LEVI 3.0—MULTIPLE CRITERIA EVALUATION PROGRAM FOR CONSTRUCTION SOLUTIONS

Edmundas Kazimieras Zavadskas; Leonas Ustinovičius; Zenonas Turskis; Friedel Peldschus; Danny Messing

Abstract The paper considers the main methods employed to solve one-sided and two-sided problems of the game theory. For the one-sided problems only the method of solution “distance to the ideal point” is discussed. For the two-sided problems a distinction is made between games with rational behaviour and games against nature. The main principles of the strategies are as follows: simple min-max principle, extended min-max principle, Walds rule, Savage criterion, Hurwiczs rule, Laplaces rule, Bayess rule, Hodges-Lehmann rule. The questions transforming the decisionmaking matrix are considered: vectorial transformation, linear transformation, linear transformation according to Juttlers or Stopps method, non-linear transformation according to Peldschus. The article gives the description of a program package as well as an example of an investment variant estimation. The program LEVI 3.0 is a result of the cooperation between the VGTU and HTWK. This article provides description of a program package as we...

System of project multicriteria decision synthesis in construction

Vaidotas Šarka; Edmundas Kazimieras Zavadskas; Leonas Ustinovičius; Edita Šarkiene; Česlovas Ignatavičius

Abstract The construction industry, compared to other industries, is distinguished by a small productivity of work and large fragmentation. Solution of construction‐related problems requires a great deal of time and financial resources. Method of project multicriteria decision synthesis with decision success criterion is used for realization of construction projects which require analysis of constituent parts in close relationship of components. On every level of the whole project, the decision of closeness to ideal solution method is made and, on the basis of the obtained results, several alternatives are chosen. At the last decision stage, there is performed a synthesis by the chosen alternatives and relying on their interrelations. During decision process on the intermediate stages, having eliminated irrational alternatives, effective and precise results are achieved. The developed multicriteria decision synthesis method is one of the elements of the newly created group of multicriteria decision method...

Innovative application of contemporary management methods in a knowledge-based economy – interdisciplinarity in science

Joanna Ejdys; Leonas Ustinovičius; Jelena Stankevičienė

Interdisciplinarity, which is a part of the research paradigm in all fields of science, constitutes a real challenge in research. It manifests itself particularly in the diversity of the undertaken research topics, in the variety of the adopted research approaches (theoretical, methodological, normative, empirical-descriptive), and in the flexibility and the ability to see both the scientific problems as well as the economic and social needs. The ability to cross the boundaries between the fields of technical and social sciences, to identify problems and to seek solutions at the frontiers of scientific disciplines, the eagerness to work in research teams diverse in terms of competence, age and skills, creating conditions for both the personal development and that of individual team members, breaking the stereotypical ways of thinking in the process of solving problems and anticipating future events are all features of an academic culture nurtured by Professor Joanicjusz Nazarko. The paper highlights the research of Professor Joanicjusz Nazarko, presents a review of his extensive scientific work and lists some of his publications.

SUBSTANTIATION OF FINANCING APPROACH FOR RURAL PROPERTY

S. Lunkevičius; Leonas Ustinovičius; Edmundas Kazimieras Zavadskas

Summary When resolving issues of rural property revival, it is necessary to deal with the subject of financing. Existing financial methods are aimed at solving specific financial tasks and defining relations of contract parties as well as their distribution of risk/liability in the way specific for those conditions. Different financial schemes have been created for particular cases. In order to activate investments into rural property of Lithuania it is important to devise a financing approach which is useful and economically motivated to all sides of the credit contract.

Abstract This paper analyses the most widespread designs of external walls of the multi‐storey residential buildings now in use. Such 49 alternative designs of external walls of multi‐storey residential buildings are analyzed using multicriteria analysis program under uncertainty. Few ways of the decision are applied for the decision of the problem: the method of distance to an ideal point, Bayes rule and Walds rule. To project and understand effective construction of a building, it is necessary to execute exhaustive analysis of all decisions (planimetric, prolongation of term and quality of buildings operation, improvement of architectural decisions, etc.). The level of a design of external walls efficiency of multi‐storey residential buildings depends on very many factors, including: cost of the construction work, used materials and building mechanisms, aesthetics, properties of service, thermal insulation properties, durability, etc. The offered decision of the choice of the effective decision proble...

RANKING EFFICIENCY OF RURAL PROPERTY INVESTMENT PROJECTS USING MULTICRITERIA DECISION METHODS

S. Lunkevičius; Leonas Ustinovičius; Edmundas Kazimieras Zavadskas

Summary Many researchers are right considering economic effect of investments as the key indicator, however, ranking other social, ecological and technical indicators of efficiency separately and leaving them outside of investment ranking criteria system. The authors suggest using together all known efficiency criteria plus some specific of rural property: Payback period, Net present value, Internal rate of return, Profitability index, Business perspective, Rural property purchase price, Rural property reconstruction price, Number of workspace, Taxes, Social level of villagers, Fascination of village. Ranking rural property investment project does not mean deciding which criterion is preferred to another one. Therefore in this situation we use ELECTRE IV approach, because its objective is to rank the options, but without any weighting criteria. The authors have made some alternatives of rural property revival: Heating and airing systems factory, Fish products manufacture, Woodworker manufacture. On the b...

METHOD OF PROJECT MULTICRITERIA DECISION SYNTHESIS ON THE BASIS OF DECISION SUCCESS CRITERION

Vaidotas Šarka; E. K. Zavadskas; Leonas Ustinovičius

Summary Method of project multicriteria decision synthesis with decision success criterion is used for realisation of construction projects which require a proper analysis of constituent parts in close relationship of components. Scheme of this method is presented in Fig 3. Multicriteria decision project may be divided into several interrelated building processes and smaller projects. On every level of the whole project, the decision of closeness to ideal solution method is made and, on the basis of the obtained results, several alternatives are chosen. On every separate level, a number of alternatives is selected by the method user. It depends on complexity of the project and on requirements of interested parties. At the last decision stage, there is performed a synthesis using the chosen alternatives and relying on their interrelations. During decision process on the intermediate stages, having eliminated irrational alternatives, effective and precise results are achieved. The developed multicriteria de...

Considering the issue of renovating public buildings with reference to in-kind investigations into wall heat transfer coefficients

Robertas Volvačiovas; Zenonas Turskis; Česlovas Ignatavičius; Leonas Ustinovičius; Audrius Ruzgys

Abstract This article raises the problem of high energy consumption stimulated by heating buildings and preparing hot water. The paper shortly revises the state of renovating public buildings in Lithuania. A number of scientists devote close attention to examining various aspects of building renovation (technical regulations on constructions, subsidies provided by the state, cost-effectiveness, factors influencing building renovation, etc.). The article presents a few studies by foreign scientists, lists factors that determine public building renovation (unsatisfactory indoor air hygiene and floor temperature, indoor relative humidity, indoor air velocity, indoor carbon dioxide concentration, physical deterioration of a large building, poor aesthetic appearance of the building, etc.) and demonstrates a few practical examples. In accordance with Lithuanian design codes, a methodology for determining heat transfer coefficients in public buildings is provided. Besides, investigations into heat transfer coeff...

Leonas Ustinovičius; Algirdas Andruškevičius; Vladislavas Kutut; Robert Balcevič; Arūnas Barvidas

Summary As Lithuania became a member of the International Federation of Consulting Engineers (FIDIC) in 2004 it is obvious that engineering consultancy activity will grow in the country in the nearest future. The constructural contracts which meet the interests of all the sides involved is the core element of every successful constructural project. That is why the advise how to sign an accurate and effective contract is of great importance. International construction contractors are often faced with the situation of working in unfamiliar construction environment. One potential source of risk is the contractual requirements embodied in the general conditions of contracts.Authors aim to analize constructural contracts used by FIDIC members and define the effectiveness of the contracts using the method of verbal analysis.
