In complex programs of urban redevelopment recourse to negotiation procedures between PA and private developers emphasizes the role of evaluation, both in terms of the collective advantage and from the point of view of financial feasibility. The purpose of the contribution is twofold: the first is to investigate the role that can be exercised by the evaluation in order to confer efficiency, fairness, transparency and democratic participation in the processes of formation and implementation of strategic programs for urban and metropolitan development characterized by high levels of complexity, the second objective is to provide an integrated assessment model which can fulfill this role properly and adequately support the decision-makers and the public in decision-making ex-ante to an integrated assessment of the “public convenience” and at the same time check whether there are sufficient margins of feasibility and financial sustainability for the private developer to carry out the investment program.

This research study, after having focused on the importance of an airport structure and the opportunities that this could generate especially in the context of the tourist accessibility of an entire area, falls in the case of the airport of the “Tito Minniti” Strait of Reggio Calabria, for some years now the subject of a drastic decrease in turnout and loss of interest from a political point of view. Through a series of analyzes, focused on tourist users coming from the surroundings of the Milanese capital which has the Aeolian Islands as their destination, we will propose an evaluation of scenarios focused on the Milan-Lipari section. The goal is to demonstrate how, among the potential of the airport structure of Reggio Calabria, there is to capture the tourist flows that call at other airports (Naples, Catania and Palermo on all) being able to offer very competitive itineraries both in terms of costs but above all extremely convenient from the point of view of travel time.

The Plan for the City, can be defined more like an operative program than a plan. In his criteria it is possible to identify a systemic, synergistic and sustanaible approach. The approach was that to define a method to integrate the time with economic and social factors, defining a more large concept of sustainability. The path has involved local stakeholders to understand their need, even often conflictual, between public and private, translating them into selection criteria and go on to apath of selection of actions. These actions will follow on iter on Public - Private partnership, three goals: to decrease public costs, to create a new push effect on investments, to encourage the private stakeholder on process of urban transformation.

Reggio Calabria becomes a metropolitan city with the law n ° 135 August 7, 2012. The new local authority must not only be an automatic replacement of the province, but it has to start processes of sustainable development of the territory, through processes and integrated programs in services and infrastructure. The expectations are starting innovative governance, streamlined and efficient and to provide services and infrastructure to the area of high rank through strategic planning and shared. The theme of port system take on strategic importance in a context that is a candidate to be a reference point in the Mediterranean. The port, many times, has been interpreted as a driving force of development, but it has often been conceived only in its technical - functional. The experiences and analysis of efficient port reality show that, for the construction of a port system, an integrated approach is necessary [3] which considers the aspects of social, economic and financial.
