Periódicos em ação: um estudo exploratório-bibliométrico na área de Administração, Ciências Contábeis e Turismo

O presente artigo objetiva realizar um estudo bibliometrico de todos os periodicos de Administracao, Ciencias Contabeis e Turismo (nacionais), tendo em vista a apresentacao das disposicoes gerais destes periodicos. Metodologicamente, enquadra-se como uma pesquisa descritiva, estudo bibliometrico, suportado por uma analise documental feito nos sites de todas as Revistas classificadas de A1 a B5 pelo QUALIS/CAPES (Trienio 2009-2011). O processo de analise dos dados se deu por meio das tecnicas de analise de conteudo e analise documental das revistas disponiveis digitalmente. O recorte temporal foi o ano 2012, o tempo medio da pesquisa de campo foi de tres meses, dada a complexidade no compilamento das informacoes. Os dados foram tratados por meio de frequencias e tabelas e suas discussoes ocorreram descritivamente, pois trouxeram a tona diversas informacoes ate entao nao dispostas dessa forma em um trabalho cientifico. Dentre os principais resultados tem-se o despreparo de algumas gestoes editoriais no processo de acompanhamento e execucao das atividades inerentes ao processo editorial. Evidencia-se uma concentracao de periodicos com maior qualificacao nas regioes sul e sudeste. Poucos periodicos de alto impacto na perspectiva nacional, por fim, a existencia de uma massa de producao ainda no campo extravirtual, limitando o acesso ao conhecimento. Com isso conclui-se que a os periodicos devem ser avaliados constantemente quanto as suas insercoes e alcance, bem como a palavra de ordem deve ser publicizacao dos atos e fatos, bem como o proprio sistema de acompanhamento e qualificacao da CAPES cuja periodizacao e um fator limitante.

A EFICÁCIA DAS MEDIDAS DE CONTROLE PARA A MITIGAÇÃO DE RISCOS NO PROCESSO DE PAGAMENTO DE PESSOAL CIVIL NO COMANDO DA AERONAUTICA

Esse artigo analisa a eficacia das medidas de controle adotadas pelo Comando da Aeronautica para a mitigacao de riscos de dano ao Erario no processo de pagamento de pessoal civil. Para tanto identificou os riscos inerentes ao pagamento do pessoal civil, oriundos dos acordaos do TCU emitidos no periodo de 2006 a 2015 contra o Comando da Aeronautica; e verificaram-se as medidas de controle adotadas pelo Comando da Aeronautica para eliminar ou mitigar os riscos encontrados. Trata-se de uma pesquisa descritiva com abordagem qualitativa, que adotou como tecnica de coleta de dados a pesquisa documental e a entrevistas com representantes dos tres orgaos principais do Comando da Aeronautica envolvidos com o processo de pagamento de pessoal: Subdiretoria de Pagamento de Pessoal (SDPP), Diretoria de Administracao de Pessoal (DIRAP) e Subdiretoria de Inativos e Pensionistas (SDIP). Dentre os principais resultados, tem-se que a avaliacao de risco de pagamento de pessoal civil, destacam-se: nao pagamento proporcional das gratificacoes da pensao civil, desvio de recursos de pensionistas falecidos, pensao civil ilegal a menor sob guarda, inobservância da paridade dos beneficios na pensao civil com a remuneracao do cargo efetivo do falecido, reajustes pagos indevidamente, averbacao ilegal de tempo de servico, pensao civil ilegal a filho maior ocupante de cargo publico e acumulo ilegal de proventos/pensoes ou cargos publicos. Por fim, avalia-se que o processo de pagamento de pessoal do Comando da Aeronautica e eficaz na medida em que tem sido adotadas medidas de controle que possibilitam a deteccao dos riscos encontrados nos acordaos do TCU no periodo investigado.

CONTROLE INTERNO NO RIO GRANDE DO NORTE: UM ESTUDO NA VISÃO DOS CONTROLLERS MUNICIPAIS

Este artigo identifica a percepcao dos controladores internos municipais que atuam nos municipios do Estado do Rio Grande do Norte acerca das suas praticas administrativas. Trata-se de uma pesquisa descritiva com abordagem quantitativa com uma amostra de 36 municipios. Para tratar os dados adotou-se a Analise Exploratoria de Dados (AED). Dentre os resultados, varios fatores explicam a percepcao dos controladores internos municipais quanto aos aspectos contabeis, de eficiencia, controle do ponto de vista do planejamento e controle como forma de assinalar erros. Entre eles, destacamos a falta de membros suficiente para o desempenho das atividades, nao compreensao e interesse por parte dos gestores municipais e demais atores e o nao cumprimento das orientacoes e solicitacoes realizadas pelo controle interno municipal. Conclui-se que essas dificuldades acabam corroborando para o enfraquecimento do ‘controle’ nos municipios, impedindo um desempenho satisfatorio do controle municipal.

CONFLITO TRABALHO-FAMÍLIA: A INTERAÇÃO DE PAPÉIS NA VISÃO DE SECRETÁRIOS EXECUTIVOS

This research aimed to understand how is the conflict in the work-family and executive secretaries interaction. It is a qualitative research and data were collected through semi-structured interview technique applied to 20 executive secretaries, servants of a Federal Institution of Higher Education. For data understanding and interpretation, we used the content technique analysis. The results have identified the existence of a conflict in the interaction. The time conflict has emerged as the largest generator of work; overload, relationship and stress as a conflict of elements common to both areas; health problems and stress as major implications for labor disputes; demotivation, low income and lack of concentration as main implications of family conflicts. The balance appeared as the most used strategy to minimize the work-family conflict. It concludes that work and family are essential and complementary in human life; they help themselves and contradict each other, but the relationship is paramount in how the individual sees and manages conflicts from this relationship.

Interação trabalho e família: o enriquecimento como implicação da acumulação de papéis

This article aims at understand up how the interaction can promote work-family enrichment in the roles developed by the Executive Secretaries of a public university. The approach used was the qualitative analysis research and data collection technique employed a semi-structured interview, applied to twenty executive secretaries, employed at the public universities. For the data interpretation, we used the technique of content analysis. The analytical results identified the existence of enrichment in this interaction. The learning opportunity to was mentioned as one of the most enriching element of the work, besides the family values as family enriching element. The family support and experience emerged as enrichment phenomena common to both domains. Regarding the implications of work-family interaction, the most perceived implications by respondents were: increased knowledge and skills, material and psychological benefits, improved quality of life and personal and professional fulfillment. The conclusion is that one should not emphasize the negative side of the work-family interaction if there are favorable resources to enrich this relationship. One should also value the positive side of the interaction to seek a balance between the demands of work and the ones of family is equally important, since the participation of Secretaries in family and work roles proved to be necessary and challenging and it can provide enrichment to the executive secretary roles in their work place.

Compras públicas no âmbito do sistema de pregão: um estudo com funcionários públicos

This article aims to show the critical view of the trading session, especially in electronic form, emphasizing the laws and ordinances in place to give speed to purchases of goods and services in the public sector are good for the public administration. Methodologically it was a descriptive exploratory study aimed to collect data for the subject matter to characterize a specific positioning of the application process that involves the trading session. Focused on the description of the perception of auctioneers on the challenges encountered during the course of the bidding process. The research approach was quantitative with the universe of 250 criers, and returns 48 answers to the questionnaire. The application was made by e-mail, which was sent in digital format a Google docs link, being applied between November 4, 2014 to December 10, 2014. The main results were, in the first block, the vast majority from the permanent staff in the office, i.e., gazetted and participation in the support team also had a considerable percentage, which generates more responsibility in conducting the proceedings. In the second block, the result observed around the auctioneers vision in implementing the trading modality generated positive results observing the general context of the questions. We conclude that the method in question considerably modifies the way to get quickly without hurting the Constitutional Principles. Given the importance of trading mode within the public administration, there is the herald of the figure as an ally to the success of Trading, because he is the actor who moves the whole system surrounding the bidding process.

ANÁLISE DA INOVAÇÃO EM PROCESSOS: UM ESTUDO SOBRE AS PANIFICADORAS DE PEQUENO PORTE

O paper objetivou analisar a inovacao em processos no setor de panificacao das empresas de pequeno porte atendidas pelo Programa ALI (Agentes Locais de Inovacao) na cidade de Natal-RN, delimitando-se nas quatro regioes (sul, norte, leste e oeste), e com isso, realizando estudos comparativos acerca da mensuracao do grau de inovacao em processos deste segmento. A metodologia foi exploratoria descritiva, tracando o perfil dos empresarios, utilizando-se do Radar da Inovacao para identificar a media do setor em inovacao, e direcionando-se os questionamentos para dimensao processos, alem do uso da mensuracao do processo de inovacao nas fases de levantamento, selecao, definicao de recursos, implementacao e aprendizagem. Os resultados apresentaram na Dimensao processos do radar da inovacao, a regiao leste, obtendo os melhores indices nos itens pesquisados. Conclui-se que as panificadoras atendidas pelo Programa ALI, estao descobrindo-se ainda sobre o tema inovacao. As regioes leste e sul encontram-se em um nivel mais perceptivel de desenvolvimento sobre o tema, e as regioes norte e oeste ainda carecem de maior aprimoramento em seus processos.

Inveja em Organizações Públicas: reflexões introdutórias

This paper aimed to reflect on the feeling of envy in the universe of public administration. The discussions dealt about how envy can be understood by public managers in a management perspective, specifically about its causes and consequences in the organizational field. It is noticed that the impacts of envy can affect the effectiveness of public institutions, and at the same time, it can be an element of human behavior monitored and analyzed by the managers. It is noted that the sentiment in the screen is treated in the sphere of psychology and in the context of private organizations, the approaching with the characteristics of public organizations is still incipient, however necessary, since like other human feelings, the envy is inherent to their human relations and organizational. It is concluded that works should emerge that bring together relations among the consequences of envy at work of public organizations and their management possibilities, being this a path to improving practices of people management.

Avaliação da Implementação do Programa Educacional de Resistência às Drogas e à Violência no Estado do Rio Grande do Norte

This research aimed to evaluate the management of the implementation of the Programme of Drug Resistance and Violence - PROERD in the stateof Rio Grande do Norte. The methodology used in the study was exploratory, descriptive and a case study, supported by the qualitative approach.Semi-structured interviews were conducted with managers responsible for PROERD. The instrument was based on the theoretical model of Draibe (2001).Among the key findings is that the program needs more investment in staff and educational materials as well as transportation equipment, staff training,investments aimed at publicizing the program, staff training, adoption of practices for monitoring, planning and evaluation their impacts. We conclude that thestate government has no plan as PROERD State, the program requires the creation of a communication plan, which allows interaction with all the media andsociety.

Plano de Fortalecimento da Gestão do Turismo (PFGT): uma avaliação ex ante no município de Nísia Floresta (RN)

Currently, the Plano de Desenvolvimento do Turismo (Prodetur) is trying to strength institutionally the tourism destinations in order to ensure the expansion and continuation of structural improvements already made when the first phase of the government, while the municipalities provide a more efficient public management, in which municipalities should consider tourism as the linchpin in the formulation and management of municipal public policies focusing on local development. Then, the Prodetur launched in Rio Grande do Norte, the Plan for Strengthening Administration of Tourism, Natural and Cultural Heritage in 2009. The research aims to evaluate at the form ex ante, the feasibility of implementing that plan in the city government of Nisia Floresta (RN). Adopted were the six dimensions of the theoretical model Draibe (2001) combined with the model of Neves (1996) to conduct the research. Methodologically, we chose a qualitative approach, where we document reviews how the strategic diagnosis, the proposed plan of action and semi-structured interviews with some municipal secretaries. It used content analysis as a technique for treatment of the contents of the interviews and observations were made for non-participants. Thus it was possible to draw evaluative research, characterizing the current political and administrative time and how this design could interfere with the implementation of the plan assessed. We conclude that the City does not have sufficient institutional conditions for implementing the Governmental Plan funded with federal funds.
