Planning and Implementing IT Governance in Brazilian Public Organizations

This study proposes a method to plan and implement IT governance in the public sector. The proposed method takes into account the theories of participative management, IT strategic planning, IT governance and public management. By applying the method in five Brazilian public organizations, it was possible to realize that the proposed method enabled IT governance to be planned and applied in alignment with the demands and particularities of the public sector. Moreover, identification was made of some of the leading organizational factors which drive the implementation of IT governance in Brazilian public organizations.

It governance in the public sector: a conceptual model

Information technology governance (ITG) has been identified as an organizational ability of great importance for IT strategic alignment and the delivery of business though IT. However, the results and contribution of ITG are poorly understood. This work presents an explanatory model of the effects of IT governance mechanisms on IT and organizational performance of public organizations. To test the model, data was collected from a survey conducted in 146 Brazilian public organizations. Partial least squares analysis was applied to test the proposed model. The results indicate that (i) IT performance is positively correlated with organizational performance, (ii) relational mechanisms between IT and a business are determinant factors for the performance of IT, and also positively correlated with organizational performance, and (iii), decision structure and process maturity are not significantly correlated with IT performance.

The software development using dynamic and creative teams has become a strategic advantage to improving the performance of software projects. Faced with the problems noted on team management, organizations are seeking less expensive solutions and suitable for the rapidly changing market requirements. The present study aims to identify these challenges related to the management team on software projects and evaluate which and how these challenges can be addressed by promoting continuous improvement of the management of organizations. The adoption of Scrum practices in the studied project proved to be a positive solution, providing greater scalability in terms of manageability and development projects of the organization.

Using the bsc for strategic planning of it (information technology) in brazilian organizations

This paper presents a method that integrates Balanced Scorecard (BSC) concepts and IT strategic planning (ITSP) processes. The resulting method was applied in two organizations in order to verify contributions of Balanced Scorecard regarding the identified ITSP problems. The development of this work was realized in qualitative, exploratory research based on two case studies. The results show that the use of BSC contributed directly to work with IT strategic planning challenges and involved middle management, multifunctional teams, and top management support, all beyond IT boundaries.

Conceptualizing organizational innovation

This paper presents and tests a conceptual model that explains the innovation practices and innovation outcomes in Brazilian software firms. In terms of internal and external innovation capabilities, the ability to manage the relationship between people and their organizational contexts plays an important role in organizational innovation. Based on these results, we propose that the disparities between software firms in building organizational innovation can be attributed, in part, to differences in their internal capabilities. The paper aims at encouraging and supporting managers to develop internal capabilities as a means of effectively leveraging the internally and externally distributed knowledge essential to innovation development.

Agile Practices to Accelerate the Delivery of Software: A Quantitative Study with Software Professionals

This study aims to investigate the perceptions of software professionals in relation with impact of agile practices to accelerate the delivery of software products. Quantitative data obtained from a sample of 109 professionals were collected and analyzed by Pearson correlation and factor analysis. The results of factor analysis showed that the perception of professionals in relation to agile practices can be grouped into seven factors. From the correlation analysis, it was observed that customer satisfaction is the main variable influencing the perceptions of professionals regarding the use of agile practices to meet the deadlines on software projects.

Desenvolvimento de modelos de negócio para inovações disruptivas: uma visão sociomaterial da tecnologia

Este artigo tem como objetivo investigar como aspectos materiais e sociais associados as novas tecnologias impactam o desenvolvimento de modelos de negocios para inovacoes disruptivas. Para tanto, foi realizado um estudo de caso, de carater exploratorio e natureza qualitativa em uma empresa em processo de desenvolvimento de um modelo de negocio para comercializacao de uma solucao inovadora para a analise de cafes. Para a interpretacao dos dados optou-se por utilizar a analise de conteudo realizada por emparelhamento. Os resultados mostraram que aspectos materiais e sociais relacionados a nova tecnologia podem influenciar de forma positiva e negativa a adocao da inovacao pela cadeia produtiva de cafe.
