Fact-Finding in Labor Disputes: The States' Experience

Fact-finding, as one of the traditional tools of government to adjust labor disputes, is evaluated in this study on the basis of a survey and analysis of the experience of the states. It is concluded that the device, if sparingly employed, may be useful to its purpose but can easily become a hindrance to effective collective bargaining if invoked indiscriminately and with too much frequency. The foremans role with regard to labor contract negotiations and administration is also treated. Problems of cost control and of maintaining a safe operation are explored. The final chapter stresses the foremans responsibility for self-development. The chief merit of the book lies in its elementary approach and simplicity of writing. It could have been improved by more concrete illustrations, although a number are used. It is definitely a book for those unsophisticated in supervisory problems and techniques and does not add anything new to present knowledge.
