The main objective is to comprehend the acting of public entrepreneurs in the public policy formulation stage which resulted in a Training and Digital Experience Center in Belo Horizonte, Minas Gerais, Brazil. The context of the creation of such a center is the implementation of the State Program for Results (EPR) that gave rise to positions of Public Entrepreneurs (PEs), high professional technical and management level, hired to support the projects and government programs. The content analysis technique was applied from data collected in bibliographies, documents and interviews with PEs who participated in the formulation stage of this public policy in the city of Belo Horizonte. As results, it was evident that although the Public Entrepreneurs are good performers of public policy, they are not necessarily good makers. Nevertheless, credited the results of public policy to the networks training capacity, innovation and focus on the results of these professionals.

One of the current trends in the Campo de Publicas is the inclusion of entrepreneurship subject in the discussion on the public policy formulation and implementation. This kind of thinking came from the understanding that with the globalization process it was necessary for the public sector to adapt to changes through a more flexible management that could respond to society’s demands. This research aims to analyze, from the beneficiaries’s point of view of the Programme “Programa Credito Solidario” (PCS) in a town in the southern of Minas Gerais State, in levels of economic, social and political emancipation of those who benefit from this public policy. It becomes clear how this type of action represents a process of implementation and formulation of public projects in a paradoxical condition, because at the same time it promotes new alternatives for the development of small business from the Economia Solidaria (Solidarity Economy), it alters to be rather weak in a context of economical, social and political emancipation of beneficiaries.

This paper aims to understand the challenges that hyperconsumerism poses for participatory citizenship in Brazilian society from the perspective of theories that seek to understand the implications of the key role played by consumption in contemporary society. The inspiration for this study has been government policies that have encouraged the acquiring of bank accounts and the promotion of easier access to credit as well as the creation of income distribution plans, and their potential impact on participatory citizenship. In methodological terms, this paper is a theoretical essay. In terms of its results, it points out that the creation of a hedonistic consumer culture in our society may lead to the emphasizing of individualism at the expense of collective demands. That is, public policies implemented during this period may have indirectly, as one of their consequences, stimulated citizenship by inclusion through consumption, which is regarded as an unequal, depoliticizing, and alienating construction of citizenship. Therefore, while social inclusion through consumption may minimize some of the social inequalities present in this country, it may also lead to the confusing of participatory citizenship with mere monetary inclusion in the consumer market. This form of inclusion may contribute to the diminishing of the differences between the social classes through consumption, but it also frequently just provides these people with the illusion of being in a higher class and that they can enjoy the benefits that this class has to offer.

This study is a theoretical essay resulting from a research about the construction of knowledge in entrepreneurism in Brazil. It aims at identifying and discussing the evidences of the internal entrepreneurism, having as basis two empirical elements, the “Intra-entrepreneurism” and “Corporative Entrepreneurism” in organizations in the innovation context. In methodological terms, the data sources were essentially secondary, having as basis the main technical and scientific production concerning this theme in the events organized by the Associação Nacional de Pós Graduação e Pesquisa em Administração (ANPAD). The principles of meta-analysis and the content analysis technique were used, and they permitted to observe the differences between the Intra-entrepreneurism and the Corporative Entrepreneurism in organizational and behavioral terms. Among the main results, it is observed, as reflections needed in the field, the necessity to clarify the elements that distinguish corporative entrepreneurs from the internalentrepreneurs in the organizations, as well as understand the element that stimulate behaviors turned to the internal entrepreneurism. Among the more evidenced behaviors turned to the innovation in organizations of technological basis the ones which stand out are: search for opportunities and initiatives, establishment of targets, systematic planning and monitoring, persuasion and network, independence and self-confidence. As future perspectives of investigation, there is a vast field to explore in the singularities of the manifestation in contemporary organizations of internal entrepreneurism in Brazil in a comparative perspective, especially in the ones inserted in the innovation context.
