Feasibility study of public-private partnership

Public-private partnership may cover various forms of partnership, viz. as the property of the private sector in the state of municipal activities or information and consultations between the public and private sectors, also as an unconventional method of public procurement when the public and private sectors enter into a long-term contract on the establishment of public infrastructure or the provision of public services. The most important thing in implementing PPP projects is to properly draw up the contract between the public and private partners, which should explicitly state all terms and conditions, undertakings and liabilities, evaluate risks, determine the payment mechanism and dispute settlement procedure, etc. In order to reduce any risk associated with such projects, a proper legal framework should be developed, which would provide liabilities and undertakings of both parties of the project (the private and public sectors), and more information should be disbursed as to how such projects are being implemented, what the structures of financing are, and what the benefit of such projects is.

Abstract Lithuanian cities architecture politics development and strategic aims implementation are impossible without global integrated accomplishing systems of country management and official plan observation (monitoring, operative planning, consequence modelling). Important development strategy problem is rational resort of resources especially financial for the country needs. Solving these problems has to be reasoned with the country development strategy by adjusting long‐term and short‐term city economic development aims, when preparing and implementing developing complex programs for the most important city life areas. When realizing the country architecture strategic level aims, it is necessary to improve constantly city development department organizational‐managerial structure by evaluating new functioning principles in democratic planning conditions, also e‐autonomy, e‐government conception and opportunities. Information technology development in Lithuania: New tendencies and perspectives

Abstract The goal of this study is to analyse processes which effect Lithuanias economical and political development, to present various expert opinions, describe tendencies and advantages of the information technologies (IT) integration in to Lithuanias daily life. Recently started development of information society is the source of different contradictions and opinions, so these opinions are presented. To better understanding of present processes in Lithuania and forecast future trends we shortly introduced progress of IT in Lithuania. The factors which will stimulate development of IT in Lithuania are also described. The IT integration processes in to separate business and social fields such as Education, Economics (Transport and communication, Electronic and electrical engineering, Chemical industry etc.), Government activity are analysed in this article. The suggestions on Lithuanias future development trends are proposed.

Public-private partnership: improving landscape quality of modern communities

Abstract The article identifies the principles of private public partnership (PPP) in social and green infrastructure and urban development of modern cities.The paper also focuses on the methodology that explains how local or national governments and the initiative of the private sector can become a strong factor in sustainable urban planning. The most important goals of developing urban areas and architecture policies include the enlargement of sustainable territories and legislative basis of governance, financial mechanisms and improvement in PPP; however, these measures are impossible to achieve without consistent implementation. One of the major goals for governments is to find effective ways to encourage society to be cooperative and involved in the process of expanding social and green infrastructure, public space and territorial communities in cities.
