Environmental values and resource management options: a choice modelling experience in Malaysia

The management of the Matang Mangrove Wetlands in Perak State, Malaysia is under review. To assist decision makers in determining the optimal management strategy, a choice modelling application was undertaken to estimate the non-market values provided under different management options. Implicit prices for environmental attributes including the area of environmental forest protected, the number of bird species protected and the recreation use of the area were estimated. In addition, the implicit price of a social, non-market attribute, the employment of local people in wetland based extractive industries, was estimated. Compensating surplus estimates for a number of alternative wetland management scenarios were also calculated.

Accounting for Depletion of Oil and Gas Resources in Malaysia

Since oil and gas are non-renewable resources, it is important to identify the extent to which they have been depleted. Such information will contribute to the formulation and evaluation of appropriate sustainable development policies. This paper provides an assessment of the changes in the availability of oil and gas resources in Malaysia by first compiling the physical balance sheet for the period 2000–2007, and then assessing the monetary balance sheets for the said resource by using the Net Present Value method. Our findings show serious reduction in the value of oil reserves from 2001 to 2005, due to changes in crude oil prices, and thereafter the depletion rates decreased. In the context of sustainable development planning, albeit in the weak sustainability sense, it will be important to ascertain if sufficient reinvestments of the estimated resource rents in related or alternative capitals are being attempted by Malaysia. For the study period, the cumulative resource rents were to the tune of RM61 billion. Through a depletion or resource rents policy, the estimated quantum may guide the identification of a reinvestment threshold (after considering needed capital investment for future development of the industry) in light of ensuring the future productive capacity of the economy at the time when the resource is exhausted.

Identification of the key sectors that produce CO2 emissions in Malaysia: application of input–output analysis

ABSTRACT An important challenge for many countries in the quest for a responsible, low-carbon economy is identifying the key economic sectors responsible for CO2 emissions and understanding what national initiatives might be appropriate to address these emissions, taking into account the role played by different production sectors and their relationship with other sectors and atmospheric pollution. In this paper, we apply input–output analysis to identify the key economic sectors that produce CO2 emissions in Malaysia from the production perspective, and we identify the sectors that should receive more consideration for mitigation policies. Results indicate the primary key sectors that demonstrated strong distribution and total effects were the energy and transportation sectors. Whether to use demand- or supply-side measures to mitigate CO2 emissions is discussed in the conclusion.

Energy consumption, emissions and economic growth in Bahrain

This study examines the Granger causality relationships between economic growth, energy consumption and emissions, from 1980 to 2007 in Bahrain, controlling for capital and urban population using Toda and Yamamoto’s approach. It was found that there is unilateral causality which runs from urban population, economic growth, capital and energy consumption to environment. Further, we found strong support for causality running from economic growth to energy consumption, emissions and capital. The existence of these linkages suggests that the government of Bahrain may pursue energy efficiency strategies and carbon emissions reduction policy in the long run without impeding economic growth. Additionally, the long run pursuit of high economic growth given sustained increases in energy efficiency may also reduce CO2 emissions intensity per unit of her GDP.
