The impact of technological factors on information systems success in the electronic‐government context

Purpose – This study is being conducted in order to investigate the influence of technological factors on up‐stream model of Delone and McLeans IS success dimensions.Design/methodology/approach – Using a survey method, data were gathered from 201 users from four electronic government (EG) agencies in Malaysia. The technological factors were represented by IS competency, IS facilities, IS integration, IS structure and user support. The IS success dimensions used in the study were systems quality, information quality, perceived usefulness, and user satisfaction.Findings – The findings indicate that all the technological factors are significantly correlated with the four IS success dimensions. Further analyses also found that IS competency and IS facilities were the two highest predictors of IS success, followed by IS integration. The Influence of Organizational Factors on Information Systems Success in E-Government Agencies in Malaysia

Information system success continues to be a subject of interest among IS researchers. The literature nevertheless offers limited understanding in regard to organizational factors influencing IS success particularly in public sector organizations. Using perceptual measures, this study aims to investigate the influence of organizational factors on IS success in selected public sector agencies in Malaysia. Data was gathered from 201 users from four central agencies located at the central administration complex in Putrajaya. Based on related studies in the literature, six organizational factors and four IS success dimensions were used in designing the framework for this study. The framework is used to investigate the relationship between the identified organizational factors and IS success dimensions within the scope of the selected e‐government agencies. The organizational factors are top management support, decision‐making structure, management style, managerial IT knowledge, goal alignment, and resources allocation, whereas the IS success dimensions include systems quality, information quality, perceived usefulness, and user satisfaction. The study found that all the organizational factors are significantly correlated with the four IS success dimensions under investigation. Further analyses reveal that goal alignment is the highest predictor of IS success, followed by management style and centralization of decision‐making structure. Least expected was the top management support factor which appear to be the weakest predictor of IS success and its influence on IS success is insignificant. The study concludes that the findings are generally consistent with previous studies. On a specific note related to goal alignment, the public sector agencies can be seen experiencing a similar impact to that of their private counterparts in terms of IS strategy alignment, though they still generally subscribe to the traditional and centralized decision‐making structure.

E‐government application: an integrated model on G2C adoption of online tax

Purpose – The purpose of this paper is to investigate the factors influencing citizens’ intention to use e‐filing in the Malaysian context.Design/methodology/approach – The study used quantitative approach methodology. In total, 500 self‐administered questionnaires were distributed and 411 were found usable for data analysis; 14 hypotheses were formulated and tested.Findings – Perceived ease of use and perceived usefulness, trust of the government, image, compatibility and service quality are found to be significant predictors of citizens’ intention to use e‐filing.Originality/value – An integrated research model of online tax adoption was developed by integrating the technology acceptance model (TAM), diffusion of innovation (DOI), perceived characteristics of innovating (PCI), web trust and perceived risk, web service quality, and political self‐efficacy dimensions.

Investigating corporate intranet effectiveness: a conceptual framework

Instructional Design and E-Learning: Examining Learners' Perspective in Malaysian Institutions of Higher Learning.

Purpose – This study aims to investigate the elements of effective instructional design in an e‐learning environment in selected Malaysian higher learning institutions. In addition, the study also seeks to investigate the e‐learning use behaviour among these e‐learners.Design/methodology/approach – The study used the interview method of data collection to examine the e‐learning systems used at the selected institutions and a questionnaire‐based survey to gather responses from students on their perception of the effectiveness of instructional design elements and their e‐learning use behaviour.Findings – Findings of the study indicate positive perceptions of e‐learning among students in the selected universities. The effect of organizational and individual characteristics on corporate intranet utilizations

Purpose – This paper has the purpose of investigating the effect of organizational and individual characteristics on corporate intranet utilizations measured in terms of utilization modes, utilization for decision support and utilization for knowledge sharing.Design/methodology/approach – The study employed a positivist case study approach conducted at four corporate organizations operating in Malaysia. About 700 questionnaires were administered to intranet users yielding 359 usable responses.Findings – Four organizational characteristics, namely top management support, technical user support, functional integration and social norm, were found to be significantly related to intranet utilization variables. Building consumers' confidence in adopting e-commerce: a Malaysian case

Consumers’ confidence on the online transactions is vital for the continuous growth and development of electronic commerce. In the present study, we experimentally investigate the measures of consumers’ perceived security and privacy over online transactions as well as the perceived trust and reliability of online vendors in order to influence consumers’ overall confidence in e-commerce transactions. On the basis of responses from 163 participants, it is concluded that the major concerns in e-commerce adoption are: security and privacy over online transaction process and trust and reliability of online vendors. In order to be successful in electronic marketplace, the organisations are expected to expend their resources and exert efforts to ensure that consumers’ concerns are adequately addressed.

Examining Information Disclosure Behavior on Social Network Sites Using Protection Motivation Theory, Trust and Risk

This paper reports on an empirical study that investigates the information disclosure behavior on Social Network Sites (SNS) focusing on undergraduate University students as our population. Although much have been reported on the issue of information privacy or privacy leakage on SNS, very few have employed the Protection Motivation Theory (PMT) as a framework to understand SNS user’s behavior related to information disclosure. In this study, the PMT incorporated with trust and risk factor, has revealed that trust on SNS and perceived benefits influenced information disclosure behaviour. Our findings showed that all PMT constructs are significantly related to privacy concern. However, privacy concern and perceived risk were found not related to information disclosure behaviour. Using self-administered questionnaire, 486 undergraduate students from five different universities in Malaysia were involved in this study.

Ethical awareness of computer use among undergraduate students

This study investigates the ethical awareness of computer use among undergraduate computer science students at two public Malaysian universities. One hundred and fifty-nine students were asked to evaluate the code of ethics pertaining to computer ethics. A comparison of undergraduate computer science students between two public universities was done to determine the level of ethical awareness of computer use. Independent Samples t-tests for differences were performed across four distinct groups: university, gender, age, and duration of computer use. The results of the tests conducted indicate that the ethical awareness of computer use of the students differ most significantly on the basis of the university itself. There were minimal differences across gender, age and duration of computer use. This suggests that computer ethics awareness training is needed for university users. The results are discussed and the implications for studies in an educational context are outlined.

Effectiveness of corporate intranet in selected Malaysian companies

This study was undertaken with the purpose of measuring intranet effectiveness in selected Malaysian companies. Defining effectiveness as composite constructs of intranet characteristics, intranet usage and individual performance, the study employed a cross-sectional survey method. A total of 359 users participated in the study. The intranet characteristics namely, task fit, information quality and systems quality are found to be significantly related to intranet usage. Likewise the three intranet variables, namely, usage mode, usage for decision support and usage for knowledge sharing are also found to be significantly related to individual performance measured in terms of task innovation, task productivity and personal sense of accomplishment. Hence, the study had indeed confirmed that intranets users in Malaysian companies have perceived their intranet to be effective.
