The large availability of open government data raises enormous opportunities for open big data analytics. However, providing an end-to-end framework able to handle tasks from data extraction and processing to a web interface involves many challenges. One critical factor is the existence of many players with different knowledge, who need to interact, such as application domain experts, database designers, and web developers. This represents a knowledge gap that is difficult to overcome. In this paper, we present a case study for big data analytics over Brazilian educational data, with more than 1 billion records. We show how we organized the data analytics phase, starting from the analytics requirements, data evolution, development and deployment in a public interface.

Este artigo apresenta uma leitura inicial sobre como estao distribuidos os estudantes beneficiarios do Programa Bolsa Familia no Estado do Parana a partir dos dados do Banco do Sistema Presenca de 2014 cotejados com o Censo Escolar do mesmo ano. Constroi um mapeamento sobre as condicoes de oferta escolar, para isto considera que condicoes tem sido asseguradas aos estudantes tomando-se, em especial, informacoes quanto as condicoes de trabalho docente (contrato de trabalho e formacao docente), e condicoes infraestrutura da escola (biblioteca, Internet, banda larga, laboratorio de informatica e quadra de esporte). O objetivo e problematizar as condicoes de equidade na producao da politica educacional, partindo-se do pressuposto que o enfrentamento das desigualdades educacionais no Brasil implicam reconhecimento de que a populacao pobre esta na escola publica e que o trabalho escolar tem implicacoes objetivas para a construcao de uma experiencia inclusiva e de qualidade para o percurso escolar desta populacao.

The paper presents the partial results of research that aims to build tools to evaluate educational policy. One dimension of the assessment of educational policy refers to the material conditions of the school, taking as a source the contextual questionnaire of the National System of Basic Education (Saeb), 2003. From these conditions it creates an index to evaluate the school with respect to such resources. In analyzing the public schools of the state of Parana, it becomes evident that they have good conditions, in general, but with a strong difference between those located in urban and rural areas. Deriving from the index combined with the results pertaining to student proficiency, a tendency has been identified that indicates that student proficiencies are greater in schools that offer favorable material and structural conditions.
