Municipal Solid Waste Management in Malaysia: An Insight Towards Sustainability

Malaysia is one of the most successful developing countries in term of economic growth and stable politic conditions. Rapid economic transition and increasing of urban population will reflect the escalation of solid waste generation. In fact, it has become a threatened to human habitat nowadays as well as one of the critical challenges in sustainable development. Municipal solid waste management in Malaysia has experiencing a transition since 1960 until official solid waste management legislation is fully implemented in 2011. This transition shows the Malaysian government is committed to strive towards effective municipal solid waste management. The objective of this concept paper is to give an insight towards sustainable municipal solid waste management in Malaysia through brief discussion of municipal solid waste definition, characteristic, practices and policies.

Good governance in national solid waste management policy (NSWMP) implementation: A case study of Malaysia

The National Solid Waste Management Policy (NSWMP) was introduced in 2007 under the Act 672. The execution of NSWMP involves stakeholders from various government agencies and a collaboration with the private sectors. Despite the initiatives taken by the stakeholders, the objectives of NSWMP failed to materialise. One of the major constraints is weak governance among stakeholders with regards to the NSWMP implementation. This paper will explore the good governance practices implemented by the stakeholders. Identifying the current good governance practices implemented by the stakeholders is crucial as it will serve as a guideline to improve good governance practice in the future. An exploratory research approach is applied in this study through in-depth interviews with several government agencies and concessionaires involved in the NSWMP implementation. A total of six respondents took part in this study. The findings of this study show that there are several good governance practices implemented in policy promotion, participation of stakeholders, and capacity enhancement programme for the staff. This study also proposed some points on good governance practices in the context of policy promotion and staff development. A paradigm shift by the stakeholders is imperative so as to enhance the good governance practice in NSWMP implementation towards an efficient solid waste management in Malaysia.The National Solid Waste Management Policy (NSWMP) was introduced in 2007 under the Act 672. The constraints of good governance practice in national solid waste management policy (NSWMP) implementation: A case study of Malaysia

Nowadays, international donors have emphasised on the adoption of good governance practices in solid waste management which include policy implementation. In Malaysia, the National Solid Waste Management Policy (NSWMP) was introduced as the main guideline for its solid waste management and the Malaysian government has adopted good governance practice in the NSMWP implementation. However, the good governance practices implemented by the Malaysian government encountered several challenges. This study was conducted to explore the good governance constraints experienced by stakeholders in the NSWMP implementation. An exploratory research approach is applied in this study through in-depth interviews with several government agencies and concessionaires that involved in the NSWMP implementation in Malaysia. A total of six respondents took part in this study. The findings revealed three main good governance constraints in the NSWMP implementation, namely inadequate fund, poor staff’s competency, and ambiguity of policy implementation system. Moreover, this study also disclosed that the main constraint influenced the other constraints. Housing decision making methods for initiation development phase process

Late delivery and sick housing project problems were attributed to poor decision making. These problems are the string of housing developer that prefers to create their own approach based on their experiences and expertise with the simplest approach by just applying the obtainable standards and rules in decision making. This paper seeks to identify the decision making methods for housing development at the initiation phase in Malaysia. The research involved Delphi method by using questionnaire survey which involved 50 numbers of developers as samples for the primary stage of collect data. However, only 34 developers contributed to the second stage of the information gathering process. At the last stage, only 12 developers were left for the final data collection process. Finding affirms that Malaysian developers prefer to make their investment decisions based on simple interpolation of historical data and using simple statistical or mathematical techniques in producing the required reports. It was suggested that they seemed to skip several important decision-making functions at the primary development stage. These shortcomings were mainly due to time and financial constraints and the lack of statistical or mathematical expertise among the professional and management groups in the developer organisations.

Sustainable Development At Malaysian Local Governments : Staff's Awareness & Constraints

Sustainable development is for the economical, societal and environmental sustainability for humankind to develop built environment. There are a lots of ways sustainability elements can be incorporated in services at local governments. Hence, capable staffs at local government are much needed. Importantly sustainability represents the link between society and built environment professionals. However, those links still unclear where built environment are still being developed in an unsustainable way and staff at local governments as well as society still unaware with the concept of sustainability. This gives huge impact to our environment and also human health. This paper focuses at the role of the Local Governments and how the staff play their roles towards sustainable development. This study involved interviews with 14 officers from 14 different Local Governments offices. The result shows that Local Governments‟ staffs need better understanding and awareness in acquiring and disseminating knowledge on sustainability. This study is to contribute to the enrichment of the role of Local Governments in the planning approval for sustainable development.

Sustainable development has become an important aspect of the construction industries. There are many ways sustainability elements can be incorporated in the design, construction, operation and deconstruction of a building. Importantly sustainability represents the link between society and built environment professionals. In relation to that, this study involves a look at the stakeholders outlook and interaction with sustainability. In this study, the focus will be aimed on the role of the Local Governments and how the perception of the stakeholders. Therefore, this study intend to look into the sustainable development and better understanding the strength and weaknesses and other relevant factors that promote or hinder the Sustainable Development. This study is to contribute to the enrichment of knowledge on the role of Local Governments in Sustainable Development. Therefore, this research seeks to find out whether sustainable development is being practiced and seeks to find out what is happening with respect to issues of what, how and why things are being done with the development of Sustainable Development globally and in Malaysia in general.
