Doing Ethnographical Research on Transnationalism

Abstract The discourse on globalization, cosmopolitanism and transnationalism has fuelled the discussion on methodological approaches to the study of transborder and global processes. In the field of transnational studies, George Marcuss proposal of a multi-sited ethnography (MSE) is one of the most frequently adopted approaches. The discussion and critique of MSE in this article reveal partly different theoretical and methodological premises of transnational studies along two dimensions. On the basis of the experiences of four doctoral students applying ethnographical strategies, ambivalences of ethnographical research on transnational processes are explored and identified. It is argued that a transnational imaginary has to be developed, which is not a methodological prescription for conducting transnational ethnographic research, but rather guidance in a complex terrain of transnational interconnections.

Ironie als Instrument der "Wahrheitsfindung"

Zusammenfassung In Strafverfahren finden sich auffällig viele ironische Äußerungen. In einer konversationsanalytischen Rekonstruktion dieser Passagen werden die für Ironie typische Beteiligtenstruktur und Sequentialität herausgearbeitet. Dies wiederum eröffnet Perspektiven einerseits auf ein genuin soziologisches Verständnis der Ironie, zum anderen auf die besonderen Funktionen von ironischen Äußerungen im spezifischen Verfahrenskontext. Ironie dient danach als Instrument für Verständigung und Ausgrenzung gleichermaßen; sie erleichtert die Ausbildung eines für das betreffende Verfahren relevanten kollektiven Gedächtnisses und hilft überdies die Ernsthaftigkeit des Verfahrens zu sichern.

Gekonnte Strenge im Sozialstaat Praktiken der (Nicht-)Sanktionierung in Jobcentern / Skillful severity in the welfare state Practices of (not) applying sanctions in jobcentres

Zusammenfassung Empfänger von Arbeitslosengeld II sind nach dem Sozialgesetzbuch II durch Leistungskürzungen zu sanktionieren, wenn sie ihre Pflichten verletzen. Ob Sanktionen ihr Ziel erreichen, ist aber ebenso ungeklärt, wie die Frage, wie die Sanktionierungspraxis konkret aussieht. In diesem Aufsatz wird aus einer Untersuchung über Gesprächspraktiken in Jobcentern berichtet. Wie sich zeigt, besteht die Kunst der Sanktionierung nicht in ihrer Anwendung, sondern in ihrer gekonnten Vermeidung. Abstract According to Book II of the German Social Welfare Code (Sozialgesetzbuch II), recipients of the unemployment benefit II (Arbeitslosengeld II) are to be penalized with benefit reductions if they are in breach of their obligations. It is not yet clear, however, whether sanctions achieve their goal, or what form the actual practice of applying sanctions takes. This essay reports some of the findings of an investigation into practices of talk-in-interaction in jobcentres. It becomes evident that the art of imposing sanctions consists not in actually applying them but in skilfully avoiding them.

Sozialpädagogik und Organisationspädagogik

Social work and organizational studies are connected by a particularly close relationship. The history of social work can be described as a series of different stages of confrontation with its own organisational constitution. This development continues over time up to the current concept of professionalism, rooted in organisational studies and localised at the intersection between social work and organisational studies. Examples of empirical research are also presented at this intersection, some of which already go beyond the usual disciplinary and occupational limits of social work or pedagogical fields of practice. The following hypothesis is put forward: Social work and organisational studies can act as reference points for one another, for example each serving as benchmarks for focusing and reflecting on the other discipline.

Inter- und Transnationalität als Gegenstand der Organisationspädagogik

As the European nation states became established in the nineteenth century, international comparison became a central medium for pedagogical research. In the present day, internationally comparative research in the field has been shaped by large-scale school comparison studies such as PISA or TIMMS, studies carried out within European programmes, or OECD reports. Though these studies have frequently been explicitly aimed at comparing organisations (i.e. schools and school administration bodies), they have rarely been reflected upon from the point of view of organisational studies. As the field of transnational studies develops at the start of the 21st century, a new question arising is whether studies of this kind are subject to methodological nationalism by naturalising the national in these comparisons. More recent approaches indicate accordingly that pedagogical organisations should not be seen as national representatives. Therefore, the first step is to study transferred and transnational knowledge and mobile organisational processes from a transnational point of view before asking in a second step whether and how national features are produced in this process.

Der PC als „Partner“ im institutionellen Gespräch / The Computer as a “Partner” in Institutional Talk

Zusammenfassung Für kompetente Mitglieder der Gesellschaft ist die Inkorporierung von Technologien in alltägliche Handlungsvollzüge etwas Selbstverständliches. Die Arbeit „mit“ der Technologie wird routinemäßig erledigt und nur in seltenen Fällen thematisiert. Als Konversationsanalytiker interessiert uns, worin diese Arbeit besteht und welche systematischen Prozeduren bei ihr zur Anwendung gelangen. Auf der Basis von 52 (Beratungs-) Gesprächen, die in Jobcentern als Tondokument aufgezeichnet wurden, können wir zeigen, dass neben der Arbeit „mit“ dem PC Interaktionsarbeit anfällt, wenn sich die Teilnehmer in Gesprächen auf den PC beziehen, und, dass es verschiedene Variationen dieser Orientierung am Computer gibt. Manchmal wird der PC in den Hintergrund der Interaktion verschoben und erhält nur minimale Aufmerksamkeit, während sich die Vertreter des Jobcenters und ihre Klienten deutlich aneinander als Personen orientieren. In anderen Fällen entscheiden sich die Vertreter der Institution dafür, den PC gewissermaßen zu „animieren“, indem sie ihm z. B. Fragen stellen. In einer weiteren Variante wenden sich die Vertreter der Institution ausschließlich dem PC zu, während die Klienten in der Warteschleife gehalten werden. Auch Fälle einer aktiven Neutralisierung des PC lassen sich finden. Kompetente Gesellschaftsmitglieder beziehen sich also nicht nur auf Gegenstände (Computer) und zeigen sich diese wechselseitig an, sondern bedienen sich auch unterschiedlicher Modalitäten, um diese Gegenstände in die soziale Welt ihrer Begegnung einzuführen, wodurch sich der Charakter ihrer Begegnung fundamental verändern kann. Summary The incorporation of technologies in everyday activities is far from difficult for participants who are, in an ethnomethodological sense, competent members of society. Working “with” technology is a routine engagement. As conversation analysts we are interested in the systematic procedures which participants employ to make technological objects like computers part of an encounter and its social universe. The analysis of 52 (audio-taped) face-to-face consultations in what are termed Job Centers (public employment agencies in Germany) allows us to demonstrate the extent of interactional work that is to be completed if participants (have to) include the computer and work “with” it. Within our data, a variety of orientations toward the computer are evident. Sometimes the computer is moved to the background of the encounter and is given only minimal attention while Job Center official and client are clearly oriented toward each other as people. Conversely, the official may choose to involve the computer by asking it questions. In another variation of computer-aided consultation, the official devotes his or her attention to the computer exclusively while the client is effectively placed “on hold”. We also found cases in which the computer was actively neutralized by participants. Competent members of society not only orient themselves toward objects (e,g, computers) and display this orientation to one another, but also employ a variety of modalities to integrate these objects into the social world of their encounter. This may fundamentally change the character of an encounter.

Über Natürlichkeit, logische Buchhaltung und die Grenzen der Aussagepsychologie

Wir werden im Folgenden einige Fundstucke prasentieren, die sich am Rande unserer Forschungsarbeit angesammelt haben und die in methodischer und methodologischer Hinsicht moglicherweise von Interesse sein konnten. Obwohl diese Findlinge — ubrigens zunachst auch fur uns selbst — ein wenig unvermittelt nebeneinander zu stehen scheinen, verweisen sie doch auf eine gemeinsame Grundproblematik: die Reflexivitat sozialer Szenen. Diese besteht kurz gesagt darin, das die gesellschaftlichen Akteure von sich aus fur ihre Beobachtbarkeit, Verstehbarkeit und Nachvollziehbarkeit ihres Tuns sorgen. Sie tun dies auf dem Hintergrund und unter Bezugnahme auf die gegebenen praktischen Bedingungen in der jeweiligen Handlungssituation. Wenn sich aber gesellschaftliche Wirklichkeit erst im alltaglich-praktischen Handeln „verwirklicht“ (bzw. verwirklicht wird), dann kann man weder bei der Erhebung noch bei der Analyse sozialer Daten von deren lokalen Produktionsbedingungen abstrahieren. Wer versaumt, sich bei der Datenerhebung und Analyse auf diesen Umstand einzustellen bzw. ihn eben durch die Art und Weise seines methodischen Vorgehens ausklammert, der riskiert unweigerlich „Fehler in der logischen Buchhaltung“. Untersuchungen, die von einem aussagepsychologischen Verstandnis von Glaubwurdigkeit, aber auch von Gerichtskommunikation generell ausgehen, geraten unserer Meinung nach besonders leicht in die Gefahr, aufgrund fehlerhafter logischer Buchhaltung ihren Gegenstand und seine Besonderheit zu verfehlen.

Zusammenfassung Bei Zeugenbelehrungen in Strafverfahren geht es nicht nur darum, Zeugen über ihre Rechte und Pflichten zu informieren. Bei der Zeugenbelehrung handelt sich darüber hinaus um ein interaktives Format, dem eine besondere Rolle bei der Etablierung des Aktivitätstyps Zeugenaussage zukommt, für das auch besondere interaktive Regeln gelten. Die konversationsanalytische Studie zeigt u.a., wie die Figur einer allgemeinen, noch nicht persönlich gemeinten Skepsis konstituiert wird und wie Zeugen die außeralltägliche Leistung, vor Gericht eine Aussage zu machen, nahegebracht wird. Von besonderer Bedeutung ist hierbei die sequentielle Position der Zeugenbelehrung und die Verpflichtung, ohne Ausnahme alle Zeugen zu belehren. Summary The instructions given to witnesses in German criminal court do not only specify rights and duties, but also need to be considered as formal interactive introductions to a specific activity type, namely giving evidence with its own set of institutional interactive rules. These concern the investigative stance in court and the specific task of giving evidence. The sequencing of these instructions and the instructing of all witnesses without exception are of special importance.
