Blind Spots on Achilles’ Heel: The Limitations of Vulnerability and Resilience Mapping in Research

The mapping of vulnerability and resilience has become an important tool for vulnerability and resilience research. By definition, maps are selective representations. However, the predominant methods of mapping also have constraints. When addressing vulnerability and resilience, these limitations, barriers, and blind spots have to be taken into account. Some aspects cannot be easily mapped, such as specific forms of knowledge and interpretation, the processuality of vulnerability and resilience, the dynamics of social processes, the context of origin, the establishment of contingent interpretations, and so on. These limitations are not only theoretically important, but also are practically significant, since maps themselves become dispositifs. They are regarded as representations of reality, shape particular interpretations of vulnerability and resilience, and are used as a basis for decision-making. If the unmapped preconditions of mapping remain unconsidered, this can lead to problematic side effects.

Vormacht des Authentischen und Rhetorik der Daten in einer digitalen Gesellschaft

Abstract In a datafied and mediatized society, many new topics for rhetoric emerge. The core question of rhetoric, how people pursue certain goals by speech and how to convince other people, is, for example, challenged by technical actors like social bots. Moreover, machine-controlled processes of opinion-forming question the validity and acknowledgement of the principle of discourse. In general, the significance of strategic communication is increasing on the Internet. In this context, we can observe a growing amount of visual content, realtime-publics, a dealing with topics of everyday life and an aiming for »authenticity«. Further to mention is the specific function of data as a rhetorical means. Within this scope, the expertise of rhetoric as a hermeneutic science comes to the fore. It plays an important role as a methodological anchor and allows to arrive at well-justified assessments in relation to the quality and the claim to validity of communication in a multifaceted public sphere.

Reflections on Ethics in Mapping as an Instrument and Result of Disaster Research

Mapping has become an important tool in disaster research. How physical and social conditions are described by geographical methods decides the way risks, vulnerability, and resilience are evaluated and influences the efforts that are made for disaster control—as well as their fair distribution. However, the predominant methods of mapping have certain constraints concerning cultural and social factors and particularities. Addressing a comprehensive ethical consideration, these limitations and blind spots have to be taken into account. Certain aspects cannot be mapped to the full extent, such as specific forms of knowledge, risk perception, and preparedness measures. If the unmapped preconditions of mapping remain unconsidered, this can lead to problematic effects with respect to an appropriate understanding of maps on the one hand and a fair and context-related distribution of official measures to control risk and to care for resilience processes on the other hand. Map makers and map users should be aware of the problems connected to maps in order to avoid pitfalls and misinterpretations.

Sicherheit, Macht und Ethik

Auf die Frage nach der Bedeutung von Sicherheit erhalt man ganz unterschiedliche Antworten wie „Sicherheit bedeutet, dass ich ohne Angst nachts alleine nach Hause gehen kann“, „… dass wir in Freiheit und ohne Krieg leben konnen“ oder „… dass ich im Alter meinen Lebensstandard halten kann“. Sicherheit ermoglicht die Entlastung von existenziellen Sorgen und ist somit verbunden mit dem Versprechen einer freien Entfaltung der individuellen Lebensgestaltung. Sicherheit lasst sich allgemein definieren als: „Zustand des Unbedrohtseins, der sich objektiv im Vorhandensein von Schutz[einrichtungen] bzw. im Fehlen von Gefahr[enquellen] darstellt und subjektiv als Gewisheit uber die Zuverlassigkeit von Sicherungseinrichtungen empfunden wird.“(Meyers neues Lexikon 1994, Art. „Sicherheit“) Sicherheit kann insofern als blos relativer Zustand der Gefahrenbewaltigung bestimmt werden, der unter bestimmten Bedingungen in Abhangigkeit von Zeitspanne und Umgebung gegeben ist.

Computer and information ethics is a field of applied ethics that is related to applications on the Internet, to information management, and to the use of computer technology in general. Computer ethics is mainly concerned with the responsible actions of computing professionals regarding the design, application, and product security of hardware and software. Information ethics is concerned with the ethical reflection of the treatment of information and social interaction in computer systems. Its normative basis is the fundamental right of free expression and the claim for freedom of access to information and communication technologies.

Ubiquitärer Computer — Singulärer Mensch

Als Mark Weiser 1991 den Begriff Ubiquitous Computing einfuhrte, dachte er an eine mobile, jederzeit und an jedem Ort mogliche Nutzung von ortlichen und nicht ortsgebundenen Informationen ohne beschwerliche Begleitung der Hardware. Die sichtbare Schnittstelle zwischen Mensch und Computer sollte weitgehend verschwinden. Eine die sichtbare Realitat erganzende Information, die unter dem Stichwort „Augmented Reality“ gefasst ist, sollte dem Nutzer ohne Bedienungsaufwand uberall und jederzeit zuganglich sein. Der Nutzer ware also bestandig online, standig mit lokalen Informationsanbietern und dem Internet verbunden. Fur jede Handlungsintention, zu jeder Zeit an jedem Ort kann die richtige Information angeboten werden, wobei „richtig“ heist, dass die Information dem jeweiligen Handlungskontext bzw. der jeweiligen Nutzungsintention angepasst ist. Die Systeme sollen adaptiv sein und unseren Wunschen moglichst prazise und vorauseilend entsprechen sowie zu eigenen Interpretationsleistungen fahig sein. Damit dringt Technologie der Idee nach in ein ureigenes Feld der Kulturwissenschaft ein, namlich in das der interpretatorischen Weltaneignung.
