ampla centrada nas perspectivas institucional e economico-ecologica. Despite concerns about sustainable development being very intense, there are few attempts to measure it among sub-national units in Brazil. In order to contribute to filling this gap, this paper aims to provide an ecological sustainability assessment for the consumption of Minas Gerais’s population in 2008 based on the calculation of its ecological footprint. The analysis draws upon the most recent contributions for this methodology based on comparisons between its local impact and global availability of resources. We concluded that in absolute terms the demand for natural capital in the state is less than its capacity. Nonetheless, in terms of per capita consumption it places significant pressure on global availability of natural capital because, if the global population were to consume the equivalent of an average person from Minas Gerais, there would need to be 2.64 planet Earths to sustain such a consumption level.
