Project Networks and Changing Industry Practices Collaborative Content Production in the German Television Industry

Changing industry practices and forms of production organization are the medium and result of co-evolutionary processes of change. The disruptive event of transforming the German TV industry into a dual system triggered a change in content production from in-house to collaborative forms in project networks which are not only highly sensitive to previous and anticipated project practices, but also to industry practices. In turn, the change in the production organization recursively influences the reproduction of industry practices. The co-evolutionary analysis is based on structuration theory.

Organisation als reflexive Strukturation

Wenn wir „Organisation“ sagen, operieren wir mit einer fundamentalen Zweideutigkeit. Gemeint sein kann der Prozes des Organisierens oder aber dessen Resultat, die „Organisiertheit“ sozialen Handelns und sodann ein System organisierten Handelns. Diese Zweideutigkeit durch Sprachregelungen zu beseitigen, ware nicht nur ein vergebliches Unterfangen, weil sie viel zu tief in die Sprache eingelassen ist — es ware auch unklug. Man ist besser beraten, der Sprache den Kredit einer „Weisheitsvermutung“ einzuraumen und zu fragen, warum sie diese Doppeldeutigkeit — nicht nur im Deutschen — so hartnackig bewahrt. Dann kommt man schnell jener Rekursivitat menschlichen Handelns auf die Spur, die darin liegt, das wir handelnd genau diejenigen Strukturen als Resultat hervorbringen, die sodann unser weiteres Handeln ermoglichen und restringieren. Anthony Giddens (1976, 1979, 1984a) wollte diese Doppelbedeutung von Erzeugen und Erzeugnis unter dem Titel „Strukturation“ ausdrucklich erhalten, und sein Konzept der Dualitat von Strukturen lost den landlaufigen Dualismus von Handlung und Struktur, ihre blose Entgegensetzung, in die zirkulare Figur der Rekursivitat auf Strukturen sind Medium und Resultat des Handelns. Sie sind selbst in Organisationen zunachst nur „mitlaufendes“ Resultat — im Sinne einer nicht intendierten und reflektierten Nebenfolge des Handelns. Strukturen bringen wir oft genug hervor, ohne es zu wollen und ohne darauf zu achten. Wenn aber der Blitz der Reflexion darauf fallt — auf Strukturation als Erzeugen und Erzeugnis —, wenn wir zu stutzen und zu fragen beginnen — „Was wiederholt sich da eigentlich? Da gibt es doch ein Muster: Was ist das fur eins? Wie kriegen wir das wieder hin? Oder: Geht das nicht auch anders?” — und Strukturation reflektiert praktizieren, dann wird aus Strukturation — in nuce — Organisation. Organisation ist Strukturation, die ihre Naivitat, ihre Naturwuchsigkeit, ihre Unschuld verloren hat reflexive Strukturation.

Knowledge, Trust, and Control: Managing Tensions and Contradictions in a Regional Network of Service Firms

Trust is often considered to be a constitutive property of interfirm networks in general and of regional networks of service firms in particular. Although important as a lubricant of interorganizational exchange, trust implies neither the absence of control nor the absence of knowledge. This is especially true in times of reflexive modernity in which agents are forced to monitor activities, relations, and processes more reflexively. Here trust, control, and knowledge often go hand in hand, and each usually requires the existence of the other. However, the relationship of knowledge, trust, and control is not only the medium and result of their more reflexive usage, but it is also characterized by tensions and contradictions. Path Constitution Analysis: A Methodology for Understanding Path Dependence and Path Creation

Although an increasing number of studies of technological, institutional and organizational change refer to the concepts of path dependence and path creation, few attempts have been made to consider these concepts explicitly in their methodological accounts. This paper addresses this gap and contributes to the literature by developing a comprehensive methodology that originates from the concepts of path dependence and path creation — path constitution analysis (PCA) — and allows for the integration of multi-actor constellations on multiple levels of analysis within a process perspective. Based upon a longitudinal case study in the field of semiconductors, we illustrate PCA ‘in action’ as a template for other researchers and critically examine its adequacy. We conclude with implications for further path-oriented inquiries.

Über Netzwerke, virtuelle Integration und Interorganisationsbeziehungen

Interorganisationsbeziehungen, vor allem wie sie in Netzwerken und virtueller Integration in Erscheinung treten, wird fur den Erfolg von Organisationen zunehmend strategische Bedeutung zugewiesen. Das Management interorganisationaler Beziehungen hat vier basale Funktionen wahrzunehmen: Selektion, Regulation, Allokation und Evaluation. Mit der Wahrnehmung dieser Funktionen sind rekursiv bestimmte, fur das Management interorganisationaler Beziehungen charakteristische Grundprobleme verbunden, etwa das Problem der Reproduktion der Beziehungen in Zeit und Raum, der Koordination prinzipiell polyzentrischer Systeme und der Bewaltigung von in Interorganisationsbeziehungen speziell ausgepragten Spannungsverhaltnissen, etwa dem von Autonomie und Abhangigkeit. Zwar werden bis heute — auch in diesem einleitenden Aufsatz—bezogen auf das Management interorganisationaler Beziehungen mehr Fragen aufgeworfen als Antworten gegeben, jedoch verrat ein Blick auf die jungere betriebswirtschaftliche und soziologische Forschung, das dieses Thema nicht nur in der Praxis, sondern zunehmend auch in der Forschung mehr Aufmerksamkeit erfahrt. Der Gegenstand wie der Stand der Forschung lassen die Entwicklung einer interdisziplinaren Diskussions- und Streitkultur gerade fur die Thematisierung interorganisationaler Beziehungen notwendig erscheinen. Zur Entwicklung einer solchen Kultur will dieser Aufsatz — und die am Schlus uberblicksartig vorgestellten Aufsatze dieses Bandes — einen Beitrag leisten.

Organizing R&D Consortia for Path Creation and Extension: The Case of Semiconductor Manufacturing Technologies

Taking issue with the classical theory of path dependence, we capture the active agency involved in collective efforts aimed at extending a current technological path and, in parallel, at creating a new path in the field of leading-edge international semiconductor manufacturing. We apply structuration theory in order to analyse the practices of path constitution that traditional evolutionary views of lock-in and irreversibility in path processes have neglected. Drawing on 96 interviews since 2003 and extensive secondary sources in the field of semiconductor manufacturing in Europe, Japan and the United States, we perform a qualitative, longitudinal and multi-level case analysis; in this analysis we trace, in particular, the strategic development of a path-extending technological option besides a potentially path-breaking new generation of lithography for chip manufacturing systems. Our results provide deep insights into the collective and collaborative dimension of organizing R&D in processes of technology development. Thereby, we contribute to a theory of technological paths that considers collective embedded agency and takes into account interorganizational forms for an understanding of the innovation dynamics in science-based industries such as semiconductor manufacturing.

Netzwerksteuerung durch Selektion — Die Produktion von Fernsehserien in Projektnetzwerken

Vor allem in Dienstleistungsindustrien erfolgt die Leistungserstellung heute zunehmend in Form von Projekten. Bereits die Anforderungen, die eine projektbasierte Produktion an die Koordination okonomischer Aktivitaten stellt, sind, trotz der sehr umfangreichen, allerdings recht technokratisch ausgerichteten Literatur zum Projektmanagement (vgl. z.B. Dulfer 1982; Madauss 1994), bisher erst in geringem Umfang erforscht. Und was fur die Koordination von Projekten allgemein gilt, trifft umso mehr fur die Koordination von Projektnetzwerken zu (Sydow/Windeler 1999).

Networked Networks: Financial Services Networks in the Context of Their Industry

Interfirm networks are an increasingly popular organizational form not only in manufacturing industries such as construction (Eccles, 1981), apparel (Uzzi, 1996), semiconductors (Saxenian, 1994; Voskamp and Wittke, 1994), or biotechnology (Powell, Koput, and Smith-Doerr, 1996), but also in service industries such as entertainment (Faulkner and Anderson, 1987; Jones, 1996), human services (Van de Ven, Walker, and Liston, 1979), investment banking (Eccles and Crane, 1987), and other financial services (Buono and Hachey, 1993). While some structural properties of interfirm networks, such as long-lasting relationships and high levels of interaction among firms within a network, are certainly ubiquitous to this organizational form, the creation, the actual interorganizational division of work, and, in particular, the design of interorganizational relationships are greatly influenced by the structures of the industry within which the network is organized. Organisation der Produktion in Projektnetzwerken: der Titel scheint in sich widerspruchlich. Die Fluchtigkeit der in Projektnetzwerken durchgefuhrten zeitlich befristeten Projekte und die Vielzahl beteiligter Akteure unterschiedlicher Organisationen lasst die Organisiertheit und Organisierbarkeit der Produktion fraglich werden. Das gilt zumindest, wenn man den Begriff der Organisation nicht nur metaphorisch verwendet, sondern darunter die hochgradig reflexive Regulation sozialer Systeme versteht (Giddens 1990a). Denn dann impliziert der Titel, dass projektbezogene — und damit zeitlich immer befristete — Praktiken in Projektnetzwerken zu einem hohen Grad kontinuierlich ausgewertet und auf dieser Grundlage die Handlungsbedingungen in den Projekten permanent neu ausgestaltet werden (Giddens 1990b). Die Frage ist nun: Wie konnen Interaktionen und Beziehungen, Sicht-, Legitimations- und Handlungsweisen von Beteiligten unterschiedlicher Unternehmungen in Projekten mit ihrer institutionalisierten Terminiertheit — und zwar von Beginn an — hochgradig reflexiv koordiniert ineinander greifen, wenn man doch in ihnen nur zeitlich befristet zusammenarbeitet und die Beteiligten keine Zeit haben, eine derart prazise wechselseitige Abstimmung im jeweiligen Projekt erst zu erarbeiten?

Path-Creating Networks in the Field of Next Generation Lithography: Outline of a Research Project

This paper describes a research project that studies the development of manufacturing technology for semiconductors. It examines to what extent, under which conditions, and in which ways interorganizational network can actually enable the creation of a new technological path in this field. It gives a summary overview of the theory of path dependence, which has very recently been complemented by the concept of path creation. It introduces the empirical field of study and presents the specific research questions, research design and methodology.
