Aspects of the national urban policy management under conditions of integrated planning

Abstract Lithuanian cities architecture politics development and strategic aims implementation are impossible without global integrated accomplishing systems of country management and official plan observation (monitoring, operative planning, consequence modelling). Important development strategy problem is rational resort of resources especially financial for the country needs. Solving these problems has to be reasoned with the country development strategy by adjusting long‐term and short‐term city economic development aims, when preparing and implementing developing complex programs for the most important city life areas. Interaction of Architecture and Society: Public Procurement as Tool to Improve Local Economy and Architecture

Abstract One of the main tasks of public authorities is to find ways how, in the course of the development of urban architecture, to manage and create assumptions for the public to become a new-type, active and cooperative civic society taking part in urban development processes. The research of these problems is important seeking to ensure sustainability in natural, economic-social environment and urban architecture. Assessing the features for application of democratic principles in planning in Lithuania the main objective of this paper is to try to reveal the problems of quality in the development of urban architecture in the context of public procurement of services and to assess the efficiency of procedures defined by legal acts from the viewpoint of architectural quality. The PBT/LM of Material Environment in the Urban Spaces

Abstract The paper focuses on disclosing theoretical and practical problems of development of different urban space objects. The evolution of the user’s knowledge about the application of the functional and aesthetic principles of harmony regarding the material environment is the main aspect of the qualitative formation of urban spaces and the main objective of the study. The paper discusses preconditions for harmony of the designed material environment applying the methods of alternative, generalized and comparative analysis. The problem-based learning method (PBT/LM) is analyzed to understand its peculiarities and applications. The tasks are to reveal practical applications of problem-based learning using a variety of concepts for developing urban structures on the macro level and creating a material environment design on a local level. The investigation shows that the problembased teaching/learning method can be an effective and meaningful tool, which would help develop urban spatial structures and material environment design.

The Quality of the Living Environment as a Result of Democratic Planning Traditions and Society Interaction: Aspect of Urban Public Security

Abstract The article explores ways of improving urban structures of territories especially from the aspect of urban public security. The investigation is based on theoretical principles and existing practices. Implementing the principles of sustainable development in the conditions of public participation and cooperation with local authorities, residents of the cities and towns can be successfully integrated into a modern, well-designed, safe public urban space.

Public-private partnership: improving landscape quality of modern communities

Abstract The article identifies the principles of private public partnership (PPP) in social and green infrastructure and urban development of modern cities.The paper also focuses on the methodology that explains how local or national governments and the initiative of the private sector can become a strong factor in sustainable urban planning. The most important goals of developing urban areas and architecture policies include the enlargement of sustainable territories and legislative basis of governance, financial mechanisms and improvement in PPP; however, these measures are impossible to achieve without consistent implementation.
