Based upon a pioneer experience in Brazil of a suppliers network from the oil and gas industry supply chain located in Rio Grande do Sul - Rede PETRO-RS, it is argued that the building of a business network to break into new markets and carry out technological development contribute to the organization resources and to the development of dynamic capabilities. Thus, the article poses that the formation of a network stimulating cooperation among the different actors involved in the technological innovation to best use internal and external resources outlines a strategy for the development of dynamic capabilities. Resulting from a initiative from the State Government from Rio Grande do Sul, Rede PETRO-RS gathers more than 100 companies, besides other actors suchas universities, research centers, suppliers, customers (especially the case of PETROBRAS) and Government bodies. Due to the wide range of actors and their strong link to technological innovation in the oil and gas supply chain, Rede PETRO-RS is seen as an example of the formation of a collective or interorganizational strategy.

Neste artigo, apresenta-se o esquema conceitual de uma rede de inovacao de multiplos atores regionais formalizada em uma organizacao associativa com criterios de pertencimento definidos. Diferentemente da maioria das redes de inovacao presentes na literatura, o esquema conceitual apresentado e de uma rede de inovacao com uma estrutura horizontal, induzida pelo Governo, possuindo uma coordenacao centralizada e orientada pelas firmas. A titulo de ilustracao do esquema proposto para caracterizar uma Rede de Inovacao Horizontal Induzida (RIHI), e apresentado o caso de uma rede de fornecedores da industria do petroleo e gas no Sul do Brasil, a Rede Petro-RS. As contribuicoes do artigo visam mostrar a importância de uma estrutura de coordenacao especifica para gestao e incentivo das relacoes de cooperacao dentro de uma rede de inovacao e do papel do governo na inducao da formacao de redes de inovacao, nao apenas por meio de incentivos, mas tambem na atuacao direta no processo de coordenacao das atividades da rede. Duas questoes-chave para o sucesso desse tipo de arranjo interorganizacional sao: a construcao de legitimidade da estrutura de coordenacao e a institucionalizacao de rotinas de cooperacao.

Based on the evolution of National, Regional, Sectoral and Technological Innovation Systems concepts, a conceptual framework is proposed to explain the configuration and coordination of innovation networks through an induction process. The networks may better cope with the growing complexity in innovation processes by promoting a more finetuning articulation between the innovation systems’ elements. The Induced Innovation Network suggested by the article is particularly relevant in less matured Innovation Systems. The framework proposed is illustrated with the case of the PETRO-RS Network, a multi-sectoral innovation network located in the South of Brazil.

ABSTRACT This article argues that economic growth relying on commodity-based exports – combined with domestic market expansion for consumption, an overvalued exchange rate and high interest rates – constrained national development as much as it did Brazil’s status as a regional power, particularly in the 2000s. The Brazilian ‘neo-developmentalist model’ – pursuing export surplus in the balance of trade and foreign investment – was based excessively on government incentives for the export of natural resources. With regard to agrarian issues, Brazil again played an uncertain role as a regional power during the governments of both Lula (2003–2010) and Rousseff (2011–2016), despite important differences between the two administrations. On the one hand, the country encouraged the transfer of family farming policies to other Latin American countries. On the other hand, the government’s ‘national champions policies’ were also paramount in forging the expansion of agribusinesses and other multinationals across the continent. The very nature of this ambiguity rests on the contradictions between the narrative of a national development project and the reality of deindustrialization and commodity-based economic surplus. By drawing on aggregate data and secondary sources, this article explores the limits and contradictions of the Brazilian development path in becoming a more influential regional power in the 2000s.

Stemming from the welfare state and its connection with the two main types of capitalist economies, Liberal Market Economy and Coordinated Market Economy, the paper discusses the experience of the Brazilian Unemployment Insurance Program. The Program is regarded as a key welfare policy in Brazil and one that enables the combination of social protection and economic performance. In this context, the latter is associated to a better functioning labour market. The main argument of this paper is that the integration of unemployment insurance benefit, employment services, and professional training, the three pillars of the Program, enables the combination of social protection and economic performance. In general, both have been seen as a trade-off relationship. By drawing on data from a public policy evaluation research of the Brazilian Unemployment Insurance Program, the paper points out the barriers to be overcome in order to achieve the integration in the three pillars. Results from research revealed a cleavage between them. The integration can become a driver in the overcoming of the trade-off relationship in the burgeoning Brazilian welfare state. The Brazilian experience sheds light upon important social policy issues that other countries are facing up too.
