The Extent of Family Violence in Europe A Comparison of National Surveys

This article reviews current victim studies on family violence in Europe and attempts to interpret the variation in the prevalence rates. Methodological shortcomings contribute in part to different rates across countries. The prevalence rates are also linked to preventive and causative factors. Three factors appear to explain the differing prevalence rates in European countries: deprived economic living conditions, traditional attitudes toward women and children, and a general tolerance of violent behavior in a given society. In addition, personal coping may influence whether a family member will act violently against another family member.

Aging and the Fear of Crime: Recent Results from East and West Germany

Fear of crime and the escalating official crime rate have become in the last decade notable themes in criminology and victimology: This is especially true since the reunification of Germany brought with it an opportunity to survey east German citizens regarding their inner security in a closed society with strong formal and informal controls. The results of several surveys by the authors and others will be discussed with special attention to the measurement of the complex construct ‘fear of crime’. These results show that young women especially in the new German states have the greatest fear and thereby throw into question widely reported findings that fear of crime is primarily a problem of the aged. The relationship between age and fear of crime is more complex than formerly anticipated and must be treated as multi-dimensional. Accordingly the results are controlled for residence in east or west Germany, gender, age, victimization, the size of the community, ones habits and life style, and confidence in the police.

Methodische Probleme bei der Erfassung von Sanktionseinstellungen (Punitivität) — Ein quantitativer und qualitativer Ansatz

In den letzten Jahren wird immer wieder darauf hingewiesen, dass sich die Sanktionseinstellungen bzw. die Punitivitat verscharft hatten. Dabei ist Punitivitat alles andere als ein genau definiertes Konzept. Spricht man uber Punitivitat werden oft unterschiedliche Bereiche gemeint. So umfasst das Konzept weit mehr als nur die Sanktionseinstellungen der Bevolkerung, sondern auch die Gesetzgebung sowie die Strafzumessungspraxis der Sanktionsorgane (vgl. Kury et al. 2004; Kury 2007). Auf der Ebene der Gesetzgebung zeigt sich insofern eine steigende Strafscharfe, als in den meisten westlichen Landern — und nicht nur hier — in den letzten Jahrzehnten die Gesetze verscharft wurden bzw. zusatzlich sozial abweichendes Verhalten neu kriminalisiert wurde, wie etwa im familiaren Bereich bzw. hinsichtlich Sexualstraftaten.

Does Severe Punishment Mean Less Criminality

Historical and international data from criminal justice archives and recent victim surveys show that neither the death penalty nor long-term imprisonment significantly deters criminality. Punitivity is defined and demonstrated in law, public opinion, and social history, and political and economic institutions particularly are viewed as shaping it-for example, Americas populism and Europes elitism. Americas harsh punitivity relative to other Western nations is examined and understood in terms of the historical roots of pro-death penalty and abolitionist regions. Within this discussion the findings of Savelsberg and Garland are carefully examined.

Kriminalität Jugendlicher in Ost und West

Die politische Umbruchssituation, in den osteuropaischen Landern, die Ende der 80er und Anfang der 90er Jahre zu einem allmahlichen Zusammenbruch des Kommunismus fuhrte und eine zunehmende Grenzoffnung bewirkte, brachte auch eine starke Verunsicherung der Bevolkerung mit sich. Alte Werte und Ordnungen verloren an Bedeutung und Einflus, Kontrollmechanismen traten auser Kraft bzw. wurden auser Kraft gesetzt, ohne das neue die entstehende Lucke nahtlos ausfullen konnten. Das entstehende Vakuum fuhrte zu einem erheblichen Mas an Orientierungslosigkeit und Unsicherheiten. Solche grosen Umbruchssituationen verursachen verstandlicherweise in aller Regel eine gesellschaftliche Krisensituation mit beispielsweise steigender Zahl psychisch belasteter oder beeintrachtigter Personen bis hin zu einer Zunahme der Selbstmordrate — aber auch einen Anstieg der Kriminalitat.
