Leadership in sozialen Organisationen

In hypercontingent societies even social organizations get under the pressure of contingency. That makes it more difficult for them to deal with contingencies of their customs and clients. The idea of C.M. helps organizations to manage this challenge. To use the concept of C.M. in organizations demands two things: a) leadership and b) appropriate management tools. Bal. Score Card is such a tool, which in general is capabel to integrate the special ability of religion to neutralise contingency.

Innovations in European social services: context, conceptual approach, and findings of the INNOSERV project

National social systems in Europe are currently facing common and fundamental challenges that strain the existing social structures in all European countries. In this context, concepts of “(social) innovation” become more and more important. While taking into account European and National Contexts for Social Services, the INNOSERV project takes a comparative bottom-up approach in order to identify key trends in social innovation and the elements informing innovation in social services. In this respect the authors deliver a definition of innovation in social services and set out the INNOSERV research design, which includes visual sociology methods. As the main result of the INNOSERV project, seven themes for innovation in social services are presented in this article. These themes give a concise description of the most salient research questions and issues in the social sector, which will shape and help to improve social services in Europe in the years to come.

The agency problem and medical acting: an example of applying economic theory to medical ethics

In this article, the authors attempt to build a bridge between economic theory and medical ethics to offer a new perspective to tackle ethical challenges in the physician–patient encounter. They apply elements of new institutional economics to the ethically relevant dimensions of the physician–patient relationship in a descriptive heuristic sense. The principal–agent theory can be used to analytically grasp existing action problems in the physician–patient relationship and as a basis for shaping recommendations at the institutional level. Furthermore, the patients’ increased self-determination and modern opportunities for the medical laity to inform themselves lead to a less asymmetrical distribution of information between physician and patient and therefore require new interaction models. Based on the analysis presented here, the authors recommend that, apart from the physician’s necessary individual ethics, greater consideration should be given to approaches of institutional ethics and hence to incentive systems within medical ethics.

Ethische Implikationen der Ökonomisierung in der Medizin

Abstract The health care sector is currently in a process of economization which, undoubtedly, has an impact on the relationship of physician and patient. In this article, elements of the new institutional economics are applied to the physician-patient-relationship in the sense of a descriptive heuristics. The authors find out that based on the principal-agent-theory paradoxical action settings ofthe physician (here paradigmatically subsumed under the paradox of billing and the paradox of neutrality) can be located. 1t is necessary for policy makers involved in health care to consider these paradoxes. Furthermore, health literacy of lay persans supported by widespread information technology lessens the information gap between physician and patient which changes their interaction with a Iasting effect. Based on this analysis the authors recommend not only to focus on individual ethics of the physician but rather to consider approaches of institutional ethics and incentive systems

Innovative Soziale Dienstleistungen in Europa

Soziale Dienstleistungen als sozialpolitisches Instrument haben eine wachsende Bedeutung, ihre Weiterentwicklung spielt eine zentrale Rolle in der europaischen Sozialpolitik, aber auch bei der Bewaltigung der Konsequenzen des sozialen Wandels und der demografischen Entwicklung. Innovation in sozialen Dienstleistungen ist vor dem Hintergrund stetig steigender Kosten und Bedarfe einerseits eine umstrittene Aufgabe, andererseits jedoch eine notwendige Strategie. Die zentrale Frage, die in diesem Aufsatz bearbeitet wird, lautet deshalb: Welche organisationalen, politischen und weiteren institutionellen Rahmenbedingungen und Einflussfaktoren ermoglichen und begunstigen Innovationen in sozialen Dienstleistungen beziehungsweise in Dienstleistungsunternehmen?

Abstract The introduction of market principles creates a basic change in managing instruments of social services. The economic rationality is often not mediated with rationalities of professional standards or theological programs. Due to economical pressure, it becomes more and more difficult to maintain a value oriented service. On top of this, the function of ecclesiastical welfare institutions as an advocate for socially week people is in danger to get lost. Looking for answers, the article concentrates on presently discussed concepts of restructuring institutions of church welfare. These concepts are contrasted by actual developments within the domain of church welfare.

Justice for People with Disabilities: Philosophical and Theological Arguments

AbstractPeople with disabilities should, of course, enjoy the same right as others to a self-determined life of freedom and dignity as well as the same chances to attain such a life. The question is to what extent the concepts of justice in philosophy and theology take into account their interests and needs. In answering this question I shall refer to the theory of justice from John Rawls at first. In my second point I will focus on the criticism of this theory with regard to people with disabilities. Thirdly, at least in one respect the theological concepts of justice and love can supplement a needed element. Lastly, conclusions will be drawn with regard to an inclusive church.

Zur Aktualität des Leadership-Diskurses

Leadership ist ein im deutschsprachigen Raum bislang eher vernachlassigtes Thema. Naturlich gibt es Arbeiten zu Fuhrung und Fuhrern, aber die Fuhrungstheorien sind nicht in gleichem Mase entwickelt worden wie in anderen Landern. Besonders deutlich wird dies im Vergleich zu den USA. Einige Autoren haben zwar amerikanisches Leadership-Denken auch hierzulande eingefuhrt oder weiterentwickelt (vgl. z.B. Hinterhuber und Wunderer). Doch in den USA findet man einen seit einigen Jahrzehnten gefuhrten wissenschaftlichen Diskurs zu Fuhrung und Fuhrungsverhalten in der Wirtschaft und im offentlichen Sektor, der nicht nur unterschiedliche Ansatze im Verstandnis von Fuhrung hervorgebracht und diese von Management differenziert hat (vgl. Barendsen/Gardner), sondern der sich inzwischen auch in unterschiedliche Teilbereiche von Leadership ausdifferenziert hat (vgl. public leadership, business leadership, nonprofit leadership etc.). Im vorliegenden Band beziehen wir uns – wie der Titel bereits anzeigt – auf den Teilbereich von Leadership in sozialen Organisationen. Dabei werden auch amerikanische Konzepte aufgegriffen und in den deutschen Kontext eingespielt. Dass ein Diskurs uber Leadership notwendig ist, kann man an der Transformation des Sozialbereichs in Deutschland zeigen. Auf die Einfuhrung starker okonomisch ausgerichteter Rahmenbedingungen zunachst im Pflegesektor, dann in immer mehr Bereichen des Dritten Sektors wurde mit der Entwicklung von Sozialmanagement-Konzepten reagiert, die einen sprunghaften Anstieg von entsprechenden Studiengangen und Fortbildungsangeboten nach sich zog. Mit der Einfuhrung okonomischer Steuerung in sozialen Organisationen entfallen auf Sozialmanager/innen Aufgaben, die auch die Steuerung und Kontrolle der Erbringung sozialer Dienstleistungen beinhalten. Autonomie, Kompetenz und Vertrauen, die bislang als notwendige Voraussetzungen fur professionelle Praxis erachtet wurden, werden nun durch managerielle Eingriffe in Frage gestellt oder reglementiert (vgl. Evetts). Zugleich ist zu beobachten, dass die Koordination und Erbringung sozialer Dienstleistungen neue Herausforderungen an eine Organisation stellt, die nun bereits auf der Ebene der Dienstleistungserbringung Leadership-Qualitaten erforderlich machen (vgl. Diakonia and the Stranger: Reflections on Diaconal Challenges through Religious Pluralism from a European Perspective

Migration has put the issue of the stranger into the centre of attention in many European societies. This article reflects upon the experience of alienness from a phenomenological and biblical perspective in order to show how complex the processuality is which alone can adequately relate the own to the other. On this basis, the engagement with the stranger is displayed as a diaconal challenge and points of reference for the diaconal praxis are developed.

Innovation, Qualität und Evaluation

Veranderungen und Neuerungen werden als Innovationen bewertet, wenn sie mit Verbesserungen einhergehen (vgl. Howaldt und Schwarz 2010, S. 20; Phills et al. 2008, S. 10). Jedoch wird eine Neuerung, die gegenuber bisherigen Verfahrensweisen effektiver und effizienter erscheint, aber z. B. die Risiken fur Nutzerinnen und Nutzern unverhaltnismasig erhoht, von diesen trotz der Kostenersparnisse als Ruckschritt betrachtet. Daher stellt sich die Frage, von wem, mit welchen Methoden und Instrumenten und mit welchen Kriterien und Kategorien diese Bewertung vorgenommen wird. Hier zeigen sich ahnliche Herausforderungen wie in der Definition und Messung von Qualitat.
