The article has as its main objective to compare civil construction in Brazil relatively to the same industry in the United States and the European Union, that were used as benchmarking to Brazil, so it will be possible to find solutions that can contribute to minimize possible gaps that may exist. It is described as civil construction is very important to the Brazilian economy, although there are problems and challenges to be confronted. At the same time, the authors intend to open discussions about these problems. The authors do not intend to propose definitive solutions but to start the discussion about the problems and possible solutions. It is described, briefly, what is the status of civil construction in the European Union, its main problems and solutions that are being used to solve them. This is done in order to see what of these solutions can be applied to Brazil. The same is done relatively to the United States, having in mind that the same study structure used to Brazil and European Union was maintained, in order to help comparisons. So, the main objective is to establish a possibility to compare the situation of civil construction in Brazil, United States and European Union and verify what are the alternatives and solutions that are used there and that can be applied in Brazil.

This article evaluates how small and medium-sized enterprises (SMEs) in the civil construction industry that utilize performance indicator systems perform when compared with similar companies that do not use such indicators. SMEs located in the region of Rio de Janeiro were selected, some certified with quality systems and others not. Various indicators (financial, human resources, market and production) were applied to the companies and a comparison was made of the findings. Tests revealed that companies that use performance indicator systems show better results.

The article discusses the relationship in the supplier chain in the civil construction industry. The main objective is to define if it is a cooperative relation among the intervenients or if the most powerful dictates the rules. Power as an interorganizational construct has been observed by analysts with an irregular and conflictive point of view. However, these analysts ignore completely existing relationships that are very appropriate in some existing relationships among enterprises. Due to that, it was verified het type of relationship developed by two intervenients in one step of the supply chain of a civil construction company to determine if it is cooperative or if, otherwise, the main actor uses its power to lead the chain. The researchers also analyze what are the implications of this study in the civil construction industrys supply management.

Although the use of third-party logistics services providers is still growing, unsuccessful logistics outsourcing experiences have been reported in the literature, in which failure to identify the factors affecting the choices made regarding logistics outsourcing is seen as an important element. Given this background, the present study adopts an empirical approach using qualitative and quantitative techniques to propose a set of factors that affects the logistics outsourcing decision-making process in the Brazilian context, as well as the level of importance attributed to each decision factor. This research aims to help scholars and practitioners understand the factors involved in logistics outsourcing decisions.

This paper presents an analysis of the logistical processes adopted in response operations to six natural disasters that occurred between 2000 and 2011: Mozambique (2000), Indian Ocean (2004), Pakistan (2005), Haiti (2010), Japan (2011), and Brazil (2011). The selection of the studied events was based on the extent of their impact, considering the number of casualties and the number of victims affected by the disaster. Based on an analysis of secondary data, the best practices, the problems that occurred and the main challenges of these humanitarian operations are identified. As a result, suggestions are proposed to improve the effectiveness and the success rate of the logistics process in other humanitarian response operations. Finally, this study contributes to the identification of procedures that can serve as the basis for the development of more effective models for the response operations of similar events.

This paper uses the Analytic Hierarchy Process to optimize the PESTEL analysis. The scenario: pre-construction and assembly factors of huge civil engineering construction projects. Several managers use too many criteria to evaluate large projects. It suggests that there may be few important criteria that summarize the managers preference. To demonstrate the feasibility of the proposed hypothesis, the authors prepared a qualitative and exploratory study. Conclusions are based on the judgment of an expert interviewed. As expected, the hypothesis was considered plausible. Two main criteria corresponded to 71% of the experts preference. The result resembles a Pareto distribution.
