Stepwise Evaluation Method Based on Multi-Criteria Analysis

Abstract Recently, the scale of projects is increasing and it has become ncceesary to cope with multiple objectives and their various impacts. Consequently, it is sometimes difficult to clarify the preference relation among projects. In this paper we propose a stepwise evaluation method, which examines the preference relation among projects step by step. This method involves the MODICA model, which is an evaluation model we developed to evaluate projects without many hypotheses and complex analyses. This stepwi-se evaluation method is useful particularly when the number of projects is large. An example of calculation explains the stepwise evaluation process of this method.

The Present Situation of Illegally Parked Bicycles and the Opinion of Bicycle Users in the Center of Okayama City

This paper aims to examine the present situations of illegally parked bicycles and the future policy issues on the improvement of bicycle-use in the center of Okayama City. According to the observations on thenumber of parked bicycles, the parking violation has been mainly caused by the lack of parking lots for bicycles and the features of bicycle uses for shopping, leisure and business purposes. A questionnaire survey for bicycle users has suggested the importance of the enlightenment for better use of bicycles for the younger generation and business users as well as the provision of parking lots in the city center.

Effect of the Improvement of Flight Schedule on the Increase in Passengers between Local Airport and Tokyo

This paper aims to identify policy issues on promoting passenger demands for the regular flight between Okayama and Tokyo. It also estimates the effect of the improvement of flight schedules on the increase in flight passengers. A questionnaire survey for establishments in Okayama and Kurashiki Cities were conducted in September 1999. The study has identified that the schedules for the first flight from Okayama to Tokyo and the last flight from Tokyo to Okayama are important factors to determine the satisfaction of flight passengers. The night stay of airplane at Okayama airport is effective in promoting passenger demands as well as the convenience of flight schedule. The findings of the study have been verified by the data after the commencement of night stay at Okayama airport in October 2000.

Impact of the Improvement of Bicycle-use Conditions on Commuting Transport in a Local City

This paper aims to examine the features of commuting transport in Okayama City and the effective schemes for the improvement of bicycle-use conditions to reduce car trips in commuting to the city center. A questionnaire survey was conducted to identify the travel behavior of residents and their needs for bicycle-use conditions. The study has revealed that the improvement of bicycle-use conditions in the city center has significant impact on the reduction of car commuting with travel time less than ten minutes in the city.
