Diversity and Complexity in Local Forms of Urban Anti-Poverty Strategies in Europe∗

The comparative analysis of local situations relating to income support measures for disadvantaged populations in Europe offers the advantage of highlighting the diversity and complexity of the processes at work and of local configurations. This article puts particular emphasis on the arrangements and relationships between public institutions and intermediate organizations (the church, family, local community etc.), and on the forms and levels of intervention by these multiple actors. The challenge of social integration is driving all countries towards greater intervention, but it is also obliging them to establish new connections and new balances between institutionalized, bureaucratic forms of public action and more flexible, informal forms of regulation of the social bond. The French republican model of integration: the theory of cohesion and the practice of exclusion.

What are the explaining factors for the wave of riots in France in November 2005? In providing some answers, this article begins by examining the practical usefulness of the French republican model of integration for social cohesion, highlighting the way its negation of other criteria, such as ethnicity, race, or religion, limit this national conception of citizenship and emphasizing these excluded factors as one of the main causes of frustration and resentment among migrant groups in France.The author compares these riots to the student movements in spring 2006 and shows some similarities as well as important differences between the explaining structural factors of these two youth-based social upheavals. One of the contributing distinctions is the experience of ethnic and racial discrimination as an important source of deep resentment. The author avoids reducing the riots simply to a clash between ethnic groups with specific ethnic interests or a class revolt. Instead, he stresses the relationship between specific social structural factors and spatial effects as the element that created the context for the riots by transforming inequalities into visible and indefensible discrimination. Several factors show that spatial aspects (in the form of segregation) are important alongside the ethnic/racial ones in explaining the riots.

Le piège du libre choix scolaire

S’il est un domaine ou l’on attendait beaucoup de la gauche lors des dernieres presidentielles, c’est bien celui de l’education. Or, dans ce domaine comme dans les autres, la droite a souvent pris l’initiative, affaiblissant considerablement la force propositionnelle de la gauche, reduite a reagir et a aller sur des terrains qu’elle avait plutot tendance a delaisser. Le debat sur la carte scolaire est emblematique de cette situation et revele la grande frilosite du Parti socialiste lorsqu’il s’agit de proposer des reformes de fond et de s’attaquer aux inegalites. C’est pourtant sur la question de la carte scolaire qu’il aurait pu prendre l’avantage. L’orientation liberale de N. Sarkozy proposant sa suppression au cours des prochaines annees a domine le debat et conduit le Parti socialiste a proposer egalement un « choix » plus large d’etablissements, refusant d’aborder les vrais problemes lies a la segregation urbaine et aux inegalites territoriales.

Henri Mendras, sociologue du changement social☆

Henri Mendras est devenu au fil des Trente Glorieuses l’un des piliers de la sociologie francaise. Tout comme Eric de Dampierre (complice de toujours), ses amis Jean-Daniel Reynaud et Michel Crozier, il fut forme par Gabriel Le Bras, Georges Friedman et Georges Gurvitch ; il fit aussi l’experience de la sociologie americaine des les annees 1950. Moins theoricien que Pierre Bourdieu, Alain Touraine ou Raymond Boudon, H. Mendras etait d’abord un sociologue francais classique qui puisait son inspiration dans Durkheim, Tocqueville, et dans une moindre mesure Marx. Autant de grands auteurs qu’il maitrisait parfaitement et qu’il a sans cesse travaille au regard des auteurs americains comme Robert Merton, Daniel Bell et Ted Caplow. Il s’est interesse aux transformations des societes rurales, de la societe francaise puis des societes europeennes en melant cette exigence d’analyse macrosociologique du changement social avec les theories de moyenne portee afin de mettre en lumiere les mecanismes qui lui paraissaient les plus pertinents. H. Mendras etait avant tout un sociologue qui combinait comme peu une experience feconde de recherche individuelle, l’organisation de grands projets collectifs, une exigence pedagogique dans l’enseignement et l’ecriture, et la synthese entre des travaux de terrain, l’erudition et la connaissance theorique. Ses qualites etaient servies par un esprit original, souvent decale, genereux, ironique a l’egard des modes et des chapelles, d’une curiosite intellectuelle qui ne s’est jamais tarie et que revelait son sens aigu de la « bonne conversation ».
