Summary 1. Fundamental ecological research is both intrinsically interesting and provides the basic knowledge required to answer applied questions of importance to the management of the natural world. The 100th anniversary of the British Ecological Society in 2013 is an opportune moment to reflect on the current status of ecology as a science and look forward to high-light priorities for future work.

Local Participation in Natural Resource Monitoring: a Characterization of Approaches

The monitoring of trends in the status of species or habitats is routine in developed countries, where it is funded by the state or large nongovernmental organizations and often involves large numbers of skilled amateur volunteers. Far less monitoring of natural resources takes place in developing countries, where state agencies have small budgets, there are fewer skilled professionals or amateurs, and socioeconomic conditions prevent development of a culture of volunteerism. The resulting lack of knowledge about trends in species and habitats presents a serious challenge for detecting, understanding, and reversing declines in natural resource values. International environmental agreements require signatories undertake systematic monitoring of their natural resources, but no system exists to guide the development and expansion of monitoring schemes. To help develop such a protocol, we suggest a typology of monitoring categories, defined by their degree of local participation, ranging from no local involvement with monitoring undertaken by professional researchers to an entirely local effort with monitoring undertaken by local people. We assessed the strengths and weaknesses of each monitoring category and the potential of each to be sustainable in developed or developing countries. Locally based monitoring is particularly relevant in developing countries, where it can lead to rapid decisions to solve the key threats affecting natural resources, can empower local communities to better manage their resources, and can refine sustainable-use strategies to improve local livelihoods. Nevertheless, we recognize that the accuracy and precision of the monitoring undertaken by local communities in different situations needs further study and field protocols need to be further developed to get the best from the unrealized potential of this approach. A challenge to conservation biologists is to identify and establish the monitoring system most relevant to a particular situation and to develop methods to integrate outputs from across the spectrum of monitoring schemes to produce wider indices of natural resources that capture the strengths of each.

The Importance of Taboos and Social Norms to Conservation in Madagascar

Informal institutions governing the use of wild species are present in many societies. A system of prohibitions known as fady is central to Malagasy culture. We examined whether fady that relate to the use of natural resources in the eastern rainforests of Madagascar play an important conservation role. Prohibitions ranged from strict taboos in which a species or area was forbidden by the ancestors to social norms that concerned acceptable behavior when harvesting wild species. Strict taboos offered real protection to threatened species, such as the lemur Propithecus edwardsi and the carnivore Cryptoprocta ferox. Taboos also reduced pressure on some economically important endemic species by preventing their sale or limiting the harvest season. Despite their value for conservation, the taboos did not appear to originate from attempts to sustainably manage resources. Nevertheless, social norms, in which the sanction was social disapproval rather than supernatural retribution, encouraged sustainable harvesting practices for tenrecs (Tenrec ecudatus) and pandans (Pandanus spp.). Unfortunately, the social norms concerning methods of harvesting pandans appeared to be breaking down in villages surrounding Ranomafana National Park, and we suggest that the imposition of external conservation rules is weakening traditional management. Informal institutions are important to conservation because they suggest ways of improving cultural understanding and conservation communication. Food taboos influence societal preferences, which affect the wider demand for a species. Most important, where capacity to enforce external conservation rules is limited, informal institutions may provide the only effective regulations. Informal institutions should receive greater attention from conservation biologists so that local peoples conservation roles can be acknowledged fairly and so that potential synergies with conservation objectives can be realized.

Does community forest management provide global environmental benefits and improve local welfare

Global financial donors have invested billions of dollars in “Sustainable Forest Management” to conserve forests and the ecosystem services they provide. A major contributing mechanism, community forest management (CFM), aims to provide global environmental benefits (reduce deforestation, maintain biodiversity), while also improving local human welfare (alleviate poverty). We have systematically reviewed available evidence of CFM effectiveness and consider the implications of our findings for future investment in CFM programs. There is evidence of CFM being associated with greater tree density and basal area but not with other indicators of global environmental benefits. We found no data on local human welfare amenable to meta-analysis. Poor study design, variable reporting of study methodology or context, and lack of common indicators make evidence synthesis difficult. Given the policy interest in and the planned donor expenditure on CFM, evaluation must be improved so that informed decisions can be made...

Conservation and human behaviour: lessons from social psychology

Despite increased effort from non-governmental organisations, academics and governments over recent decades, several threats continue to cause species declines and even extinctions. Resource use by a growing human population is a significant driver of biodiversity loss, so conservation scientists need to be interested in the factors that motivate human behaviour. Economic models have been applied to human decision making for many years; however, humans are not financially rational beings and other characteristics of the decision maker (including attitude) and the pressure that people perceive to behave in a certain way (subjective norms) may influence decision making; these are characteristics considered by social psychologists interested in human decision making. We review social-psychology theories of behaviour and how they have been used in the context of conservation and natural-resource management. Many studies focus on general attitudes towards conservation rather than attitudes towards specific behaviours of relevance to conservation and thus have limited value in designing interventions to change specific behaviours (e.g. reduce hunting of a threatened species). By more specifically defining the behaviour of interest, and investigating attitude in the context of other social-psychological predictors of behaviour (e.g. subjective norms, the presence of facilitating factors and moral obligation), behaviours that have an impact on conservation goals will be better understood, allowing for the improved design of interventions to influence them.

Analysis of Patterns of Bushmeat Consumption Reveals Extensive Exploitation of Protected Species in Eastern Madagascar

Understanding the patterns of wild meat consumption from tropical forests is important for designing approaches to address this major threat to biodiversity and mitigate potential pathways for transmission of emerging diseases. Bushmeat consumption has been particularly poorly studied in Madagascar, one of the worlds hottest biodiversity hotspots. Studying bushmeat consumption is challenging as many species are protected and researchers must consider the incentives faced by informants. Using interviews with 1154 households in 12 communes in eastern Madagascar, as well as local monitoring data, we investigated the importance of socio-economic variables, taste preference and traditional taboos on consumption of 50 wild and domestic species. The majority of meals contain no animal protein. However, respondents consume a wide range of wild species and 95% of respondents have eaten at least one protected species (and nearly 45% have eaten more than 10). The rural/urban divide and wealth are important predictors of bushmeat consumption, but the magnitude and direction of the effect varies between species. Bushmeat species are not preferred and are considered inferior to fish and domestic animals. Taboos have provided protection to some species, particularly the Endangered Indri, but we present evidence that this taboo is rapidly eroding. By considering a variety of potential influences on consumption in a single study we have improved understanding of who is eating bushmeat and why. Evidence that bushmeat species are not generally preferred meats suggest that projects which increase the availability of domestic meat and fish may have success at reducing demand. We also suggest that enforcement of existing wildlife and firearm laws should be a priority, particularly in areas undergoing rapid social change. The issue of hunting as an important threat to biodiversity in Madagascar is only now being fully recognised. Urgent action is required to ensure that heavily hunted species are adequately protected.

The perfect invader: a parthenogenic crayfish poses a new threat to Madagascar’s freshwater biodiversity

In 2007 an unusual crayfish found in food markets in the capital of Madagascar was preliminarily identified as Procambarus ‘Marmorkrebs’: a new world taxa and the only decapod known to reproduce by parthenogenesis. We present information on the identity, distribution and ecology of this recent invader and attempt to evaluate the threat it poses to Madagascar’s biodiversity and to livelihoods. The species appears to be currently limited to the area close to Antananarivo, but is being sold alive on major transport routes. We present molecular evidence of its taxonomic relationships and confirm that the Procambarus present in Madagascar is indeed the parthenogenic taxa. We investigate its reproductive ecology and find Procambarus ‘Marmorkrebs’ to have an extremely high fecundity; more than six times that of the native crayfish Astacoides. The limited evidence we have suggests that this species poses a serious threat to freshwater biodiversity and that it is likely to damage human livelihoods (through its impact on fishing and possibly rice agriculture). More research is urgently needed but in the meantime action is needed to reduce the rate of spread before it is too late.

Making Robust Policy Decisions Using Global Biodiversity Indicators

In order to influence global policy effectively, conservation scientists need to be able to provide robust predictions of the impact of alternative policies on biodiversity and measure progress towards goals using reliable indicators. We present a framework for using biodiversity indicators predictively to inform policy choices at a global level. The approach is illustrated with two case studies in which we project forwards the impacts of feasible policies on trends in biodiversity and in relevant indicators. The policies are based on targets agreed at the Convention on Biological Diversity (CBD) meeting in Nagoya in October 2010. The first case study compares protected area policies for African mammals, assessed using the Red List Index; the second example uses the Living Planet Index to assess the impact of a complete halt, versus a reduction, in bottom trawling. In the protected areas example, we find that the indicator can aid in decision-making because it is able to differentiate between the impacts of the different policies. In the bottom trawling example, the indicator exhibits some counter-intuitive behaviour, due to over-representation of some taxonomic and functional groups in the indicator, and contrasting impacts of the policies on different groups caused by trophic interactions. Our results support the need for further research on how to use predictive models and indicators to credibly track trends and inform policy. To be useful and relevant, scientists must make testable predictions about the impact of global policy on biodiversity to ensure that targets such as those set at Nagoya catalyse effective and measurable change.

Human well-being impacts of terrestrial protected areas

BackgroundEstablishing Protected Areas (PAs) is among the most common conservation interventions. Protecting areas from the threats posed by human activity will by definition inhibit some human actions. However, adverse impacts could be balanced by maintaining ecosystem services or introducing new livelihood options. Consequently there is an ongoing debate on whether the net impact of PAs on human well-being at local or regional scales is positive or negative. We report here on a systematic review of evidence for impacts on human well-being arising from the establishment and maintenance of terrestrial PAs.MethodsFollowing an a priori protocol, systematic searches were conducted for evidence of impacts of PAs post 1992. After article title screening, the review was divided into two separate processes; a qualitative synthesis of explanations and meaning of impact and a review of quantitative evidence of impact. Abstracts and full texts were assessed using inclusion criteria and conceptual models of potential impacts. Relevant studies were critically appraised and data extracted and sorted according to type of impact reported. No quantitative synthesis was possible with the evidence available. Two narrative syntheses were produced and their outputs compared in a metasynthesis.ResultsThe qualitative evidence review mapped 306 articles and synthesised 34 that were scored as high quality. The quantitative evidence review critically appraised 79 studies and included 14 of low/medium susceptibility to bias. The meta-synthesis reveals that a range of factors can lead to reports of positive and negative impacts of PA establishment, and therefore might enable hypothesis generation regarding cause and effect relationships, but resulting hypotheses cannot be tested with the current available evidence.ConclusionsThe evidence base provides a range of possible pathways of impact, both positive and negative, of PAs on human well-being but provides very little support for decision making on how to maximise positive impacts. The nature of the research reported to date forms a diverse and fragmented body of evidence unsuitable for the purpose of informing policy formation on how to achieve win-win outcomes for biodiversity and human well-being. To better assess the impacts of PAs on human well-being we make recommendations for improving research study design and reporting.

Novel approach for quantifying illegal bushmeat consumption reveals high consumption of protected species in Madagascar

Information on the extent of bushmeat hunting is needed to assess the likely impact on hunted species, to provide information on the opportunity cost to local people of conservation, and to judge the efficacy of interventions at reducing pressure. However, where hunting is illegal, or socially unacceptable, respondents may not answer honestly to direct questions about hunting or consumption of bushmeat. We adapted a specialized method for investigating sensitive behaviours (the randomized response technique, RRT) and questioned 1,851 people in Madagascar about their consumption of six species, using either RRT or direct questions. For most species at most sites RRT and direct questions returned similar estimates of the proportion of the population who had consumed bushmeat in the previous year. However, RRT resulted in significantly higher estimates of bushmeat consumption in communities surrounding a protected area, where conservation activities made such questions sensitive. RRT has been predominately used in Europe and the USA; we demonstrate that it can provide a valuable approach for studying rule-breaking among people with poor literacy in low income countries. Between 12 and 33% of people across our sites had eaten brown lemur ( Eulemur spp.), and 12–29% had eaten sifaka ( Propithecus spp.) in the previous year. These results add to the growing body of evidence that hunting of protected species in Madagascar is a serious problem requiring urgent action. Conservation interventions to tackle bushmeat hunting will make questions about hunting or consumption more sensitive, increasing the need for researchers to use appropriate approaches for asking sensitive questions.
