Family businesses are found in the economies all over the world; they constitute a significant number of enterprises. Recent studies understand their special features from the perspective of social capital, differentiating the approach usually used in studies in Brazil. Therefore, we add a set of variables that are involved in this type of business, allowing the association of family business theme with the entrepreneurship. This phenomenon involves learning, innovation and change in both aspects of the organizational and social collectivity ambit. Thus, it is argued that the family’s social capital present the relationship between the members of a family and those with the community, and influences the practices of innovation, learning and change in the family businesses. This vision configured these companies as entrepreneurs. The objective of this study is to develop a model to understand the social family capital phenomenon dimension, which influences the process of learning, innovation and organizational change in family business. The assumptions were established by the family social capital present in a family business, linking it as an independent variable in relation to learning, change and innovation. Family businesses that develop the family social capital are used to facilitate organizational development characterized as entrepreneurial family businesses.

The objective of this study was to analyze the participation of MPEs of a mediumsized municipality located in the South of Minas Gerais in bidding processes. The methodology used for the research was of quantitative origin, in which measurable data obtained through the application of a semi-open questionnaire with 56 representatives of MPEs were analyzed. The results indicated that there is an application of the favored and simplified treatment destined to MPEs, in addition to a good interpretation by the possible participants that the public entity can influence in the local development, as it is also perceived that the public power has not made the divulgation processes, in addition to the difficulties of the bidders in understanding the reality of these companies.

One of the current trends in the Campo de Publicas is the inclusion of entrepreneurship subject in the discussion on the public policy formulation and implementation. This kind of thinking came from the understanding that with the globalization process it was necessary for the public sector to adapt to changes through a more flexible management that could respond to society’s demands. This research aims to analyze, from the beneficiaries’s point of view of the Programme “Programa Credito Solidario” (PCS) in a town in the southern of Minas Gerais State, in levels of economic, social and political emancipation of those who benefit from this public policy. It becomes clear how this type of action represents a process of implementation and formulation of public projects in a paradoxical condition, because at the same time it promotes new alternatives for the development of small business from the Economia Solidaria (Solidarity Economy), it alters to be rather weak in a context of economical, social and political emancipation of beneficiaries.
