Mapping and assessment of ecosystems and their services: An analytical framework for ecosystem assessments under action 5 of the EU biodiversity strategy to 2020

In the EU, many ecosystems and their services have been degraded 1,2 . Target 2 focuses on maintaining and enhancing ecosystem services and restoring degraded ecosystems by incorporating green infrastructure in spatial planning. This will contribute to the EUs sustainable growth objectives and to mitigating and adapting to climate change, while promoting economic, territorial and social cohesion and safeguarding the EUs cultural heritage. It will also ensure better functional connectivity between ecosystems within and between Natura 2000 areas and in the wider countryside. Target 2 incorporates the global Aichi target 15 agreed by EU Member States and the EU in Nagoya to restore 15% of degraded ecosystems by 2020. It is also a direct response to Aichi targets 2 and 14 of the Global Strategic Plan for Biodiversity, 2011-2020 of Convention of Biological Diversity 3 .

Net-Map: Collecting Social Network Data and Facilitating Network Learning through Participatory Influence Network Mapping:

The authors describe how to use Net-Map,1 a low-tech, low-cost, interview-based mapping tool that can be used by researchers, facilitators, and implementers to (1) visualize implicit knowledge and understand the interplay of complex formal and informal networks, power relations, and actors’ goals; (2) uncover sources of conflicts as well as potentials for cooperation; (3) facilitate knowledge exchange and learning processes; and (4) develop visions and strategies to achieve common goals. The authors show that the tool can produce both qualitative and quantitative data to increase network understanding by going beyond the purely structure-driven approach of social network analysis (SNA) and combine structural measures with measures of attributes of actors, especially concerning their perceived influence and their goals. The authors present experiences from a field study from Ghana to illustrate the procedure and briefly discuss possible applications of the tool.

What ecosystem services information do users want? Investigating interests and requirements among landscape and regional planners in Germany

Abstract While political and scientific interests in ecosystem services (ES) information increases, actual implementation in planning still remains limited. We investigated how landscape and regional planners in Germany already use environmental information, and explored their perceptions concerning an integration of additional information on ES in their work. Four themes are addressed: (1) existing decision-making contexts, (2) current use of environmental information, (3) perceived options for integrating ES information, and (4) useful ES information formats. The research method consists of semi-structured interviews and a web-based survey with German landscape and regional planners. Results are disaggregated between landscape and regional planners, as well as planners with and without prior knowledge of the ES concept. Our results illustrate that a broad range of environmental information is already used that could be associated with ES, but the two most frequently consulted data, species and habitats, relate more to biodiversity. Stronger integrating ES information in planning was generally perceived as useful. However, implementation would often require a mandate from higher-ranking policy levels and the provision of appropriate resources. Project-oriented planning, public information and regional development were seen as promising application contexts. Contrary to our expectations, planners with prior knowledge of the ES concept did not evaluate the usefulness of ES information significantly more optimistic. No single optimal ES information format (ordinal, cardinal, economic valuation) emerged, but context-specific combinations were proposed. The results present valuable guidance for studies and assessments that aim at addressing the ES information needs and requirements of decision makers, and planners in particular.

The alignment of agricultural and nature conservation policies in the European Union

Europe is a region of relatively high population density and productive agriculture subject to substantial government intervention under the Common Agricultural Policy (CAP). Many habitats and species of high conservation interest have been created by the maintenance of agricultural practices over long periods. These practices are often no longer profitable, and nature conservation initiatives require government support to cover the cost for them to be continued. The CAP has been reformed both to reduce production of agricultural commodities at costs in excess of world prices and to establish incentives for landholders to adopt voluntary conservation measures. A separate nature conservation policy has established an extensive series of protected sites (Natura 2000) that has, as yet, failed to halt the loss of biodiversity. Additional broader scale approaches have been advocated for conservation in the wider landscape matrix, including the alignment of agricultural and nature conservation policies, which remains a challenge. Possibilities for alignment include further shifting of funds from general support for farmers toward targeted payments for biodiversity goals at larger scales and adoption of an ecosystem approach. The European response to the competing demands for land resources may offer lessons globally as demands on rural land increase.

Integrative Scenario Development

Scenarios are employed to address a large number of future environmental and socioeconomic challenges. We present a conceptual framework for the development of scenarios to integrate the objectives of different stakeholder groups. Based on the framework, land-use scenarios were developed to provide a common base for further research. At the same time, these scenarios assisted regional stakeholders to bring forward their concerns and arrive at a shared understanding of challenges between scientific and regional stakeholders, which allowed them to eventually support regional decision making. The focus on the integration of views and knowledge domains of different stakeholder groups, such as scientists and practitioners, required rigorous and repeated measures of quality control. The application of the integrative concept provided products for both stakeholder groups, and the process of scenario development facilitated cooperation and learning within both the scientist and practitioner groups as well as between the two groups.

Learning and the transformative potential of citizen science.

The number of collaborative initiatives between scientists and volunteers (i.e., citizen science) is increasing across many research fields. The promise of societal transformation together with scientific breakthroughs contributes to the current popularity of citizen science (CS) in the policy domain. We examined the transformative capacity of citizen science in particular learning through environmental CS as conservation tool. We reviewed the CS and social-learning literature and examined 14 conservation projects across Europe that involved collaborative CS. We also developed a template that can be used to explore learning arrangements (i.e., learning events and materials) in CS projects and to explain how the desired outcomes can be achieved through CS learning. We found that recent studies aiming to define CS for analytical purposes often fail to improve the conceptual clarity of CS; CS programs may have transformative potential, especially for the development of individual skills, but such transformation is not necessarily occurring at the organizational and institutional levels; empirical evidence on simple learning outcomes, but the assertion of transformative effects of CS learning is often based on assumptions rather than empirical observation; and it is unanimous that learning in CS is considered important, but in practice it often goes unreported or unevaluated. In conclusion, we point to the need for reliable and transparent measurement of transformative effects for democratization of knowledge production.

Shades of Greening: Reviewing the Impact of the new EU Agricultural Policy on Ecosystem Services

Abstract In December 2013, the EU Agriculture and Fisheries Council formally adopted the new regulations for the reformed Common Agricultural Policy (2014-2020). The new regulations include three obligatory greening measures: ecological focus areas, maintaining permanent grassland, and crop diversification. We assess the impact of these measures on ecosystem services using scientific and gray literature. The literature review reveals that the adopted greening measures will have mixed effects, i.e., trade-offs and synergies across ecosystems services. Provisioning services, in particular crop production, are expected to decrease when the measures are implemented. All other service categories, i.e., regulating and cultural services, will increase – or are at least will not obviously be negatively affected – once the measures are implemented. However, in terms of tradeoffs and synergies, much depends on objectives being pursued, the baseline or alternative land use underlying the comparison, and on the prevalent farming systems and farm characteristics. Including the ecosystem services concept into the design and assessment of policies would allow a systematic review of the consequences of measures also for services otherwise easily ignored.

Using social network analysis to identify key stakeholders in agricultural biodiversity governance and related land-use decisions at regional and local level

In 2013 the European Commission launched its new green infrastructure strategy to make another attempt to stop and possibly reverse the loss of biodiversity until 2020, by connecting habitats in the wider landscape. This means that conservation would go beyond current practices to include landscapes that are dominated by conventional agriculture, where biodiversity conservation plays a minor role at best. The green infrastructure strategy aims at bottom-up rather than top-down implementation, and suggests including local and regional stakeholders. Therefore, it is important to know which stakeholders influence land-use decisions concerning green infrastructure at the local and regional level. The research presented in this paper served to select stakeholders in preparation for a participatory scenario development process to analyze consequences of different implementation options of the European green infrastructure strategy. We used a mix of qualitative and quantitative social network analysis (SNA) methods to combine actors’ attributes, especially concerning their perceived influence, with structural and relational measures. Further, our analysis provides information on institutional backgrounds and governance settings for green infrastructure and agricultural policy. The investigation started with key informant interviews at the regional level in administrative units responsible for relevant policies and procedures such as regional planners, representatives of federal ministries, and continued at the local level with farmers and other members of the community. The analysis revealed the importance of information flows and regulations but also of social pressure, considerably influencing biodiversity governance with respect to green infrastructure and biodiversity.

Transdisciplinary Enrichment of a Linear Research Process: Experiences Gathered from a Research Project Supporting the European Biodiversity Strategy to 2020

Abstract This paper presents an analysis of a research project conducted by a network of environmental research institutes called Partnership for European Environmental Research (PEER). Our analysis constitutes a reflection on this research project based on a proposed ideal-typical transdisciplinary research process developed by . The aim of the PRESS project (PEER Research on EcoSystem Services) was to provide support for the development and implementation of the EU Biodiversity Strategy to 2020, with a special emphasis on the ecosystem services concept. Our analysis of the research phases of the PRESS project shows that not all of the project elements accord with the notion of a full-scale transdisciplinary process. Despite this, a number of lessons can be learned regarding the use of different boundary objects for knowledge integration and the various roles played by researchers. We also identify some constraints with regard to synchronizing policy and project cycles and consider the advantages and disadvantages of research network structures in facilitating long-term cooperation.
