YOUtH aS a PROBlEM OF GOVERNMENt POlICIES ABSTRACT: Focusing on concepts of youth expressed in government policies for young people in Brazil, we concentrated our research in the Consorcio Social da Juventude — a national project developed by the Brazilian Government. From the Social Psychology perspective, we used the problematization as a methodological strategy and concepts of Michel Foucault as theoretical tools. We sought to comprehend how the discoursive practices installed in government policies define and establish portions of young people. Problematizing the tensions veri- fied in the material analysed, we discussed four concepts of young people: volunteer, digitalized, worker and vulnerabilized. They turned into proficuous indicators of analysis for the proposed problematization. The analysis suggests how government policies are inserted in a discoursive net that designs and constitutes ways of living of young people — especially those of low income. We observed that discourses of education, citizenship, inclusion, among others, operate to offer credibility to programmes of government policies for young people.

Atualmente, associar violencia e juventude tem sido algo constante no meio de comunicacao. Isso tem despertado preocupacao nos diversos segmentos da sociedade e interesse das autoridades e do meio academico. Os adolescentes sao vistos hoje, pela grande maioria da sociedade, como os principais causadores de violencia, culpabilizando e criminalizando os jovens e adolescentes que comentem ato infracional.

The present work originated from a project of integration of the School Psychology I and Social Psychology II disciplines, developed at the Federal University of Rio Grande do Sul (UFRGS) in the year 2004. Theoretical concepts from the Social Psychology discipline were integrated with the context of a public school from the city of Porto Alegre (RS, Brazil), through the creative eyes of someone observing the field with the post-modern psychology theoretical reference for the first time. Approaching concepts such as institution, bend, enunciation and marks, new viewpoints were formed. The school comes as a starting point to question and broaden the area of Social Psychology and of institutional analysis.
