Once we accept the princip le that development is a process which leads to changes in people’s living conditions, regional development economists will always find it a challenge to try to define new ways of measuring the development level. The aim of this study is to calculate and to compare a Social and Economic Development Index (SEDI), regarding each concelho (NUTS IV) in Portugal. The SEDI is based on a set of variables– regarding demography, education, employment, entrepreneurial structure, health, and housing conditions – present in each concelho. From there it will move forward to seeking for homogeneity patterns between the various concelhos, with recourse to the clusters multivariate statistic method. Results point to there being clusters of concelhos highly differentiated, which suggests the need for a special care in setting up the spatial boundaries prior to its application to regional development policies and public management measures.

This study aimed to analyze an entrepreneurial experience, social innovation and human capital; the object of the study is the Bank Palmas, located in Fortaleza, in Ceara, Brazil. This bank was created to address the need to promote the income generation and job, making use of a corporate economic system, which allows to overcome the poverty axis located in a suburb called Conjunto Palmeiras, with a population of 30 thousand inhabitants. For this, we used the descriptive and exploratory research with fieldwork conducted in the locality of Bank Palmas. These actions serve as a benchmark for innovative practices and have meaningful participation and involvement of local inhabitants. A population sample consisted of 207 individuals, associates and employees of the Bank Palmas and was used to analyze the descriptive and inferential statistics. The data suggest that the entrepreneurship development concepts and social innovation and human capital are implemented by the Bank Palmas with relevant results in the local community. Members and employees of the Bank Palmas through these various actions felt themselves as active players in transforming their reality. Investment in human development is considered as a major source of innovation, the organizations of various sectors of the economy need to incorporate the strategic management of human capital, as recommended in the literature on this topic, which considers the human capital as the set of all the skills, knowledge and experience of employees or managers, involving also the creativity and innovation.

Este artigo assumiu como objetivo principal investigar sobre gestao e saude, verificando a contribuicao da saude familiar e o seu papel no desenvolvimento local em contexto de recessao economica e agravamento da pobreza em Portugal. Na metodologia inquiriram-se 1021 individuos em Portugal Continental, com tratamento estatistico atraves de analise inferencial, fatorial e tambem de regressao. Salientam-se como resultados que o facto de um individuo se considerar uma pessoa saudavel nao e independente da atividade profissional, condicoes de habitacao, ou outros determinantes relacionados com as condicoes de vida. Atraves de uma analise fatorial consistente foram identificados um conjunto de fatores com importância sobre a gestao de saude familiar. Como conclusao resulta que as condicoes de trabalho e em que vivem os cidadaos estao relacionadas com o seu nivel de saude. Identificamos os determinantes mais importantes para explicar a esperanca media de vida e que se refletem em periodo de recessao economica.

Ascertaining students’ entrepreneurial intention and looking into their perception of the obstacles surrounding the entrepreneurial process are the objectives of this research. To achieve these objectives, a cross-sectional, quantitative, observational and analytical study was developed. To carry out this study, a random sample constituted by 269 students from Braganza School of Agriculture was collected. Descriptive statistics and statistical tests, namely, Mann-Whitney-Wilcoxon test, Kolmogorov-Smirnov with Lilliefors correction test and Levene test were computed using SPSS 16.0. A likely bankruptcy was identified as a critical factor in starting up a business. Lack of financial support was pointed as the major difficulty concerning business development. However, according to the results, 35.2 % of the respondents would like to create their own business and contribute to the development of the regional economy, specifically, in the agriculture, food, biotechnological and environmental sectors.

Com este trabalho os autores procuram analisar a evolucao da politica de coesao economica e social da Uniao Europeia, quer em materia da orientacao estrategica quer do seu impacto nos paises abrangidos. A analise efetuada revelou que, apesar dos diversos ajustamentos na politica e reforco das dotacoes orcamentais, os processos de convergencia nao assumem a tao desejavel tendencia de uma forma consistente e inequivoca, subsistindo graves disparidades entre os Estados Membros, para as quais certamente contribuiram os recentes alargamentos da Uniao Europeia, bem como a recente crise mundial, pondo em causa as expectativas geradas pelo Tratado de Lisboa.
