A Case on the Evaluation of the Information System Project to Enhance the Performance of DIMS(Defense Material Information System)

There are many evaluation models to measure the informatization level of an organization and information system project in the ministry of National Defense of Korea. A information system has to keep up with the environment change as well as the advanced recent information technology (IT). Therefore, the evaluation of an information system project to enhance the performance of the information system should be different from the existing evaluation methods. This study suggests an evaluation case of information system projects to enhance the performance of an information system. In order to achieve the objective of this study, the following steps are taken. First, it reviews the background and the scope of the project to enhance the performance of the Defense Material Information System (DMIS). And it sets up the evaluation logic and develops performance indexes. Then it applies these newly developed performance indexes to the information system project and measures the performance. From this study, we found that both the diffusion and the experience accumulation by its continuous use are significant factors in such evaluations.

A Case of Evaluation of the G2B System by Analysing Operational DB Data

The G2B system is one of the important information systems in the e-government implementation. It is difficult to measure the cost reduction effect of the system introduction because there are many participants in the complex procurement processes. Previous approaches of the performance evaluation of such processes have been based on conducting some surveys and interviews with statistical methods. Therefore there have been some limitations in the verification of feasibility. Therefore this study tries to suggest a case of performance evaluation about the cost reduction in using of the G2B system by analyzing operational DB data from the G2B system. This study analyzed the procurement processes of G2B system according to `goods` and `facilities/services` and classified the procurement processes into 12 sub-processes. By developing an evaluation model for the cost reduction of e-procurement, we derived the whole cost reduction effect was 8,000 billon Won for the use of Korea KONEPS G2B system in 2008. Specially the cost reduction in the private sector was 6,600 billion Won. It was mainly due to the decrease of the offline visits to the related organizations to participate a bidding process. Moreover, the cost reduction of using shopping mall was 1,000 billion Won among the total 1,400 billion Won in the whole public sector. The main contribution of this paper is to show the more objective evaluation result of the use of e-procurement, which verifies the necessity of G2B system.

The Measurement Model for the Evaluation of Information Systems Service : The Case of Chinese SI Company

The controls of Information Systems (IS) have been an more critical issue controls as the sophistication and integration of IS is more proceeded. ITGI (The Information Technology Governance Institute) of ISACA (Information Systems Audit and Control Association) has suggested COBIT (Control Objectives for Information and related Technology) and this has been widely recognized the evaluation model of IS controls. In COBIT, IS was evaluated in terms of process, information quality, and IT resources. This study used COBIT in order to suggest and empirically test an evaluation model of IS service. The data was collated from one major Chinese SI (Systems Integration) company in four domains of processes : planning and organization, acquisition and implementation, delivery and support, and monitoring. Seven factors are extracted using an exploratory factor analysis as follows : Overall IT planning process, technological assessment process in IT planning of IT, cost-benefit assessment process in IT planning, implementation process, support process, monitoring process, post-implementation evaluation process. The results of confirmatory analysis of three alternative measurement models indicated that the measurement model with one inherent or conceptual variable has greater model fitness than the other models. This study suggests the logical and general way to test and apply COBIT in evaluating IS services.
