Joint video coding of MPEG-2 video programs for digital broadcasting services

In digital broadcasting services such as digital satellite TV, cable TV, and digital terrestrial TV, several video programs are compressed by MPEG-2 and then simultaneously transmitted over a conventional CBR (constant bit rate) broadcasting channel. In this environment, the picture quality of the aggregated video programs should be kept as equal as possible to provide fair video services for all the viewers. We propose a joint video coding scheme for ensuring that the picture quality of all the programs are nearly the same. This objective is achieved by simultaneously controlling the video encoders to generate the VBR (variable bit rate) compressed video streams. This paper contributes in two ways. First, we propose a rate-distortion estimation method for MPEG-2 video, which enables us to predict the amount of bits and the distortion generated from an encoded picture at a given quantization step size and vice versa. The most attractive features of the proposed estimation method are its accuracy and a computational complexity low enough to be applied to real-time video coding applications. Second, this paper presents an efficient and accurate joint video coding scheme using the rate-distortion estimation results. The experimental results show that our coding scheme gives a higher and more stable picture quality and a more efficient channel utilization than an independent coding scheme that encodes each program independently.

Evaluation of High-Temperature Tensile Property of Diffusion Bond of Austenitic Alloys for S-CO2Cycle Heat Exchangers

To improve the inherent safety of the sodium-cooled fast reactor (SFR), the supercritical CO2 (S-CO2) Brayton cycle is being considered as an alternative power conversion system to steam the Rankine cycle. In the S-CO2 system, a PCHE (printed circuit heat exchanger) is being considered. In this type of heat exchangers, diffusion bonding is used for joining the thin plates. In this study, the diffusion bonding characteristics of various austenitic alloys were evaluated. The tensile properties were measured at temperatures starting from the room temperature up to 650 o C. For the 316H and 347H types of stainless steel, the tensile ductility was well maintained up to 550 o C. However, the Incoloy 800HT showed lower strength and ductility at all temperatures. S-CO2 싸이클이 SFR 에 적용되는 경우 중간 열 교환기는 구조재료의 단위 부피당 열전달 효율을 높이기 위해 PCHE(Printed Circuit Heat Exchanger) 혹은 PFHE(Plate Fin Heat Exchanger) 등 의 방식이 적용될 것으로 예상된다. PCHE 제작공 정은 먼저 판상형태의 금속의 한쪽 면을 광화학 에칭(photo chemical etching)시켜 반원 형태의 미소 채널(micro-channel) 을 만든 다음 여러 층의 판상 을 확산접합(diffusion bonding) 방법을 이용하여 붙 여 원하는 크기의 블록을 형성하게 된다. 따라서 확산 접합부의 성능이 PCHE 타입 열교환기의 건 전성 확보에 매우 중요하다. 따라서, 본 연구의 목 적은 S-CO2 싸이클의 중간 열 교환기 후보재료인 오스테나이트계 스테인리스강 및 Fe-Ni-Cr 합금의 확산 접합 특성을 평가하는 것이다. 이를 위해 다 양한 조건에서 확산접합부를 제작하고, 확산접합 부의 미세조직 분석, 상온 및 고온 인장 특성을 평가하였다. 마지막으로 미세조직과 인장특성과의 연관성을 분석하였다.
