A Study on the Improvement of Maritime Traffic Safety Assessment Scheme by applying Metaevaluation Model

After forming a institutional framework with specified in Maritime Safety Law(ex. Maritime Traffic Safety Law) on May 27th, 2009, The efforts for improving `Maritime Traffic Safety Assessment Scheme(MTSA scheme)` have continued to the present. But there`s no review with the comprehensive and systematic approach for proceeding acceleration step of MTSA scheme. At this point, this study analyzed current status and derived improvement measures using by `PIP`OU model` which was designed for the comprehensive analysis in accordance with metaevaluation theory, like as question investigation and etc. Consequently, it mainly needs to improve `Assessment Plan` domain and minimized the difference in views between concerned parties. This study is expected to be used to develop systematic maritime policy by proposing the order of priority in improvement matters.

A Study on the Analysis of Ship Handling Simulation about Domestic Sea Bridge over the Harbor

Recently the large sea bridge`s construction crossing harbor and main ship`s route have been propelled in the domestic so that it is active for the smoothly traffic flow of inland transportation and road user`s convenience. However, it can bring about the trouble to ensure marine traffic safety if it is built that sea bridge`s construction sets to an economy principle in the extension of the land road system. We`re adopting Ship Handling Simulation in representative method for the influence assessment of marine traffic safety and danger elements beforehand. This research attempts to show the problems through the comparison and analysis of the reports relating to the sea bridge construction for 4 organization possessing Ship Handling Simulation. Finally, We offer the necessity of standardization on performing and assessment method of simulations.

A Proposal of Bridge Design Guideline by Analysis of Marine Accident Parameters occurred at Bridges Crossing Navigable Waterways

Recently Bridges crossing waterway are constructed in navigable waterway, so marine accidents near bridges navigable waterway often occurred bemuse that has affect dangerous element for. This paper analysed the necessary environmental factors to navigate safely near bridges and how to set up the environmental factors. Marine accidents elements occurred near bridges relate to span of bridge, size of navigating ship, length of straight way and traffic volume except mistake of mariners. As results of marine accident parameter analysis, Span of bridge is necessary more than 300m at least based on marine accident`s analysis, and in case of more than ship`s Length 150m, span of bridge is necessary more than 500m, (L; Ship`s Length). Length of straight way before bridge is necessary more than 8L to minimize the marine accident.

A Study on the Traffic Improvement at an Approach Area of Busan Harbor

In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship`s traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.
