This article describes the first steps on the development of a low cost dataglove based on the Arduino Uno microprocessor. The glove is designed for use in virtual reality systems and is integrated into a suite of applications. This article also presents a set of preliminary results obtained with the glove and discuss about the use of the glove to control a video game application for rehabilitation of stroke patients.

This paper describes the development of a human computer interface focused in detect hand movements and gestures and apply this data into a 3D environment, all this running based on an Android mobile device.

Abstract This study aims to analyze, from a legal perspective, the public policies of science, technology and innovation offered by the Brazilian government, more specifically, the Brazilian Innovation Act (Lei de Inovação), in order to verify the reasons behind the mismatch between innovation efforts and its results in the economy. We seek to answer, preliminarily, the following questions: (a) What is innovation? (b) Should the state act in the innovation process? (c) What is the relationship between law and innovation policies? (d) Why is there a mismatch between what innovation efforts propose and what we can see in reality? Given these considerations, it becomes possible to answer the central issue of this study: Why is there a mismatch between what the Innovation Act proposes and what we can see as results? The issue was analyzed based on the premise that innovation nowadays is essential to society’s development and economy. We concluded that Brazil presents advances in this sector and most of the public policies managed to have efficacy for entrepreneurs, but institutional changes in the process of receiving these incentives and in its supervision are also necessary, such as a better articulation and coordination between entities responsible for its implementation and a better evaluation of public policies, improving them, so that companies may have the same competitivity of foreign companies. Although Brazil’s innovation rates are declining, the use of instruments of state support for innovation is being increasingly adopted, showing that even in adverse situations, they can be seen as advances.

This article aims to develop concepts for the term creative economy, pluradimensional, but already well institutionalized, and to relate it to sports, especially soccer, which is both a cultural symbol and high profitable economic activity in the contemporary world, through literature review and the hypothetical-deductive method. Once having been elevated to the category of a spectacle of global proportions and business mode of high profitability, soccer today is at the same level of biggest projection activities as entertainment and cultural heritage in most Western countries and its direct relationship to the creative sectors of the economy qualify it as a study category in this field. In view of the panorama presented, the study aims, as a problem, to analyze the contribution of soccer to local, regional and world development, from its intangible field, to assist and, at the same time, be a part of the Creative Economy.

Este artigo se propoe a analisar os novos rumos, aos quais o Direito e Desenvolvimento se encaminha, tracando os caminhos que estao se tornando relevantes nessa discussao, bem como busca estabelecer as bases para uma nova perspectiva do desenvolvimento, em cujos pilares estejam a abertura, pluralidade, texto constitucional e dignidade humana.Tambem procura oferecer, preliminarmente, proposicoes de mudancas para que as areas em comento possuam uma maior eficacia no cotidiano dos cidadaos. Para tanto, utilizou-se da pesquisa bibliografica e documental, bem como o metodo hipotetico-dedutivo, para delinear os novos rumos do Direito e Desenvolvimento, quais sejam: i) a efetivacao dos direitos fundamentais como fundamento do desenvolvimento; ii) a colaboracao publico-privada como instrumento do desenvolvimento; iii) a relevância do pluralismo juridico para a eficacia das normas juridicas; iv) a utilizacao da propriedade intelectual como instrumento de fomento a inovacao; v) a problematica da contextualizacao das bases teoricas ao local de implementacao do processo de desenvolvimento.
