A guideline for strategic capabilities enhancement to support sustainable facility management practices

Facility managers can have a major influence on the sustainability agenda through operational and strategic management functions during the post construction phase. Sustainable practices in facility management can bring substantial benefits such as reducing energy consumption and waste, while increasing productivity, financial return and corporate standing in the community. Facility manager should be empowered with the necessary knowledge and capabilities at the forefront in facing sustainability challenge. Despite the potential, facility management practices have yet to embed sustainability ideas holistically. The lack of capabilities and skills and the existing knowledge gaps are believed to be among the barriers. Capabilities are vital to foster the competency of an organisation. To support sustainable practices, facility managers need to be empowered with the necessary knowledge, capabilities and skills. This paper aims to develop a guidelines for strategic capabilities to support sustainability in facility management practice. Starting with a total of 10 critical strategic capabilities factors identified from previous questionnaire survey, the authors conducted an interview with 7 experts in facility management to assess the perceived importance of these factors. The findings reveal a set of guidelines for the enhancement of strategic capabilities among facility managers by providing what can be done to acquire these factors and how it can support the application of sustainability in their practice. The findings of this paper are expected to form the basis of a mechanism framework developed to equip facility managers with the right knowledge, to continue education and training and to develop new mind-sets to enhance the implementation of sustainability measures in FM practices.Facility managers can have a major influence on the sustainability agenda through operational and strategic management functions during the post construction phase. Good governance in national solid waste management policy (NSWMP) implementation: A case study of Malaysia

The National Solid Waste Management Policy (NSWMP) was introduced in 2007 under the Act 672. The execution of NSWMP involves stakeholders from various government agencies and a collaboration with the private sectors. Despite the initiatives taken by the stakeholders, the objectives of NSWMP failed to materialise. One of the major constraints is weak governance among stakeholders with regards to the NSWMP implementation. This paper will explore the good governance practices implemented by the stakeholders. Identifying the current good governance practices implemented by the stakeholders is crucial as it will serve as a guideline to improve good governance practice in the future. An exploratory research approach is applied in this study through in-depth interviews with several government agencies and concessionaires involved in the NSWMP implementation. A total of six respondents took part in this study. The findings of this study show that there are several good governance practices implemented in policy promotion, participation of stakeholders, and capacity enhancement programme for the staff. This study also proposed some points on good governance practices in the context of policy promotion and staff development. The constraints of good governance practice in national solid waste management policy (NSWMP) implementation: A case study of Malaysia

Nowadays, international donors have emphasised on the adoption of good governance practices in solid waste management which include policy implementation. In Malaysia, the National Solid Waste Management Policy (NSWMP) was introduced as the main guideline for its solid waste management and the Malaysian government has adopted good governance practice in the NSMWP implementation. However, the good governance practices implemented by the Malaysian government encountered several challenges. This study was conducted to explore the good governance constraints experienced by stakeholders in the NSWMP implementation. An exploratory research approach is applied in this study through in-depth interviews with several government agencies and concessionaires that involved in the NSWMP implementation in Malaysia. A total of six respondents took part in this study. The findings revealed three main good governance constraints in the NSWMP implementation, namely inadequate fund, poor staff’s competency, and ambiguity of policy implementation system. Moreover, this study also disclosed that the main constraint influenced the other constraints. DETERMINING BARRIERS IN SUSTAINABLE REFURBISHMENT PROJECTS: COMMERCIAL BUILDING OWNER PERSPECTIVES

Existing commercial buildings in Malaysia account for one third of the total electricity consumption. They present a great opportunity for refurbishment to reduce carbon dioxide. However, sustainably refurbished commercial buildings that is Green Building Index (GBI) certified is still low. This study aims to investigate barriers that impede commercial building owners to implement sustainable refurbishment and explore ways to increase numbers of sustainable refurbishment implementation. Qualitative data were collected through semistructured interviews. The respondents were commercial building owners’ representative, who were mainly building managers. The findings indicated that higher cost of sustainable refurbishment than conventional method and lacking of sustainability awareness among Malaysian were the main barriers of sustainable refurbishment. This study will be useful in helping building owners and developers to enhance economic, social and environmental benefits of sustainable refurbishment.

Impacts of flood on children and adults’ health and ways to sustainable development

One of the events that will remain fresh in the minds of Kelantanese is the 2014 massive flood that occurred at the end of that year. Heavy rains fell initiating vast flooding in most areas of Kelantan leading to great destruction of livelihood of local communities. Natural hazard such as floods are not only caused by natural processes but also by human activities. The flood recorded severe fatalities, injuries and exposed many vulnerable to diseases. This paper through critical review of literature considered the long-term impact of floods on humans health as the effects could meaningfully contribute to the worldwide burden of disease. Also, its outcomes are relentless hence need to be adequately comprehended and addressed through sustainability. This study revealed vulnerability to flood inclined ailments as psychological distress in the survivors is liable for a quota of all physical ailments. Hence, sustainable approach to flood preparedness and prevention is instantly needed. Accolades should be given to the Malaysian government for taken bold steps in that direction in recent time but success will be achieved if implementation is in compliance with sustainability agenda spelt in the New Sendai Framework for Disaster Risk Reduction 2015-2030.

Sustainable development has become an important aspect of the construction industries. There are many ways sustainability elements can be incorporated in the design, construction, operation and deconstruction of a building. Importantly sustainability represents the link between society and built environment professionals. In relation to that, this study involves a look at the stakeholders outlook and interaction with sustainability. In this study, the focus will be aimed on the role of the Local Governments and how the perception of the stakeholders. Therefore, this study intend to look into the sustainable development and better understanding the strength and weaknesses and other relevant factors that promote or hinder the Sustainable Development. This study is to contribute to the enrichment of knowledge on the role of Local Governments in Sustainable Development. Therefore, this research seeks to find out whether sustainable development is being practiced and seeks to find out what is happening with respect to issues of what, how and why things are being done with the development of Sustainable Development globally and in Malaysia in general.

Preliminary Qualitative Findings: Challenges in Large Infrastructure Projects Towards Development of Innovative Performance Measurement

Performance measurement system to assess development of large infrastructure project has developed due to the unachieved of high design and technical requirements, excessive cost investments and lack of competent human resources and managerial capabilities. Growing numbers of discrepant of interest among key participants has also led to conflicts, blame cultures, and mismatches of objectives that have been found to be contributory factors to poor project performance. Although, several approaches have been determined, the challenges in terms of time, cost, and quality (objective measures) are still arguable. Further exploration requires the inclusion of additional challenges in delivering large infrastructure projects, particularly in relation to subjective measures, such as safety, relationship, satisfaction, social and environmental aspects. Owing to this limitation, preliminary findings of identification challenges in large infrastructure projects are vital to fulfill the current needs in the development of innovative performance measurement. The research adheres to by reviewing relevant literature and evaluating expert insights on the research topic. The results of the research would provide qualitative evidence in support of the notion that appropriate and comprehensive performance measurement to improve project outcome. This study may also encourage key stakeholders mainly involved in infrastructure projects to increase their attention on possible challenges to achieve project objectives and requirements in the development of a large project, and helps to the achievement of government transformation programme (GTP).
