Efeitos do acordo entre o Mercosul e a União Européia sobre os mercados de grãos

This study aims to measure the effects of an agreement betwe-en Mercosur and the European Union (EU) on production, consumption and trade flows of rice, maize, soybeans and wheat in several regions. To estimate the effects of this agreement we used a spatial allo-cation model presented as a Mixed Complementarity Problem. As a result, we identify the variations in Producer’s Surplus for the scenarios Mercosur-EU and Mercosur-extended EU, considering the elimination of tariff barriers and/or subsidies. In general, the highest gains for grain producers in the Mercosur countries happen in the Mercosur-EU scenario with the elimination of subsidies by the European countries. However, we emphasize that total gains for the Mercosur countries are positive, but the wheat sector shows significant losses in this scenario.....Este estudo busca mensurar os efeitos do acordo entre o Mercosul e a Uniao Europeia (UE) sobre a producao, consumo e fluxos comerciais de arroz, milho, soja e trigo nas diversas regioes analisadas. Para avaliar os efeitos deste acordo utilizamos um modelo de alocacao espacial apresentado como um Problema de Complementaridade Mista (PCM). Como resultado, o presente estudo identifica as variacoes no Excedente do Produtor (EP) nos cenarios Mercosul-UE e Mercosul-UE ampliada considerando a eliminacao das barreiras tarifarias e/ou subsidios. Em termos gerais, os maiores ganhos para os produtores de graos dos paises do Mercosul ocorrem no cenario Mercosul-UE com eliminacao dos subsidios por parte dos paises da UE. No entanto, salienta-se que, embora os ganhos totais para os paises do Mercosul sejam positivos, o setor triticola apresenta perdas significativas neste cenario.

O mercado de carne bovina no Brasil: os efeitos da eliminação das barreiras tarifárias e não-tarifárias

This paper analyses the possible impacts of tariffs and nontariffs barriers elimination on beef market in Brazil. To evaluate the effects of free trade is used a spatial model formulated as Mixed Complementary Problem (MCP). We simulate four sceneries to achieve this purpose : the first simulates the elimination of all trade barriers in a multilateral scope; the second simulates the free trade area creation between Mercosur and EU countries. The third simulates the free trade area formation between the America countries (FTAA); and the fourth considers the elimination of Foot and Mouth Disease in Mercosur countries. In the beef market it is not enough eliminate the tariffs barriers to stimulate the beef production and exportation in Brazil. The major gains occurs in sceneries where is eliminated the non-tariffs barriers.

AS CONSEQÜÊNCIAS DOS ACORDOS DE LIVRE COMÉRCIO SOBRE O SETOR DE LÁCTEOS NO BRASIL

Este artigo analisa os principais efeitos dos acordos de livre comercio sobre o setor lacteo no Brasil, a exemplo do acordo regional entre os paises do Mercosul e da UE, da ALCA e do acordo multilateral de comercio junto a Organizacao Mundial de Comercio. Para atingir tal objetivo foi utilizado de um modelo de equilibrio parcial formulado como um Problema de Complementaridade Mista que permite avaliar mudancas em termos de producao, comercio e bem-estar considerando diferentes cenarios alternativos. Este modelo considera multi-regioes e multi-produtos, o que permite analisar o impacto de politicas de livre comercio para diferentes regioes e diversos produtos lacteos processados.---------------------------------------This paper discusses the main effects of free trade agreements on the Dairy Sector in Brazil, such as a regional agreement between Mercosur and European Union (Mercosur-EU), FTAA and a multilateral agreement in the World Trade Organization (WTO) scope. A partial equilibrium model formulated as a Mixed Complementary Problem is used to provide some numerical examples of changes in terms of production, trade and welfare with respect to different alternative scenarios. This model also considers a multiregional and a multi-product dimension, which permits to analyze the impact of trade liberalization upon different regions and diverse processed dairy products.

The supply chain of Brazilian maize and soybeans: the effects of segregation on logistics and competitiveness

Despite the significant advances of Brazilian agriculture, transportation and storage costs still constitute the main barriers to the Brazilian agribusiness. The aim of this article is to analyze the effect of segregation of maize and soybeans in the Brazilian transport and storage logistics, especially genetically modified grains. In the context of the guidelines of the Cartagena Protocol on Biosafety (CPB) as well as of the competitiveness in the international market, we develop a spatial equilibrium model in the form of a mixed complementarity problem. The competitiveness of Brazilian maize and soybeans on the international market is compromised by the inefficient logistics and slow responses to the demands of the CPB. The contribution of the paper is to evaluate how regulatory issues of a segment, in this case biotechnology, may interfere with logistic infrastructure projects.

Reciclagem e gestão de resíduos sólidos como possibilidades para a geração de benefícios sociais, econômicos e ambientais

No presente artigo sao apresentadas algumas reflexoes relacionadas a producao e gestao dos residuos solidos no Brasil. Em particular, discute-se o potencial de geracao de beneficios sociais, economicos e ambientais da gestao de residuos no pais a partir das definicoes da Politica Nacional de Residuos Solidos, criada por lei no ano de 2010. Esta define objetivos e metas para a gestao de residuos no pais. Dentre estes, destaca-se que ate o ano de 2014 todos os municipios deveriam contar com a gestao ambientalmente correta dos residuos, o que nao foi cumprido, visto que o cenario recente mostra que em torno de 50% dos residuos solidos produzidos sao destinados aos vazadouros a ceu aberto, os “lixoes”. Isso representa nao somente um desperdicio do ponto de vista economico, como tambem do ponto de vista social e ambiental, dado o potencial que eles apresentam para o reuso e o reaproveitamento.

ANÁLISE DA EFICIÊNCIA TÉCNICA NAS LAVOURAS DE ARROZ NO RIO GRANDE DO SUL

This paper evaluates the technical efficiency in rice farms in Rio Grande do Sul (RS). For this, we use the Data Envelopment Analysis (DEA) and the Tobit regression model. The study use the variables available in the Census of the Institute of Irrigated Rice of RS (IRGA, 2006). The study shows that most of the rice farmers are technically inefficient on local terms, and only 5.7% are efficient. In addition, it is possible to observe that the main variables, which increase the level of efficiency in different regions of the state, are technical assistance, education level and growing system. The results show that there are important differences between the rice farms, which depends of the region of RS and of the producer condition (owner or tenant).

Desenvolvimento, agropecuária e meio ambiente no Brasil: instrumentos e possibilidades de reconciliação

The objective of this study is to discuss the possible solutions for the problem of environment conservation in Brazilian Agricultural activities from the inclusion of economic instruments to the Brazilian Environmental Policy. For this purpose, we initially approached the main instruments of environment management, emphasising the main guidelines and the Brazilian environmental policy structure. Next, in a summarised way, are presented, the main aspects of the Clean Development Mechanism (CDM)

Os efeitos do livre comércio sôbre o mercado de grãos no Brasil

O presente estudo discute os efeitos dos acordos de livre comercio sobre os produtores de graos no Brasil e sobre as demais regioes relevantes no mercado mundial. Utilizando um modelo de equilibrio espacial formulado como um Problema de Complementaridade Mista, observamos que existem ganhos para os produtores brasileiros de arroz e soja quando sao eliminadas as barreiras comerciais, mesmo quando mantidos os subsidios. Porem, os produtores de milho e trigo do Brasil, neste mesmo cenario, apresentam perdas. No segundo cenario, quando sao eliminadas as barreiras tarifarias e os subsidios, observamos maiores ganhos para os produtores de arroz, soja e trigo, contudo, os produtores de milho ainda mantem perdas, embora estas sejam menores do que as do primeiro cenario. Por fim, os resultados obtidos neste trabalho reforcam a posicao ja adotada pelo governo brasileiro a favor do livre comercio, de buscar maior acesso a terceiros mercados e de negociar cortes nos subsidios.
