New Center System in the Berlin Metropolitan Area under the Age of Urban Shrinkage

Population densification and retreat from suburbs are becoming popular tactics to adapt to shrinking metropolitan regions. Nevertheless, strategies dedicated to the subcenters have been neglected, constituting a policy blind spot. In reality, local governments try to establish and maintain a place as a partial center within an area from the viewpoint of activation. However, a high probability exists that such a scheme can engender inefficient activities throughout the area in the future. Therefore, if reduction in the number of central areas is intended for the future, then an important issue is how such places should be “carefully selected” and what kind of central places should “be selected” from the viewpoint of the local government. Nevertheless, almost no urban area has experience in “carefully selecting” central places. In the Berlin metropolitan region, a project was undertaken to considerably reduce the number of central areas in the metropolitan area.This study specifically examined the Berlin metropolitan region, which has reduced its number of subcenters. Particularly, Hennigsdorf is the only municipality that has been permitted as a new subcenter under this plan. Details are as listed below.1) In Hennigsdorf, no large-scale urban renewal project that requires assignment of a new central place has been undertaken.2) Fundamental structures of cities and facilities are satisfied when railroad stations constitute a definite central place. Many businesses can be located within walking distance in the central and neighborhood areas of the station.3) Use of automobiles is completely suppressed, favorable spaces for walkers are thereby obtained and low-cost, high-quality, medium-rise housing complexes are provided through renovations.Consequently, Hennigsdorf presents no particularly strong principle except that “city planning is not influenced by automobile traffic”. This case demonstrates that realistic consideration of daily life circumstances is a necessary condition for envisioning the central area of a future city.JEL Classification: R14, R52

A study about change of modal choice by comparison between before and after introduction of LRT - Based on the surveys in Mulhouse and Toyama -

近年,モータリゼーションの進展に伴い,環境問題 や公共交通の衰退,中心市街地の空洞化など都心部にお いて様々な問題が発生しており,過度に自動車に依存し た社会に対する見直しが進められている. こうしたなか,フランスやドイツなどの欧米各国で は,公共交通中心の都市交通政策への転換が進められ, LRT(Light Rail Transit)と呼ばれる次世代型の路面電 車が注目されるようになっている.LRTは,人と環境に やさしく,ユニバーサルデザインの公共交通として再評 価され,1980年代以降,都市再生の切り札として,欧米 各国において導入が進められている.その中でも,1990 年代に実施されたフランスのストラスブールにおけるL RT導入を中心とした都市交通政策は,LRT導入の成功 事例として,わが国においても多くの文献で紹介されて いる.また,このようなストラスブールなどの欧州各 都市における成功を受けて,わが国においても,LRTの 導入が計画・検討されはじめており,2006年4月には, わが国初のLRTである富山ライトレールが開業し,その 導入効果に注目が集まっている.また,堺市や京都市な どの諸都市において,導入に向けた協議が進められてお り,今後の動向が注目されている. このように,わが国においてもLRT導入による公共交 通への転換や交通弱者のモビリティ確保,中心市街地の 活性化などの導入効果が注目されはじめており,LRTに 関連する研究も数多くある.しかし,既存研究において は,LRT導入の先進事例に関する調査や,LRT未導 入都市における意識データやシミュレーションモデル等 による効果計測などが中心であり,LRT導入の直接 的効果であるLRT導入による交通機関選択の変化につい ては,LRT導入都市と未導入都市の交通機関選択意識の 違いに関する研究において,LRTが導入されている都 市の居住者の方がより公共交通を選択する傾向にあると いう結果が得られているものの,LRT導入前後における 居住者の交通行動や意識に及ぼす影響については,明ら かにされていない. そこで,本研究では,2006年にLRTが導入されたフラ ンスのミュールーズ及びわが国の富山においてLRT導入 前後に現地アンケート調査を実施し,その結果に基づい て,LRT導入が住民の都市に対するイメージおよび交通 機関選択に対する意識に及ぼす影響について,定量的に 明らかにすることを目的とする.

Travel behavior of limited mobility people after the introduction of special transport service

The central government authorized all area of Okayama Prefecture as special zones in 2003, and deregulated the ST Service (Special Transport Service). Then in 2004, the ST Service was also permitted in nationwide, and placed legally in 2006. In this research, result of questionnaires conducted on the limited mobility people, in 2003, 2004 and 2005 after the introduction of ST Service, were used in order to clarify the changes and the areas differences in the travel behavior of limited mobility people, as well as causal structure of trip frequency.

A study on the optimal plans of collecting and transporting combustible waste considering locations of disposal facilities in Okayama and Tamano Cities

In this research, in order to investigate possible optimization of combustible waste collection and transportation process, simulation, which can simultaneously search for optimal collection and transportation routes, as well as disposal facilities locations, was constructed. By using this simulation, optimal plans for combustible waste collection and transportation, and accompanied CO2 emissions were compared for the several different scenarios in Okayama and Taman cities, both of which have different waste processing systems. Results showed possibility of area-wide scenario to reduce waste management cost. Additionally, it was shown that introduction of relay transportation results in the increase of both waste management cost and CO2 emissions.

EFFECTS ON ACCEPTANCE OF REDUCING TRANSPORTATION ENVIRONMENTAL LOAD POLICY FOCUSED ON DRIVER'S MOTIVATION

交通環境負荷低減に向けて自動車交通の抑制・削減が説かれているが, 十分な効果をあげているとはいえない. その理由として, 交通需要の根源である運転動機 (何故自動車を運転するのか) についての配慮がなされていないことがあげられる. また, 運転動機以外にも日常的な環境配慮特性の個人差が諸策の受容性と関連している可能性も高い. そこで本研究では, 岡山県倉敷市において1万人を対象に個人行動・意識調査を実施し, 都市機能集約の観点などから交通環境負荷低減策と期待されている「商業施設の都心立地, ガソリン価格のコントロール, 都心居住, 公共交通改善」といった諸策に対し, 個人の運転動機, 環境意識の違いによりどの程度交通環境負荷低減策の受容性に違いが見られるのかを定量的に評価した.

TIME SERIES ANALYSIS OF ENVIRONMENTAL LOAD IMPARTED BY AUTOMOBILE TRANSPORTATION THAT PAYS ATTENTION TO THE TYPE OF RESIDENTIAL ZONES

近年, 都市コンパクト化が注目され, わが国においてもさまざまな行政主体で推進されている. しかし, 現在でも都市は拡散し続けており, それに伴って環境負荷も増大し続けていると考えられる. このことから本研究では, どのような住宅地に都市コンパクト化施策を行なうことが環境負荷低減に重要であるのかを明らかにするために, 交通環境負荷の指標である自動車燃料消費量に着目し, 実際に住宅地開発等が行なわれる住宅地レベルでの経年的な自動車燃料消費量の変化を住宅地タイプを用いて分析をおこなった. 分析の結果, 都市のタイプや土地利用規制の違いによって自動車燃料消費量の増減には違いがあることを明らかにすることができた.

TRANSITION OF JAPANESE ENVIRONMENTAL PROBLEMS AND POLICIES BASED ON A WHITE PAPER

本研究は, わが国の環境問題・政策の推移を客観的な数値データとして捉えることを目的としている. 具体的には日本の環境白書を基にしたEICネット環境年表を使用し, 年表の記載事項4, 845件を対象にキーワードとセンテンスに着目した分析を行なう. キーワード分析では環境政策の視点が如何に変化したか, センテンス分析ではキーワード分析だけではカバーできない政策の目的や様態の実態を明らかにする. なお, キーワードおよびセンテシスは統一ルールに基づいて独自に設定し判断を行なった. 政策の重点は衛生と公害分野から自然保護, 気候変動, 循環型社会へと移り変わっていることが示された. 政策自体年々増加していることと, その内容が多様化し複雑になっていることも示された.

Management of Urban Consolidation Plan and Flood Disaster Prevention

Several studies have already indicated that building the compact urban layout issignificant countermeasure for reducing gasoline consumption and achieving more sustainable society. Meanwhile, so far Japanese cities have suffered from flooding caused by typhoons and heavy rain. As a prevent flood disaster, it should be effective that people retreat from hazardous areas from the hydrological point of view. The previously built up and presently underutilized land must be recycled as retarding basin. This study aims to evaluate the compact urban layout and desirable retreat patterns by SLIM CITY from the point of view of disaster prevention.

Effect of the Improvement of Flight Schedule on the Increase in Passengers between Local Airport and Tokyo

This paper aims to identify policy issues on promoting passenger demands for the regular flight between Okayama and Tokyo. It also estimates the effect of the improvement of flight schedules on the increase in flight passengers. A questionnaire survey for establishments in Okayama and Kurashiki Cities were conducted in September 1999. The study has identified that the schedules for the first flight from Okayama to Tokyo and the last flight from Tokyo to Okayama are important factors to determine the satisfaction of flight passengers. The night stay of airplane at Okayama airport is effective in promoting passenger demands as well as the convenience of flight schedule. The findings of the study have been verified by the data after the commencement of night stay at Okayama airport in October 2000.

Infrastructure improvement gives great influence on regional competition. As the economical growth has become not so large now, regional competition has shifted its weight froff economical base to cognitional base. This study aims to catch these “Cognitional Region” and factors to affect them. The indexes of “Probability of the Land Name Choice” is introduced to catch the area, and effect of infrastructure improvement is estimated in case of Tsukuba city.
