This article aims to analyze how knowledge management is manifested in the public administration of Curitibas municipal government. To do it, we used the Organizational Knowledge Assessment method (OKA), created by the World Bank and organized by the National School of Public Administration (Enap). Regarding the methodological procedures, the case study was used as a research instrument and data collection. As a result, we identified the process of organizational assessment, indicating the similarities and distinctions of method development of each destined area , and the importance of systematically implementing an evaluation process allied with the planning of the public organization with strategies for disseminating, sharing and applying the produced knowledge

O principal objetivo desta pesquisa e analisar o paradoxo existente na relacao entre trabalho e educacao a partir dos documentos referentes ao Programa para Avaliacao Internacional das Competencias dos Adultos – Paica –, da Organizacao para a Cooperacao e Desenvolvimento Economico – OCDE. Pretendemos demonstrar como, historicamente, os organismos multilaterais vem se utilizando de velhas “ferramentas” (programas e/ou propostas pedagogicas) para solucionar novos “problemas” (formacao profissional). Nossa tese e que a educacao de forma geral foi sendo historicamente transformada e minimizada a um conjunto de aptidoes e competencias necessarias exclusivamente a obtencao de um posto de trabalho e que, consequentemente, vem perdendo sua funcao primordial em termos de formacao humana. The new (old) educational paradigm for the 21st century The main objective of this study is to analyze the paradox found in the relationship between work and education based on the documents of the Programa para a Avaliacao Internacional das Competencias dos Adultos [Programme for the International Assessment of Adult Competencies] – PAICA – of the Organization for Economic Co-Operation and Development – OECD. We intend to demonstrate how, historically, the multilateral organizations have been using old “tools” (programs and/or pedagogical proposals) to solve new “problems” (vocational training). Our thesis is that education has been, in general, historically transformed and minimized into a set of aptitudes and skills focused only on getting a job and, consequently, has lost its primary function in terms of human development.
