The cocoa commodity is very important to the Indonesian economy and has the potential to be the main producer of chocolate products in the world. The consumption level of national chocolate per capita of 0.3kg/person/year with an increasing trend, is a good market opportunity including for small and medium enterprises (SME) chocolate processing industry. The objective of this research was to develop the quality of local chocolate products based on consumer preference to be more competitive in the domestic market. In this study, interviews and filling questionnaires to consumers who regularly eat chocolate foods, in order to determine the level of importance and level of customer satisfaction, were conducted. There were eleven sensory attributes that were asked to consumers where consumers provide less satisfied assessment of chocolate products consumed were taste, texture, aroma, product appearance, portion, variety, freshness, health, packaging, price fairness, and discount. The result of calculation and analysis of IPA (importance performance analysis) found that attributes that need development were those in quadrant A, i.e. taste, texture, aroma, product apperance, variety, freshness, health, and packaging. . The purpose of this study is to formulate the model of strategy for human resource development (HRD) Gayo coffee agro-industry in the ASEAN Economic Community (AEC) with the approach of soft system methodology (SSM). This research resulted in a conceptual modeling of human resource development strategy for stakeholders agro-industry by increasing productivity in the welfare and sustainability Gayo coffee agro-industry. Human resource development strategy for Gayo coffee agro-industry is a strategic action to deliver the competence and quality of agro-industry actors with high competitiveness, especially in the face of global competition and rivalry in the AEC region through various of HRD capacity building program. The HRD investment is an intellectual investment that has significance for the regional development and improves the welfare of the community in the area of agro-industrial production Gayo coffee.

Achievement of national palm oil industry as a producer and exporter of crude palm oil (CPO) in the world, it is now giving birth insecurity issues. This is because the growth of upstream and downstream industries of national palm oil that has not been balanced, which in turn encourages the national palm oil industry players to be oriented to the export of CPO which eliminates the added value in the country. On the other hand, though bring in foreign exchange for the country, but is prone commodity export orientation encountered a barriers problem in the international market. It is therefore important to provide a means of monitoring, prediction and assessment to facilitate the formulation of policies more about the marketing of national CPO industry. This research proposed the development of a model framework called adaptive threshold statistical control detection adaptive (SCDA) as a means of monitoring, prediction, and assessment of the movement of national CPO production volume. SCDA idea is to determine the dynamic threshold based mapping pattern historical data and predictions from the aspect of the frequency and trends. SCDA model adapted the techniques of statistical process control (SPC), while the values of the predictions generated from the simulation prediction model developed using the techniques of artificial neural network back propagation (ANN-BP) based on historical data of the national CPO production volume. The data used was the average volume of annual national CPO production period 1967 to 2015. The simulation results showed that the prediction model of national CPO production volume in 2016 until 2018 predicted were31.025 million, 32.214 million, and 34.504 million tons, respectively, while the values of maximum and minimum threshold that was formed in the model predictions SCDA for the period 2016-2018 each sequence were 33,322,065 and 29,246,547, respectively. As far as the literature search results, modeling SCDA has never been done in the research included for monitoring and prediction of national production volume of CPO. Therefore, research on the modeling of SCDA was contributing both to the development of knowledge about modeling as well as in the management of the national supply of CPO. The main issues in the field of human resources is a state civil officials on the quality and distribution of civil servants, therefore we need a research to know the civil servant career development strategy. Process and career development should be professional career development oriented of civil servants which means not only the structural purpose, but also to developing expertise towards functional. Thus, the position of the functional has a role as equal partners in a structural position. The purpose of this study is to identify what are the main priorities of the factors, actors and objectives as well as the recommendation of alternative strategies are most influential on the development of common functional civil servants career in IPB. The research was conducted at IPB and the Bureau of Personnel Culture and Education Ministry Secretariat using descriptive analysis and AHP (Analytical Hierarchy Process) methods. The results of the descriptive analysis is from 1.500 civil servants education personnel only 14,3% certain functional officials in IPB, thus 83,7% is common functional PNS included structural officials which selectively will be converted to be specific functional civil service officials. Results obtained from AHP processing the alternative strategy most recommended is the establishment of assessment centers (0,482) by actor Vice Rector of Resources and Strategic Studies (0,498), through the strengthening of organizational factors (0,357) with the aim of increasing professionalism (0,600), that all are the main priorities which influence to the development of a common functional IPB civil servants career. Vertical residential development in Depok city is one of the alternative strategies to meet the need of housing for people, especially low income people, decrease the backlog and optimizing the need of open green space. The research was purposed to create a model of the development of vertical residential for the sustainable of housing development and its impact to the housing development policy for the low income people. The methods used to analyze the data were descriptive analysis, statistical analysis, financial analysis, input-output (I-O) analysis and dynamic system analysis. The result of the research showed that people in Depok city had great interest in having vertical residential, however the affordability of low income people, were still low. To increase the people’s purchasing power, participation of the government is greatly necessary especially in form of incentive and housing subsidy. Housing development also resulted in multiplier effects for the development of Depok city and its surrounding area, such as the high supply of housing, increasing of people income, and the higher absorption level of manpower related the housing development.
