The adoption of Information Technology (IT) outsourcing is increasing among the organizations. These solutions are more than simply cutting costs. They add value to the business. This new scenario increases the importance of outsourcing, and the understanding of these phenomena helps the organizations manage its IT area. The objective of this paper is to identify the main factors that motivate the adoption of IT outsourcing. The text defines the concept of outsourcing and presents a reference model for outsourcing evaluation. The research methodology and results are also presented. The survey was conducted with industrial companies of the State of Sao Paulo, in Brazil. The research was accomplished through interviews of one hundred Brazilian companies. This model has 39 variables that drive the identification of 7 main factors for adoption of outsourcing. The seven factores obtained through the use of statistical techniques are: cost reduction, access to knowledge and technology, human resources management, routine activities, better and more efficient services, variation on work load, and activities with high degree of specification.

Este articulo analiza las implicaciones sociales del Sistema de Informacion SIGA en una institucion publica de salud, en la ciudad de Sao Paulo. La evaluacion fue realizada por medio de un estudio de caso exploratorio en profundidad con pacientes y funcionarios de la institucion publica, utilizando una metodologia cualitativa y cuantitativa. Los resultados obtenidos fueron ambivalentes: por un lado, el sistema tuvo consecuencias percibidas como positivas, tales como la mejoria en la comodidad y la democratizacion de la atencion especializada para los pacientes, asi como mejorias en la organizacion del trabajo. Por otro lado, no obstante, fueron relatados tambien resultados negativos, tales como las dificultades enfrentadas por los trabajadores, debido a su poca familiaridad con la tecnologia de la informacion y, mas sorprendentemente, un aumento en el tiempo necesario para marcar consultas medicas. Los resultados muestran la ambiguedad de las implicaciones de los sistemas de informacion de salud en paises en desarrollo, enfatizando la necesidad de una vision mas aguzada en relacion a la evaluacion de fracasos o exitos, asi como la importancia de factores sociales contextuales.This article evaluates social implications of the “SIGA” Health Care Information System (HIS) in a public health care organization in the city of Sao Paulo. The evaluation was performed by means of an in-depth case study with patients and staff of a public health care organization, using qualitative and quantitative data. On the one hand, the system had consequences perceived as positive such as improved convenience and democratization of specialized treatment for patients and improvements in work organization. On the other hand, negative outcomes were reported, like difficulties faced by employees due to little familiarity with IT and an increase in the time needed to schedule appointments. Results show the ambiguity of the implications of HIS in developing countries, emphasizing the need for a more nuanced view of the evaluation of failures and successes and the importance of social contextual factors.

This paper aims to analyze successful cases of Information Technology and Communication (ICT) implementation in public administration. It describes the characteristics of e-government initiatives and their evolution in recent years, and identifies relationships between the characteristics of e-government initiatives. This research is characterized by being an exploratory study, in which successful cases, extracted from an observatory of practices of ICT in public administration, were analyzed. We analyzed 65 cases of successful e-government initiatives that contributed to the understanding of this topic in Brazil. As a result, we identified a relationship involving level of government and the sector where the application was developed. The survey found that most of the awarded initiatives come from the southeast region of Brazil. Administration sectors were privileged with more e-government initiatives and there was a difference in the pattern of e-government implementation in Municipalities and States. Municipalities implemented more initiatives relating to the social care sector and States more initiatives in the health care sector. On the other hand, we found no relationship involving level of government and categories or types of e-government initiatives.

Currently, organizations that are seeking to achieve a strategic alignment between business areas and Information Technology (IT) have been increasingly using Business Process Management (BPM) and Service-oriented Architecture (SOA). BPM and SOA, when used together, can help to achieve this goal. In this context, a Service Level Agreement (SLA) is commonly used to define and monitor the establishment of the relationship between business and IT, including the technical level of this relationship. However, a previous agreement, in a higher and wider level of this relationship, is necessary so that this desired strategic alignment can be achieved in the way that was expected, and this can take the form of a Business Level Agreement (BLA). This paper proposes the integrated use of BLAs and SLAs, together with a business processes modelling language (in this case, BPMN -- Business Process Modeling and Notation) and a business process execution languages (in this case, WS-BPEL -- Web Services Business Process Execution Language), in a search for a strategic alignment. An overall description of the proposed approach is presented, including a simple illustrative example, in order to foster the conduction of more research works in this area.

This research aims to analyze the process of implementing Information Technology Governance (ITG) in a Brazilian financial institution, where standards applied by the Brazilian Central Bank impose tighter controls on organizations. It describes a long process of ITG implementation with changes in management practices. The research is characterized as a qualitative and exploratory study, for which data collection was based on document analysis and participant observation. The research used the archetypes of IT governance for allocation of decision-making rights to describe the process of organizational change that took place during the implementation of the IT Governance model in this institution, leading to an expressive change of the organizations structure.

O objetivo deste trabalho e o de avaliar a gestao da terceirizacao de servicos de tecnologia da informacao (TI) baseados nas praticas de governanca de TI (GTI) por meio de revisao bibliografica e pesquisa quantitativa em organizacoes brasileiras. Diversas organizacoes enfrentam dificuldades na gestao dos servicos terceirizados e por essa razao adotam praticas recomendadas por diversos modelos de GTI. O estudo sobre a natureza da relacao entre as praticas recomendadas de gestao de TI e seus resultados partiu da analise de 37 modelos de governanca, sendo 15 especificos de GTI, dos quais tres modelos foram escolhidos – CObIT vs.4.1, eSCM-CL vs.1.1 e ITIL vs.3 – por representarem quase que a totalidade de processos e acoes praticas de todos os outros modelos relacionados a GTI. O instrumento foi aplicado junto a 299 gestores de TI de empresas de grande e medio porte dos setores industrial, comercial e de servicos da Regiao Metropolitana de Sao Paulo, sendo realizadas analise fatorial exploratoria. O instrumento final contem 32 itens que ficaram distribuidos em cinco fatores, a saber: estrategias de servicos, operacoes de servicos, monitoramentos de servicos, desenvolvimento do fornecedor e trabalho tecnologico. A pesquisa evidencia que grande parte das organizacoes utiliza modelos de GTI, sendo as de grande porte sua maior parte e com predominância do modelo ITIL.

This research aims at evaluating the risk analysis process in Information Technology and Communication (ICT) outsourcing conducted by organizations of the private sector. The research is characterized by being a descriptive, quantitative and transversal type study, which was used the survey method. Data were collected through questionnaire, the sample is not random and we used a convenience sampling process. The research made contributions to understanding the risk analysis process in ICT services outsourcing, and identified statistically significant relationships between risk analysis, organizations size and its industry, and between risk analysis and diversity of outsourced services.
