In order to eliminate the main problems of clean water shortage and fine aggregate in the low land areas and the distant islands, it is purpose to utilized the sea water, marine sand and Portland composite cement to produce the high performance Self-Compacting Concrete (SCC), where Portland composite cement containing of fly ash. The evaluation result on the mix design, workability (slump flow, segregation), mechanical properties (compressive strength-static modulus) and hydration process of SCC were discussed.

The research aimed to determine exhaust emission and speed of the truck when moving. Measurements were made using a mobile emission analyzer that absorbed emission from truck exhaust. Data collection was done by putting mobile emission analyzer on the right side of the vehicle which absorbs 5 emissions of approximately 5 minutes. The relationship of exhaust emission and speed uses the polynomial model of the average value of exhaust emission and speed. The reliability of mobile emission analyzer uses the multiplier factor to solve the data difference between mobile emission analyzer and Bosowa equipment. The results of research indicate emission of CO2, NOx, Smoke, CO, and HC forming driving cycle pattern. This pattern shows the pattern follows parabola tendency. Emission on damaged road is higher than good road although the emission values are not much different. However, the value of emission of Smoke is relatively equal in both road conditions.

Project funding becomes the main problem in the evaluation of pavement conditions using mechanical tools. It is due to the price of these tools is quite expensive, added to that one type of tool only measures one particular condition. visual inspection method is a good solution to sort out the problems because it is quite practical, simple and efficient. However, there is a weakness in evaluating the damage of roads visually. The visual assessment method is highly subjective, depending on the assessor. Considering the weakness of the road damage assessment method visually, it is necessary to create an algorithm or a method in detecting and calculating the amount of the road damages quickly and precisely. This research offers the use of digital camera to detect the damages of the roads. The first step of the algorithm process is done by taking pictures using digital camera, so that it is resulting digital images to be processed. The result will give information about the types of road damages and the damage value of the road as well as monitoring the structural strength of the road material (core drill test) and the influence of traffic load on the damage road
