A Gênese do Indivíduo e o Indivíduo da Gênese: Uma Abordagem Multidisciplinar Acerca do Papel da Ideologia Cristã nas Origens do Homem (Econômico)

O presente artigo procura contribuir a discussao acerca das origens da concepcao de homem economico. A partir de uma abordagem antropologica, que nao deixa de ser historica e filosofica, o trabalho recua temporalmente aos primordios do cristianismo para verificar a emergencia da ideia de individuo, definido como um ser substancialmente a-historico, a-social, autonomo e independente. O artigo demonstra que ocorreu, durante a emergencia e hegemonia da doutrina crista, um processo de terrenizacao de uma ideia especifica de individuo, que em tempos preteritos somente estava associado a Deus e que, a partir de certo momento da historia ocidental, passou a imperar, tambem, nas relacoes entre os homens, servindo de alicerce a concepcao de homem economico.

Universalization of telecommunications services: Public policies in the OECD and in Brazil

Purpose - The purpose of this paper is to analyze and compare the regulations and public policies for the universalization of telecommunications services taken by OECD countries and by Brazil. Design/methodology/approach - This analysis was mainly based on OECD reports, on the legislation of the Brazilian telecommunication sector and on scientific articles and news related to the theme. Findings - In accordance with the initiatives taken by OECD countries and with recent innovations arising from next generation networks, mainly based on internet protocols platforms, Brazil has also included broadband services in its universalization regulatory agenda. At the same time, the country has established several public programs aimed at expanding access to those services. Practical implications - Nevertheless, it is pointed out that there are still many challenges to an increase in Brazilian broadband penetration rates. Social implications - Therefore, it is suggested that, in Brazils case, some of these problems could be overcome through a direct government intervention in association with competition and industrial policies. Originality/value - The paper emphasizes that, although in line with the regulatory measures taken by developed countries, Brazilian telecom policies must be adapted taking into consideration the idiosyncrasies of this underdeveloped country.

A gestão do Ensino Fundamental pelo governo do estado de São Paulo: uma análise do financiamento e dos indicadores sociais de educação (1980-1993)

This work contributes with the evaluation of the public primary education system administered by SEESP, the office that is responsible for public policies on education in the state of Sao Paulo (Brazil) between the years of 1980 and 1993. In order to do so, an empirical study of the finances of the state of Sao Paulo was executed and some social indicators of education were added to this analysis. We show that the amount of resources destined to the primary level have not changed in a significant way during this period, although the enrolments have increased, as well as, proportionally, the physical and human resources. As a result of this process the teachers have experienced a huge loss in their purchasing power. On the evidence of high repetition rates, authoritarian pedagogical practices, lack of motivation of the teachers and deficient physical resources, we testify the inefficiency of the educational system.

Alfred Marshall e as "evoluções" vitorianas: situando Darwin e Spencer nos fundamentos teóricos do pensamento marshalliano

Starting from a comparative study of the theoretical views of Charles Darwin and Herbert Spencer on the processes of change, this paper seeks to understand how the genesis of these ideas about evolution influenced the economic thought of Alfred Marshall. In this sense, we first present how Darwin and Spencer built completely different and irreconcilable approaches to understanding the phenomena of change in complex systems. Subsequently, we try to understand how Marshall absorbed these Victorians elaborations about evolution within his own theoretical construct. Thus, focusing our investigation on Principles (1890) and working with the ideas contained therein about change, progress, equilibrium and representative firm, we seek to show that Marshall followed a code of science characteristically Spencerian, where his approach, often interpreted as “evolutionary,” presents no contradiction or incompatibility with a perspective based on neoclassical essentialism.

Impacts of a liberalization in the USA market for Frozen Concentrated Orange Juice: why Florida's producers are so afraid?

This study aims at examining the resource allocation and welfare implications of the reduction of barriers in the United States market for Frozen Concentrated Orange Juice (FCOJ) imported from Brazil. The present paper is organized as follows: section 2 presents an overview of the main features of the market and current trade regime for orange juice, as well as the possible impacts of liberalization within FTAA and with the European Union; section 3 describes the partial equilibrium model of imperfect substitute goods used to estimate the impact of trade liberalization in the United States, on prices and quantities and on welfare; in section 4 two possible scenarios for liberalization are designed using the large country model. The last section summarizes the main conclusions.
