Alte Menschen mit Migrationshintergrund

Ein Handbuch uber Alter und Soziale Arbeit, das vor 30 Jahren in Deutschland erschienen ware, hatte wohl kaum einen Beitrag uber alte Menschen mit Migrationshintergrund enthalten. Heute erscheint es dagegen selbstverstandlich: Interkulturelle Altenheime und Wohngruppen, Soziale Dienste und Bildungsangebote sowie Gesundheitsforderung fur diese Altersgruppe werden zukunftig zum selbstverstandlichen Repertoire einer sozialen Infrastruktur nahezu jeder Kommune gehoren mussen. Zudem ist mit dem Begriff Migration eine zentrale soziale Dynamik und Struktur moderner Gesellschaften benannt, die keineswegs von dem Alter als Lebensphase und sozialen Prozessen abgeschottet sind.

Child and youth welfare in globalized societies: Migration in child and youth care – a transnational curriculum for social work courses

Child and youth welfare has become an international issue during the last two centuries: cross-national exchanges of knowledge, models, and programs, but also competition and conflicts between nation states, have led to an increasingly international perspective on the conditions in which children and young people grow up and on the social services that assist these populations. Since the 1920s when the first international social work associations were developed (cf. the establishment of the IASSW in 1928), social work practitioners, academics, and politicians have worked together not only to identify similarities and differences, but also to develop a joint international research and practice agenda (Chambon, Johnstone, & Köngeter, 2014). Economic globalization and a growing awareness of social problems have intensified the rate of knowledge production regarding child and youth welfare throughout the world. Today, concerns about childhood and adolescence are seen as an international matter, and childhood and adolescence themselves as a generative core of social policy, not only within national welfare systems, but also beyond. Initiatives such as the Better Care Network (http:// www.bettercarenetwork.org/bcn/) or the International Child and Youth Care Network (http://www.cyc-net.org) are examples of this development. Against this background, the EU Tempus project TACHYwe (Transnational Academic Carees in Child and Youth Welfare) aims at developing a curriculum on international child and youth welfare that helps future professionals to take full advantage of the transnational knowledge production in child and youth welfare. As well, it prepares practitioners to identify the pitfalls of a global standardization of social work with children and youth. The TACHYwe consortium consists of ten universities and research institutions: four from inside the EU, four from Israel, and two from Russia. With this report, we as coordinators of this project make a case for a transnational perspective on knowledge production. Debates on the internationalization of social work education oscillate between a universalistic approach that emphasizes the importance of global standards and a relativistic standpoint that brings forward the uniqueness of norms and values in societies (Healy, 2007). The suggested transnational perspective aims to avoid the hotly debated opposition between universalism and relativism in social work practice, and suggests focusing on the ongoing translation of knowledge between different social worlds (Köngeter, 2014). Fördern und Fordern — Sozialpädagogische Herausforderungen im Jugendalter angesichts sozialpolitischer Umstrukturierungen

Es ist ein Gluck, dass die Formel vom Fordern und Fordern nicht mehr jeden Tag in den Zeitungen zu lesen ist. Auch auf den entsprechenden Fachtagungen ist inzwischen ein wenig Ruhe eingekehrt. Das padagogische Programm, das mit dieser Formel verbunden wurde, ist hinlanglich kritisiert und es ist gezeigt worden, dass zwar gefordert, aber nicht entsprechend gefordert wird (vgl. bspw. Galuske 2005; Trube 2003). Doch leider ist das Thema mit dieser Programm-kritik nicht aus der Welt. Im Gegenteil: Jenseits der programmatischen Ebene gilt es nun zu analysieren, welche sozialpadagogischen Herausforderungen sich mit den sozialpolitischen Umstrukturierungen in der Arbeitsmarkt- und Bildungspolitik fur Jugendliche und junge Erwachsene ergeben haben. Deutlich wird, dass sich sozialpolitische Verschiebungen andeuten, die die Ubergangsstrukturen in Beschaftigung sowie das Verhaltnis von Jugend und Arbeit grundsatzlich verandern.

Traps in transition – a biographical approach to forms of collaboration between youth welfare services and employment promotion agencies

Changes in European and German social and labour market policies have particular consequences for the transition into adulthood of disadvantaged young people. This paper discusses these effects, especially as they impinge upon those who, as a result of such changes, leave social care earlier than planned. In so doing, they often come under the provisions of the employment promotion system, which provides insufficient support for them in light of their difficult life circumstances. By employing autobiographical narratives and reconstructions, the consequences of these sociopolitical changes are described in detail. Three typical ‘‘trap situations’’ are created under such conditions for young adults and their educational facilitators. These will be explained with reference to case studies.

The intersection of social protection and mobilities: a move towards a ‘Practical Utopia’ research agenda

Abstract Currently, a number of contributions in mobility studies are looking for fruitful intersections with other ‘adjacent’ approaches . In this spirit, our theoretical paper argues to study one particular aspect: the intersection of social protection and mobilities. Currently, the provision of social services in the ‘West’ is strongly entrenched within nation-state logics, which assume that clients’ immobility is a precondition of service delivery and that national citizenship is the desirable conditionality of gaining social rights. To overcome such a wide-spread conflation of social security with state security, we introduce the heuristic concept ‘social protection’. It allows social security to be imagined beyond a state-centric perspective and avoids the pitfalls of either a citizenship or a migration approach by taking on a mobility perspective. Thus, for scholars anchored in mobility studies we propose how to develop a social security perspective in a progressive way. For readers from other areas, e.g. citizenship, migration or social policy, we will show how a mobility perspective enriched by a No Border approach can overcome a narrow Western, statist and static perspective on social security. Our goal is to conceptually open up what we call a ‘practical utopia’ research agenda, one that expands our political horizons for future and present socialities.

Die Transnationalität Sozialer Dienstleistungen Die Herstellung von Handlungsfähigkeit (Agency) als Grenzarbeit in transnationalen Alltagswelten

In seinem Buch „Abschied von der interkulturellen Padagogik“ weist Franz Hamburger (2009) darauf hin, dass die Soziale Arbeit mit ihren ‚kultursensiblen‘ oder ‚interkulturellen‘ Zugangen einer national konnotierten Ethnisierung ihrer Adressatinnen und Adressaten letztlich nicht entkomme.

Zum Verschwinden der Jugend — Die Lebenslage Jugend im Zeichen der Humankapitalpolitik

Vom Verschwinden der Jugend zu sprechen ist fahrlassig. Erinnern wir uns: Vor ungefahr zwanzig Jahren hat Neil Postman (1984) mit seiner Rede: ‚Vom Verschwinden der Kindheit‘ die padagogischen Gemuter in Aufregung versetzt. Seine spektakulare These, dass die mediale Durchdringung der Gesellschaft nicht vor der sozialen Welt der Kindheit halt machen werde, hat sich zwar weitgehend bewahrheitet, die Kindheit ist deswegen aber nicht verschwunden.

Die Organisation von Schutz als alltägliche Praxis: Sexualität und Schutzkonzepte aus der Perspektive von Jugendlichen in stationären Einrichtungen

Stationare Einrichtungen sind beauftragt und verpflichtet, die Sicherheit der dort lebenden Kinder und Jugendlichen zu wahren. Die Autor_innen konstatieren in ihrem Beitrag, dass die Etablierung eines Schutzkonzeptes gegen sexualisierte Gewalt mit einer organisationalen Kontextualisierung sowie der Einnahme einer Adressat_innenperspektive einhergehen musse. Es werden insbesondere die Umsetzung der Schutzkonzepte in der sozialpadagogischen Praxis sowie der organisationale Kontext in den Blick genommen.

Sozialpädagogik und Organisationspädagogik

Social work and organizational studies are connected by a particularly close relationship. The history of social work can be described as a series of different stages of confrontation with its own organisational constitution. This development continues over time up to the current concept of professionalism, rooted in organisational studies and localised at the intersection between social work and organisational studies. Examples of empirical research are also presented at this intersection, some of which already go beyond the usual disciplinary and occupational limits of social work or pedagogical fields of practice. The following hypothesis is put forward: Social work and organisational studies can act as reference points for one another, for example each serving as benchmarks for focusing and reflecting on the other discipline.

Transnationale Alltagswelten in der Kinder- und Jugendhilfe

Die zunehmende Eingebundenheit von Menschen in uber die nationalstaatlichen Grenzen hinausreichende Lebensbezuge und Konstellationen, welche sich u. a. durch die partielle Aufhebung der Grenzen von Zeit, Raum, Ort, Nahe und Ferne (z. B. bedingt durch moderne Medien, Mobilitat) ergeben, verdeutlicht den zunehmenden Stellenwert von Transnationalitat und zugleich die tendenziell geringer werdende Relevanz rein nationalstaatlicher Bezuge.
