Expert and Layperson Perceptions of Ecosystem Risk

This research examines and compares perceptions held by laypeople and ecologists about risks to ecosystems, particularly risk from global climate change (GCC). A survey elicited perceptions of 31 risk characteristics for 13 GCC and 12 non-GCC risks to ecosystems. Factor analysis was used to examine the structure of layperson and expert risk perceptions. Both experts and laypeople tend to perceive GCC risks to ecosystems as less avoidable and more acceptable than risks from other causes. Compared to laypeoples perceptions, though, experts perceived GCC risks to have slightly lower impacts, be less avoidable, more acceptable, and less understandable than non-GCC risks to ecosystems. These findings may help guide efforts to communicate with laypeople about ecological risks from climate change.

Communicating Uncertainty in Weather Forecasts: A Survey of the U.S. Public

Abstract Weather forecasts are inherently uncertain, and meteorologists have information about weather forecast uncertainty that is not readily available to most forecast users. Yet effectively communicating forecast uncertainty to nonmeteorologists remains challenging. Improving forecast uncertainty communication requires research-based knowledge that can inform decisions on what uncertainty information to communicate, when, and how to do so. To help build such knowledge, this article explores the public’s perspectives on everyday weather forecast uncertainty and uncertainty information using results from a nationwide survey. By contributing to the fundamental understanding of laypeople’s views on forecast uncertainty, the findings can inform both uncertainty communication and related research. 300 Billion served: Sources, perceptions, uses, and values of weather forecasts

Abstract Understanding the publics sources, perceptions, uses, and values of weather forecasts is integral to providing those forecasts in the most societally beneficial manner. To begin developing this knowledge, we conducted a nationwide survey with more than 1,500 respondents to assess 1) where, when, and how often they obtain weather forecasts; 2) how they perceive forecasts; 3) how they use forecasts; and 4) the value they place on current forecast information. Our results indicate that the average U.S. adult obtains forecasts 115 times per month, which totals to more than 300 billion forecasts per year by the U.S. public. Overall, we find that respondents are highly satisfied with forecasts and have decreasing confidence in forecasts as lead time increases. Respondents indicated that they use forecasts across a range of decision-making contexts. U.S. Economic Sensitivity to Weather Variability

To estimate the economic effects of weather variability in the United States, the authors define and measure weather sensitivity as the variability in economic output that is attributable to weather variability, accounting for changes in technology and changes in levels of economic inputs (i.e., capital, labor, and energy). Using 24 yr of economic data and weather observations, quantitative models of the relationship between state-level sectoral economic output and weather variability are developed for the 11 nongovernmental sectors of the U.S. economy; temperature and precipitation measures were used as proxies for all weather impacts. All 11 sectors are found to have statistically significant sensitivity to weather variability. Economic inputs were then constant and economic output was estimated in the 11 estimated sector models, varying the weather inputs only using 70 yr of historic weather observations. Household Evacuation Decision Making and the Benefits of Improved Hurricane Forecasting: Developing a Framework for Assessment

485 billion year − 1 of 2008 gross domestic product, about 3.4%, owing to weather variability. U.S. states that are more sensitive to weather variability are identified and sectors are ranked by their degree of weather sensitivity. This work illustrates a valid approach to measuring the economic impact of weather variability, gives baseline information and methods for more detailed studies of the sensitivity of each sector to weather variability, and lays the groundwork for assessing the value of current or improved weather forecast information given the economic impacts of weather variability.

Creation and Communication of Hurricane Risk Information

Hurricane warnings are the primary sources of information that enable the public to assess the risk and develop responses to threats from hurricanes. These warnings have significantly reduced the number of hurricane-related fatalities in the last several decades. Further investment in the science and implementation of the warning system is a primary mission of the National Weather Service and its partners. It is important that the weather community understand the public’s preferences and values for such investments; yet, there is little empirical information on the use of forecasts in evacuation decision making, the economic value of current forecasts, or the potential use or value for improvements in hurricane forecasts. Such information is needed to evaluate whether improved forecast provision and dissemination offer more benefit to society than alternative public investments. Fundamental aspects of households’ perceptions of hurricane forecasts and warnings and their potential uses of and values for improved hurricane forecast information are examined. The study was designed in part to examine the viability of survey research methods for exploring evacuation decision making and for eliciting values for improved hurricane forecasts and warnings. First, aspects that affect households’ stated likelihood of evacuation are explored, because informing such decisions is one of the primary purposes of hurricane forecasts and warnings. Then, stated-choice valuation methods are used to analyze choices between potential forecast-improvement programs and the accuracy of existing forecasts. From this, the willingness to pay (WTP) for improved forecasts is derived from survey respondents.

SOCIETAL AND ECONOMIC RESEARCH AND APPLICATIONS FOR WEATHER FORECASTS Priorities for the North American THORPEX Program

Reducing loss of life and harm when a hurricane threatens depends on people receiving hurricane risk information that they can interpret and use in protective decisions. To understand and improve hurricane risk communication, this article examines how National Weather Service (NWS) forecasters at the National Hurricane Center and local weather forecast offices, local emergency managers, and local television and radio media create and convey hurricane risk information. Data from in-depth interviews and observational sessions with members of these groups from Greater Miami were analyzed to examine their roles, goals, and interactions, and to identify strengths and challenges in how they communicate with each other and with the public. Together, these groups succeed in partnering with each other to make information about approaching hurricane threats widely available. Improving storm surge risk communication: Stakeholder perspectives

Abstract Despite the meteorological communitys long-term interest in weather–society interactions, efforts to understand socioeconomic aspects of weather prediction and to incorporate this knowledge into the weather prediction system have yet to reach critical mass. This article aims to reinvigorate interest in societal and economic research and applications (SERA) activities within the meteorological and social science communities by exploring key SERA issues and proposing SERA priorities for the next decade. The priorities were developed by the authors, building on previous work, with input from a diverse group of social scientists and meteorologists who participated in a SERA workshop in August 2006. “Know What to Do If You Encounter a Flash Flood”: Mental Models Analysis for Improving Flash Flood Risk Communication and Public Decision Making

AbstractStorm surge associated with tropical and extratropical cyclones has a long history of causing death and destruction along our coastlines. With more than 123 million people living in coastal shoreline areas and much of the densely populated Atlantic and Gulf coastal areas less than 10 ft (∼3 m) above mean sea level, the threat has never been greater. In this article, we summarize and integrate the most intensive series of studies completed to date on communication of storm surge risk. These were primarily geographically focused stakeholder surveys for evaluating the storm surge communication perceptions and preferences of forecasters, broadcast meteorologists, public officials, and members of the public—each a primary user group for storm surge forecasts. Exploring Variations in People’s Sources, Uses, and Perceptions of Weather Forecasts

Understanding how people view flash flood risks can help improve risk communication, ultimately improving outcomes. This article analyzes data from 26 mental models interviews about flash floods with members of the public in Boulder, Colorado, to understand their perspectives on flash flood risks and mitigation. The analysis includes a comparison between public and professional perspectives by referencing a companion mental models study of Boulder-area professionals. A mental models approach can help to diagnose what people already know about flash flood risks and responses, as well as any critical gaps in their knowledge that might be addressed through improved risk communication. A few public interviewees mentioned most of the key concepts discussed by professionals as important for flash flood warning decision making. However, most interviewees exhibited some incomplete understandings and misconceptions about aspects of flash flood development and exposure, effects, or mitigation that may lead to ineffective warning decisions when a flash flood threatens. These include important misunderstandings about the rapid evolution of flash floods, the speed of water in flash floods, the locations and times that pose the greatest flash flood risk in Boulder, the value of situational awareness and environmental cues, and the most appropriate responses when a flash flood threatens. The findings point to recommendations for ways to improve risk communication, over the long term and when an event threatens, to help people quickly recognize and understand threats, obtain needed information, and make informed decisions in complex, rapidly evolving extreme weather events such as flash floods.
